Analysis: Putin’s increasing influence in the Olympic world and the awarding of the FIFA World Cup to Russia and Qatar make it clear for everybody: Everything is for sale in the world of sport – and the worst is to be expected.

Recently, the Russian media speculated on Prime Minister Vladimir Putin’s jadedness from holding office. Will he continue to dominate Russia and become president again in the coming year? Or will he yield the second presidential term to his partner Dmitry Medvedev? Is the 58-year-old Putin tired of governing? What else could tempt him? The journalistic astrologers in the Kremlin brought two possibilities into play: The job as Secretary-General of the United Nations (UN) and as the President of the International Olympic Committee (IOC).

Normally, such speculations would only trigger a pitying smile. IOC experts would argue calmly: To become IOC President Putin would have to become a member of the IOC first. That could, theoretically, happen at the 2012 Session in London. And then? In 2013, a new IOC President will be elected as successor of Jacques Rogge, who retires after his cycle. As said, normally Russian power plays would trigger a chuckle. In the case of Putin, however, nobody is laughing. All smiles are fixed. Fear rules.

Many believe that Vladimir Putin is already the most powerful man in the Olympic world – one who more or less along the way had his Romanian Judo buddy Marius Vizer elected as President of the International Judo Federation. Not to forget, of course, how Putin virtually dragged IOC chief Rogge around the circus by the nose ring at the IOC Session in Guatemala in July 2007. Putin flew in with a large entourage, met dozens of IOC Members and made all kinds of promises, most likely paid for by the oligarchs or the Gazprom Group; he bent the truth beyond recognition – and flew home as the Olympic champion. Sochi, his summer residence on the Black Sea coast, was awarded the 2014 Winter Olympic Games.

Since then, Putin has made a deal with Bernie Ecclestone that will bring a Formula One Grand Prix race to Sochi. The Universiade (World Student Games), a little appetiser, will be held in 2013 in Kazan. The same year Moscow will organise the World Championships in Athletics. Just recently Putin organized the 2011 World Figure Skating Championships in Moscow, within a few weeks after the event was taken away from Tokyo because of the tragic earthquake. But the biggest coup ’sports buddy’ Putin had was on 2 December 2010, in Zurich, when the Executive Committee of the world’s football federation (FIFA) awarded the World Cup in 2018 to Russia under scandalous circumstances – of course, matches will also be played in Sochi.

Putin created some confusion in the bidding process when he decided not to turn up in front of the FIFA Executive Committee at the beginning of December. From a distance, as an oracle, he declared that he did not want to put untimely pressure on the sport administrators. What a trick! In the weeks before, he had already met more than half of FIFA’s board members. Vyacheslav Koloskov, a long-time member of the FIFA Executive Committee, announced in Moscow long before 2 December that the decision was made – in favour of Russia, of course.

So it eventuated. And while FIFA President Joseph Blatter in Zurich announced Russia and Qatar (2022) as winners, Putin was already sitting on a plane to Switzerland. In the evening the stage was his alone. In front of the assembled world press, he buoyantly took the steps to the podium and gave a casual greeting in Swiss-German. Putin took the journalists’ questions in barely one hour. He demonstrated his power; he celebrated his success.

On all-sports projects in Russia, of which many swallow up several dozen billion Euros from public funds, especially the big wigs of Putin’s power structure and those oligarchs, who subordinate to his will, are going to benefit. One of these oligarchs, Roman Abramovich, owner of FC Chelsea, postured in Zurich at friendly photo sessions, not only with Putin. “I expect Mr Abramovich to invest in this project,” Putin pontificated. The Russians laughed loudly.

The oligarchs’ so-called investments will be compensated by the state through all sorts of privileges and benefits – so there is a guaranteed profit at the bottom line. This is the case for Abramovich and the World Cup, just as it is for the billionaire Oleg Deripaska, who not only owns a castle-like property in Sochi, but who is also going to build the port and run other projects, or the Gazprom group, which is responsible for most of the Olympic alpine routes in the North Caucasus.

According to FIFA no one knew the outcome of the World Cup vote because the results were allegedly kept by the notary of the city of Zurich in sealed envelopes until President Blatter opened them on live-television. However, half an hour before the announcement television station Al Jazeera, based in Doha, Qatar, reported the winner of the World Cup 2022. And Dmitry Chernyshenko, CEO of the Winter Games in Sochi, tweeted, minutes before Blatter took the note with “Russia” written on it from the envelope: “Yesss! We are the champions! Hooray!!!!”

They all knew. Not only Al Jazeera, not only Chernyshenko. Even Putin. Hamad bin Khalifa Al-Thani, the Emir of Qatar, to whom Blatter has been obligated for one and a half decades, was already sure of victory and timely flown in.

On 2 December 2010, when Russia and Qatar became World Cup hosts, a special chapter was written in sports history. Not so much because FIFA thereby opened up new markets, but mainly because these decisions were surrounded by incredible corruption rumours. When those 140 million Swiss francs, which were once paid by the sports marketing agency ISL/ISMM to high IOC and FIFA officials, was the largest fraud scheme of Olympic sports so far – a scheme which ran brilliantly for decades and during which those responsible, bribe donors and bribe recipients, were not criminally prosecuted –, this FIFA World Cup decision could be the largest single case of corruption in sports history.

“Corruption is the abuse of entrusted power for private gain,” goes the definition of the non-governmental organisation Transparency International. It is this corruption concept that is seen here: Russia, not only the Gazprom Group, and Qatar have invested several hundred million Euros in the bidding campaigns. There is only a small probability that evidence showing how Russia and Qatar have bought votes can ever be presented. Russia and Qatar are not exactly model democracies – they guarantee confidentiality.

The show in Zurich reached its absurd climax when Putin, of all people, criticized English media’s corruption revelations as “unacceptable”. But the English bidders were not the only ones who angrily claimed that they had been cheated. “Do you believe that?” someone wanted to know from Putin. He grinned. “No.” One word was enough.

The brutality with which the bidding offers from Russia and Qatar were carried through has shocked even savvy business men in this industry, and this highlights the tectonic shifts of power in world sport for every observer: Western Europe and North America, once the dominant regions of sports policy, are continuing to lose influence. The new power holders are Russian oligarchs and ‘super democrats’ like Putin, Chinese Communist Party bosses, Arab oil sheikhs and various other potentates, for example, of the former Central Asian Soviet republics, where many highly decorated sports administrators work as drug barons and close companions of the dictators – like Gafour Rakhimov in Uzbekistan, Vice President of the International Amateur Boxing Association, AIBA, Vice President of Olympic Council of Asia (OCA) and, according to FBI files, head of the drug cartel in Central Asia.

At the moment there is not much talk in the public of the Chinese Communist Party bigwigs who, back in 2008, successfully organised the Olympic propaganda games in Beijing, but insiders expect attacks on the power base sooner rather than later – maybe even the candidacy of the Chinese-born Ng Ser Miang (Singapore) for the IOC presidency as early as the Session in Buenos Aires in 2013. One thing is clear: These powers have untold economic resources which they can deploy as targeted. Sport offers many ways to gain prestige and influence, to launder money and, sometimes even, like the Emirate of Qatar, with military precision, to reconstruct an entire country as an international hub and a new Olympic centre. Right now the Qataris are aiming to acquire the 2017 World Championships in Athletics. Doha instead of Lausanne as the “Capitale Olympique” – that is the agenda.

Inspiring Qatar: The new global sports capital

Let us have a look at the list of the major upcoming events. Admittedly, 2012 will see the Olympic Summer Games in London, but not much more remains for the old Great Powers in the next few years. In 2012 the European Football Championship will be in Poland and Ukraine; in 2014 the Olympic Winter Games in Sochi and the football World Cup in Brazil; in 2016 the Summer Games in Rio de Janeiro; in 2018 the football World Cup in Russia and surely the Olympic Winter Games in Pyeongchang (South Korea), the latter is the likely outcome when the IOC takes its decision in Durban on 6 July. In 2020 the Summer Games could be held in Turkey (Istanbul) or could, for the first time, be held in Africa. In 2022 the World Cup in Qatar. In 2026, the Chinese will go for the World Cup by all means. In 2030, for the centennial celebration, the World Cup will very likely be awarded to Argentina and Uruguay.

What then, Europe?

In 2034, it could work out with the World Cup – in two and a half decades.

What then, USA?

The Americans are, after George W. Bush’s scorched earth policy, two disastrous Olympic defeats (New York 2012, Chicago 2016) and numerous other sports political bankruptcies, in such a state of shock and have no qualified sports administrator that they do not dare to make a new bid for 2020.

The continental distribution of mega-events in the coming years is only one argument; there are more: Those who analyse the key positions in Olympic associations will also find a movement towards new power structures.

Søren Bang: Western countries are losing the race for major sporting events

Take FIFA: Just recently, in early January, long-standing Vice President Chung Mong-Joon (South Korea), a billionaire from the Hyundai-dynasty, was replaced by 35-year-old Jordanian Prince Ali, the brother of King Abdullah II. Although it is not blessed with gushing oil wells and gas stocks like Qatar and Russia, the Jordanian royal family provides a breathtaking Olympic Performance: Princess Haya, sister of Prince Ali and second wife of the ruler of Dubai, has been the President of the International Federation for Equestrian Sports since 2006 and, in that capacity, an IOC Member. Her brother, Feisal, President of the NOC of Jordan, was also sworn in as an IOC Member a year ago in Vancouver. The most powerful Olympic family is sitting in Amman.

Not far away in the microstate of Qatar, Emir Hamad and his childhood friend, Mohamed Bin Hammam, are tinkering with the most spectacular takeover of the year – maybe of the decade. Bin Hammam will challenge the incumbent Joseph Blatter on the 1st of June at the FIFA Congress in Zurich. Blatter, the man whom he evidently provided votes, bought with money from the Emir in two very dirty election campaigns votes – in 1998 against Lennart Johansson (Sweden) and in 2002 against Issa Hayatou (Cameroon). Bin Hammam is said to have ensured support from 70-80 of the 208 national associations in FIFA already. One month remains to get about 30 more votes.

According to all the news and gossip from the concrete desert Doha, nothing seems impossible. One rule dominates the environment: Everything is for sale. Who would know that better than Bin Hammam, who is on FIFA’s Finance Committee, and who has been controlling the development program for a decade – and on top of that also distributes the money of the Emir, especially among poor nations in Africa and Asia. Who would know that better than Vladimir Putin, the wannabe IOC-President?

Since 2 December 2010, anything is to be believed, and the worst, disturbingly, is to be expected. Putin was, apropos, asked what he could still want after so many successes in the sports arena. “Russian victory,” he said. He cannot get enough. Then he left the podium after delivering a piece of folk wisdom: “Here in Russia we say: One who doesn’t take risks, never gets to drink champagne!”

Mein erster Gedanke: Okay, viele Korruptionsgeschichten in den nächsten Jahren. Good choice. Habe mich von Putins Manöver und den stets so gutgläubigen englischen Reportern durcheinander bringen lassen.

Mein zweiter Gedanke: Paris 1998. Ich weiß noch sehr gut, wie aufgeregt ich war, als ich Blatter nach dieser dubiosen, so genannten Wahl zum FIFA-Präsidenten gefragt hatte, mit wie viel Geld der Emir von Katar seinen Wahlkampf gesponsert hat. Darüber demnächst mehr.

Jetzt lobt er Roman Abramowitsch, der leider nichts selbst sagen kann, wie Putin bedauert. “Das ist nach den FIFA-Regeln verboten.” Hey, klar doch. Und die Russen halten sich immer an die Regeln.

Abramowitsch soll uns Geld geben und ein paar Projekte durchziehen. Sagt Putin. “Denn der hat genug Geld und Aktien.” Kann Abramowitschs Gesicht leider nicht sehen. Ob er morgen sicherheitshalber seine Konten räumt?

Ein Russe fragt: Gefallen Ihnen die Winterspiele mehr oder die Fußball-WM?

Mir gefällt, wenn wir gewinnen.

Rassismus in russischen Stadien?

Die Probleme gibt es in vielen Ländern, auch in etlichen europäischen Ländern, sagt Putin. Das ist ein weltweites Problem gegen das Russland wie jedes Land auf der Welt kämpft, sagt er.

Jetzt spricht er noch über die Massenmedien, wie er es formuliert. Und über Sotschi und die Bauprojekte. Wird alles fertig – für Olympia, für die WM und natürlich auch für die Universiade in Kasan, um die nicht zu vergessen.

Gute Frage: Ob er glaubt, dass sein gestriges Statement der Solidarität mit FIFA-Exekutivlern Stimmen gesichert hat? Er weicht ein bisschen aus und spricht über Russlands Fähigkeiten, eine WM auszurichten.

Flink korrigiert er einen Journalisten, der meinte, Russland sei nur “eines der größten Länder der Welt”.

Recht so. Der Jack ist schon ein Netter. Mein Gott, die paar Millionen, die er bisher beiseite geschafft hat mit seinen beiden Söhnen. Wer wird da kleinlich sein. Im kommenden Jahr, wenn Theo Zwanziger ins FIFA-Exekutivkomitee aufrückt, wird endlich aufgeräumt, dann ist’s bestimmt bald vorbei mit der Korruption. Dann werden keine Geschäfte mehr gemacht mit Jack und Sepp und Ricki und Chuck und Don Julio.

Obwohl, ob 20er jemals Sepp zugehört hat? Mann kann es gar nicht oft genug sagen, viele kennen das, für manche ist es halbwegs neu, egal – es passt in den Kontext, und vielleicht hört und liest der Theo ja mit …

Also, vergangenes Wochenende hat er Weihnachtsgeschenke gekauft. Natürlich im Apple Store an der 5th Avenue. Und bei Wladimir Putin war er auch zu Gast, hat sich sogar ein Autogramm geholt. Noch einmal, wie gestern Abend bereits erwähnt: Fälschlicher Weise habe ich einige Male behauptet, heute würden die 2018er Kandidaten präsentieren und erst morgen die 2022er. Dumm gelaufen, ich hätte die FIFA-Unterlagen besser studieren sollen. Sorry.

Er schreibt u.a.:

Mithilfe von Anwälten, die den besten in der Schweiz zugeordnet werden, versucht der Weltfussballverband Fifa zu verhindern, dass die Namen zweier Männer öffentlich werden. Es handelt sich um Fifa-Männer – keine Schweizer Bürger –, die sich im Frühjahr 2010 an einer Wiedergutmachungszahlung von 5,5 Millionen Franken beteiligt haben, damit eine Strafuntersuchung der Staatsanwaltschaft Zug gegen sie und die Fifa eingestellt werde.

Die entsprechende Einstellungsverfügung vom 11. Mai 2010 dürfte laut Rechtsprechung des Bundesgerichts veröffentlicht werden. Doch die Anwälte der Fifa und der beiden ausländischen Personen wehren sich dagegen: Es sei zu befürchten, so ein Argument, dass die Offenlegung «zu einer negativen Berichterstattung in der Presse führen würde und eine unverhältnismässige Prangerwirkung zur Folge hätte».

Brandaktuell, das Thema. Aber sollen andere so genannte Journalisten nur behaupten, die neuen Dokumente zur ISL-Affäre gehören in den History Channel. Nein, ich rege mich nicht wieder auf. Ich kopiere nur noch mal diese Übersicht zu den Bestechungszahlungen der ISL-Gruppe an höchste Funktionäre in FIFA, IOC etc. hinein:

12.05 Uhr: Okay, bin wieder mal zu großmäulig gewesen. Wird wohl doch nichts mit dem live-Blogging während der Präsentationen. Habe zu viel zu tun. Ich sag doch, Zürich ist teuer, und jeder Auftrag wichtig. Meine Stimme ist übrigens nun (fast) verschwunden. Oder, um beim Thema zu bleiben, ein Wortwechsel der Kollegen Z. und D., als sie mich krächzen hörten:

18.15 Uhr: Hoppala. Schon sind wieder sechs Stunden und fünf Präsentationen vergangen. Mein Gott, haben die Kameraden gesülzt, den Weltfrieden, traumhafte Renditen und – wenn ich richtig sehe, die Nummer kam mir noch von der Olympiabewerbung Tokios aus dem vergangenen Jahr bekannt vor – wohl auch die Rettung des Klimaproblems versprochen. Sehr peinlich, das alles. Und meine Performance im Blog ließ leider auch zu wünschen übrig. Ich musste arbeiten. Sorry. Und muss noch etwas tun, ehe ich mich wieder dem Vergnügen widme.

18.39 Uhr: Ist jetzt auch egal. Habe zwischendurch eine Menge gedichtet, ohne wirklich aufmerksam hinhören zu können. Aber ein bisschen habe ich gehört und in einem der Gedichte (wird in der FTD erscheinen) u.a. die Frage gestellt, ob sich die Politik eigentlich für die Korruptionsgeschichten interessiert. Welch dämliche Frage. Ich Schlingel. Hoffentlich habe ich in der Hektik nicht wieder Namen und/oder Titel durcheinander gebracht.

Interessiert das die Politik? Nicht die Bohne. Die Herrschaften sprechen vor den FIFA-Vorständlern, zu denen auch Franz Beckenbauer gehört, lieber über den Weltfrieden, über Menschheitsträume und blühende Landschaften. Südkoreas ehemaliger Ministerpräsident Hong Koo Lee erklärte eine Woche nach dem Raketenangriff der Machthaber des kommunistischen Nordkoreas: „Wir träumen von einem vereinigten Land. Der Fußball kann dazu beitragen. Ich glaube, dass es jetzt am Dunkelsten ist vor dem Sonnenaufgang!“

Derlei Sprüche aus dem Poesiealbum kommen gut an in der FIFA. Einer der Söhne des Emirs von Katar sprach vom „Rendezvous mit der Geschichte“, dem „Geist der Bruderschaft“, die „die gleichen Werte teile“ und von Angeboten, die die FIFA kaum ausschlagen könne. „Wir sind ein zuverlässiger Partner und halten immer unsere Versprechen!“ Ähnlichkeiten mit Zitaten aus der Trilogie „Der Pate“ waren gewiss rein zufällig und keinesfalls beabsichtigt.

Oder, noch ein Beispiel, Australiens Generalgouverneurin Quentin Bryce. „Für die WM 2022 in Australien bieten wir ihnen Spaß, Entspannung und Sicherheit“, sagte sie. „Und was verlangen wir als Gegenleistung?“ Es war eine rhetorische Frage, deren Antwort Frau Bryce sogleich gab: „Nur dass sie und der Rest der Welt nach Australien kommen und dort spielen.“

Das Problem ist nur, und jeder weiß das. Die FIFA und ihre höchsten Funktionäre, die wollen nicht nur spielen. Sie wollen Geschäfte machen, sie wollen verdienen. (…)

Moscow, 1 December 2010 – The Prime Minister of Russia, Vladimir Putin, announced today that he will not travel to Zurich to attend the final presentation of the Russian bid for the 2018 FIFA World CupTM, stating that he did not want to put pressure on the FIFA Executive Committee ahead of their momentous decision on 2 December.

Prime Minister Putin made the following statement at a meeting of the presidium of the Russian government held today in Moscow:

“I truly would like to present our bid, but under present circumstances and out of respect to the members of the FIFA Executive Committee, I decided to refrain from going to Zurich to allow them to make important decisions calmly and without pressure.

“I call upon my fellow international colleagues to do the same, and to honor the important and historic FIFA World Cup Host Country selection process taking place this week.

“As are all fair-minded people, I am very disappointed about the recent allegations against certain FIFA Executive Committee members. I see it as an unfair competition before the vote to choose future hosts of the FIFA World Cup.

“FIFA is not just a sports organization – it is an international institution, which serves a very important social mission today. It is not simply organizing football matches, but also providing an important social service.

“Football is one of the most popular sports in the world and it encourages young people towards healthy lifestyles.

“Russia has both the desire and the resources to host this grand competition. If we are awarded with it, we will do it in the most honorable way.

“If our country is chosen I will personally meet with President Blatter and the members of the Executive Committee immediately to discuss the staging of the World Cup in 2018”, the Russian Prime Minister concluded.

19.52 Uhr: Um mal auf die wirklich wichtigen Stimmverhältnisse zurückzukommen. Ich habe nun drei freundliche Empfehlungen erhalten – zwei per Kommentar, eine per Email, zwei aus Deutschland, eine aus der Schweiz, vielleicht mag das mal jemand ausprobieren. Für die Nachwelt:

1. Zwei Teelöffel Apfelessig auf ein Glas warmes Wasser und Gurgeln.
2. in paar Rote Beete frisch mit Schale (sauber in der Hotelbadewanne gebürstelt) fein in einen Teller reiben (- dazu nachhaltig in eine dann dem heimischen Hausrat zu integrierende Rohkostreibe investieren -), Sanddornsaft (Reformhaus) addieren und das Ganze geschmacklich mit Honig (Hotelteeküche) justieren. Ergibt einen feinen, äusserst leckeren Brei, der in ein Gefäß zum Mitnehmen gegeben werden kann. Alle 2 bis 3 Stunden ein paar Löffelchen bzw. einen Happen verspeisen.
3. Salbei-Tee 8 Minuten ziehen lassen, 2-3 Löffel Honig rein plus etwas Apfelessig oder Meersalz und dann mit dieser Mischung lange „gurgeln“. Dazu oft Salbei-Tee trinken.

Danke. Die Rote-Beete-Nummer klingt schrecklich. Ich habe mich derweil für Gurgeln mit Gargarisma und eine ACC akut 600 entschieden.

20.13 Uhr: Ich bedanke mich auch sehr herzlich beim Kommentator Greenkeeper_Lothar, der die Präsentationen wunderbar zusammen gefasst hat und ich deshalb per copy-paste einen Ehrenplatz einräume:

Also ich fand die Präsentationen den absoluten Wahnsinn: schönes Kumbaya-Geplänkel, aber zwischendrin ein paar schöne Sätze, um zu zeigen, dass man durchaus verstanden hat, auf was die FIFA Wert legt.

• Australien: “the Australian government has given Fifa every guarantee”, also inkl. Steuerfreiheit und unlimited Devisen- Einfuhr/Ausfuhrrecht
• (Süd)Korea: einen “Global Football Fund” in Höhe von $ 777 Mio., “to be distributed to Fifa’s confederations by 2022”. Also für die bekannten Privatprojekte?
• Qatar: wir halten unsere Versprechen (aller Art); 22 Stadien, die nach der WM abgebaut und verschenkt werden (wahrscheinlich mit den Namen der jeweiligen Exek-Mitgiliedern getauft)
• USA: Clintons Versprechen: the low-cost of an American World Cup (already have the facilities) and thus the large money-making opportunities for Fifa (so that they can spend it on giving water to Haiti and making the world a better place). Den FIFA-Herren fallen sicher noch andere Orte ein, wo das Geld “versickern” kann
• Japan: versucht nur mit Technik zu punkten, daher schon verloren: Full Court Vision, virtuelle Spiele in 400 Stadien in der Welt.
• Im Endeffekt haben nur zwei Kandidaten Nobelpreis-Potential für Herrn Blatter: Korea und Qatar. Also wirds Qatar und die Gelddruck-WM wird als Versöhnungsfest mit der arabischen Welt verkauft; am besten mit Iran – USA als Eröffnungsspiel, denn das die Qataris als Gastgeber gesetzt sind, meint ja hoffentlich keiner ernst.

Das wäre doch mal was.

Das IOC will angeblich Beweise von der BBC. Kein Problem, Andrew Jennings wird es dem IOC schon schicken. Komisch nur, dass IOC-Chef Jacques Rogge bisher immer so getan hat, als sei das IOC davon nicht betroffen, und die ISL-Korruption ohnehin eine gaaanz alte Kiste. Mir hat er zwar mal erzählt, das war 2005, dass er das Ganze aufmerksam und kritischst verfolgt. Davon habe ich nie etwas bemerkt. Und als AJ im Oktober 2009 auf dem Olympischen Kongress in Kopenhagen die ISL-Frage stellte, war Rogge ziemlich kurz angebunden. Dabei wollte AJ doch nur wissen, warum der Schmiergeldbote Jean-Marie Weber ständig IOC-Akkreditierungen erhält.

Als Jens Sejer Andersen als Delegierter auf dem Kongress die Frage stellte, wurde die vom Chef der Ethik-Kommission nicht angenommen. Der Chef von Swiss Olympic, Jörg Schild, hat mir gerade eine ähnliche Geschichte erzählt.

10.51 Uhr: Ich dachte eigentlich, ich sei nur noch selten durch Zeitungsartikel zu beeindrucken. Aber, ich fand die Sport-Aufschlagsseite der Neuen Zürcher Zeitung heute sehr hübsch gemacht. [Achtung, Selbstreferenz] Und ich freue mich immer, wenn der Sepp morgens die Zeitung aufschlägt und unter meinem Namen so eine schöne Schlagzeile liest: “140 Millionen Franken Schmiergeld”.

Die Kollegen von der NZZ haben sogar meine Tabelle mit den ISL-Schmiergeldzahlungen gedruckt. Vielen Dank. So macht das Arbeiten Spaß, so gehe ich den Tag doch gleich beschwingter an.

Ja, es stimmt schon, seit 2008 reden wir über 138 Millionen Schmiergeld. Nun sind es etwas mehr – vor allem aber: Wir haben die Liste der Jahre 1989 bis 1999. Das ist NEU, liebe Freunde in den Medien, die es nicht einsehen wollen oder nicht einsehen können oder beides (besonders oft lese ich dieses Zeug von Paul Kelso, der auch englische WM-Bewerber zitiert, die behaupten, die Doku hätte besser auf dem History Channel laufen sollen). Ich habe das gestern Nacht schon gesagt und ich scheue mich überhaupt nicht, mich selbst zu zitieren:

Zur BBC: Es war ein typischer Andrew Jennings mit einigen Highlights der vergangenen Jahre, etwa Jack Warner, der sich lieber seine Spucke spart, als auf ein Stück Abfall wie AJ zu spucken, obwohl der es verdient hätte … so sind die, die FIFA-Ehrenmänner.

Andrew Jennings hat mit diesem Dokument ein wichtiges Puzzleteil der Sportgeschichte geliefert. Wer das nicht begreift oder es nicht begreifen will, dem ist nicht zu helfen. Ich sage einmal mehr, liebe Freunde: Es geht im Journalismus nicht um “he said, she said�? und also nicht darum, Halbsätze zu interpretieren und daraus so genannte Exklusivnachrichten zu basteln. Es geht um solche Papiere. Bravo, AJ.

Wie immer wird hier die Wahrheit gebeugt. Komischer Weise wird auch nicht an den Korruptionsverdunklungsvertrag erinnert, den die FIFA mit der Staatsanwaltschaft geschlossen hat. Es war schon der zweite Korruptionsverdunklungsvertrag in dieser über Jahrzehnte BIS HEUTE UND AUCH NOCH MORGEN, DENN TEIXEIRA IST JA ZUM BEISPIEL PRÄSIDENT DES WM-ORGANISATIONSKOMITEES 2014 währenden Affäre. Nein, es ist keine Affäre: Korruption ist der Aggregatzustand in diesem Business.

11.10 Uhr: Sehr spannend auch die Twitter-Meldungen zur FIFA. Aber ich höre, dass die Mehrzahl der Journalisten immer noch nicht weiß, was Twitter ist und dass Twitter sehr sinnvoll sein kann. Ein working tool. Echt jetzt.

11.26 Uhr: Die Russen eiern ziemlich herum. Kann es tatsächlich sein, dass Putin nicht kommt? Dann ESP/POR oder sogar ENG. Ich habe vor Tagen gesagt, dass er kommt, alles versuchen wird, aber nur in die Bütt steigt vor dem FIFA-Exko, wenn die Signale auf Sieg stehen.

11.34 Uhr: “In Zürich sind alle Luxushotels ausgebucht”, schreibt der Tages-Anzeiger. “Die Vergabe der Fußball-WM beschert Zürichs luxuriöser Hotellerie volle Häuser”. Gut so, warum sollten nur immer Jack & Ricardo & Joao & Nicolas & Co verdienen.

Da würde ich jetzt gern Mäuschen spielen:

12.01 Uhr: Anne Schwöbel von Transparency International Schweiz hat es drauf. Anders als deutsche Vertreter, die die Arbeit an sich ziehen und wichtig tun, aber kaum etwas liefern und gar nicht so transparent vorgehen und auch Analyse-Probleme offenbaren, geht sie schon mal auf Konfrontationskurs. Ihre Pressemitteilung habe ich gestern Abend bereits kurz im Deutschlandfunk erwähnt. Hier die wichtigste Passage:

Angesichts der aktuellen Vorkommnisse fordert Transparency International Schweiz, die globale zivilgesellschaftliche Organisation zur Bekämpfung der Korruption, dass folgende Massnahmen ergriffen werden:

• Die Vergabe der Weltmeisterschaften 2018 und 2022, die für den 2. Dezember vorgesehen sind, müssen vertagt werden bis die in der Presse publizierten Anschuldigungen geklärt sind; diese haben bereits einen grossen Misskredit auf die FIFA und ihren Vergabeprozess geworfen, dass eine Entscheidung unter diesen Umständen die Kontroverse nur schüren würde;
• Die Untersuchung muss von einem unabhängigen Gremium durchgeführt werden, um den Sachverhalt zu ermitteln; die Ethik Kommission der FIFA scheint nicht das erforderte Mass an Unabhängigkeit mitzubringen; darüber hinaus sollte das Gremium, das die Untersuchung durchführt, über umfangreiche investigative Kompetenzen verfügen um in der Lage zu sein den wahren Sachverhalt zu ermitteln;
• Der Rechtsstatus von Verbänden, insbesondere derjenige von Sportverbänden, die ihren Sitz in der Schweiz haben, muss geklärt werden; es ist in der Tat unklar inwiefern diese Verbände unter die gesetzlichen Korruptionsbestimmungen fallen; Sportverbände müssen für Korruptionshandlungen, die in Zusammenhang mit ihren Aktivitäten stehen, gesetzlich verfolgt werden können; die dafür erforderlichen Gesetzesänderungen sowie entsprechende internationalen Konventionen, welche für die Forderungen in diesem Zusammenhang benötigt würden, müssen ohne Verzug eröffnet werden.

14.55 Uhr: McP fragt in den Kommentaren, warum noch mal die Weltmeisterschaften im Paket vergeben werden. Nichts als Politik und hilfreich für Sepps Dauer-Dealen inkl. seiner Wiederwahl 2011. Ansatzsweise habe ich das immer mal beschrieben, seit Mai 2008, als es überraschend und handstreichartig bekannt gegeben wurde.  Zum Beispiel hier: Ungefähr zwölf Stadien

16.18 Uhr: Sollte Putin wirklich nicht nach Zürich kommen, wie gaseta.ru meldet, dann ist Russland tatsächlich draußen. Denke ich – und das ist überhaupt kein Widerspruch zu meiner Wasserstandsmeldung von vorvergangener Woche: Ро�?�?и�? 2018: готовa вдохновл�?ть. Hat jemand eine Ahnung, ob man dieser “Gaseta” trauen kann? Aber welchen “Meldungen” kann man derzeit überhaupt trauen. Da wird gesponnen von professionellen Spindoktoren und hoch bezahlten Lügnern, was das Zeug hält. Vorsichtig.

16.43 Uhr: Komisch. Ich kann weder auf der IOC-Webseite eine Erklärung zu den belegten Korruptionsvorwürfen gegen drei Mitglieder finden, noch habe ich eine Pressemeldung per Email erhalten. Kann mir jemand helfen? Habe ich etwas übersehen? Woher kommen die Zitate, die von den Nachrichtenagenturen (hier Reuters) verbreitet werden?

“The IOC has taken note of the allegations made by BBC Panorama and will ask the programme makers to pass on any evidence they may have to the appropriate authorities,” the IOC said in a statement.

“The IOC has a zero tolerance against corruption and will refer the matter to the IOC Ethics Commission.”

Ich finde es, als Insider sozusagen, im Übrigen befremdlich, was so genannte Journalisten manchmal verbreiten und was sie verschweigen und nie melden. Was sie für bare Münze nehmen, und was sie als Gerücht bezeichnen. Der größte Korruptionsskandal der Sportgeschichte rund um die ISL liefert da Stoff für eine Doktorarbeit.

16.45 Uhr: So weit ich weiß, hat Jean-Marie Weber für Issa Hayatou eine Art Ehrenerklärung abgegeben. Die ersten Statements von Hayatou werden bereits über Twitter verbreitet, sie kommen demnächst auf anderen Kanälen. Korruption? I wo! Quatsch! Ich bin sauber! Das Geld war nur für eine Feier der CAF.

Klar doch.

22.44 Uhr: War kurz im Baur au Lac, die Herrschaften aber waren zum Dinner ausgeflogen. Sah nur einige der Diener, etwa den unvermeidlichen Sekretär von Teixeira. Frage mich, ob der manchmal die Geldkoffer schleppen muss. Der Sicherheitsdienst im Baur au Lac war extremst unfreundlich und auch ein bisschen uncool. “Was wollen Sie hier?” Was wohl? Wein für 3.000 CHF schlürfen. Sollen sie doch das Hotel gleich ganz absperren, wäre ja auch zu verstehen, wenn Leute wie David Cameron dort absteigen. Aber so? Selbst die News-Crew von der BBC um David Bond wurde vorhin rausgeschmissen. Der arme David, der es wegen der Panorama-Sendung eh nicht leicht hatte in den vergangenen Tagen, muss draußen in der Kälte stehen – bis Cameron gegen Mitternacht zurückkommt ins Hotel.

Putin übrigens ist noch immer nicht zu sehen.

22.59 Uhr: Zum Abschluss des Tages – das Eingeständnis eines dämlichen Fehlers, der mir heute und eventuell leider auch gestern unterlaufen ist. Ich habe einfach nicht genau hingesehen: Zunächst präsentieren am Mittwoch ab 14 Uhr die WM-Bewerber 2022 vor Blatters Tafelrunde (nicht wie ich falsch behauptet hatte, die Bewerber für 2018), erst am Donnerstag ab 9 Uhr sind die Bewerber 2018 dran. Sorry.

Wladimir Putin also hat noch etwas Zeit. Vielleicht schlägt er ja morgen Abend noch hier auf. Who knows.

Und ich melde mich am Mittwoch spätestens 14 Uhr live von der Präsentation aus der Messe Zürich. Jetzt wird flink mal eine Erkältung auskuriert, die mich eben schon am Radiobeitragsprechen gehindert hat.

Krächz, krächz.

Alles ist gerichtet, wie damals, im Juli 2007 in Guatemala, als Wladimir Putin mit seinen Oligarchen mal eben die Olympischen Winterspiele 2014 für Sotschi akquirierte. Diesmal will er die WM, und wieder geht es um viele Milliarden, die seine Kumpane umsetzen können. Etliche Ganoven aus dem Fußball-Business werden auch genug abbekommen, keine Sorge.

Kürzlich saß ich beim IOC-Termin mit jemandem an einer Bar in Acapulco, der mal eben auf sein Zimmer verschwinden musste, um für die Russen ein Papier zu schreiben, wie sie Rassismus auf ihren Fußballplätzen zu bekämpfen gedenken. Ein anderer witzelte: Kopier doch einfach den Kram von der FIFA-Webseite, das merkt keiner. Vorgestern hat mir nun ein Tycoon mit wundervollem russischen Galgenhumor Stories darüber erzählt, wie er in Sotschi ein Millionenprojekt gestemmt hat, direkt zwischen den herrschaftlichen Anwesen von Putin und Oleg Deripaska, ohne die Hoheiten und deren Entourage mit zuviel Baulärm und Dreck zu vergraulen, was sich einigermaßen halsbrecherisch-kurios gestaltete. Diese und andere Geschichten gebe ich gewiss später mal weiter.

Für mich persönlich ist Russland auch deshalb die spannendste Destination für das 2018er Turnier, überhaupt keine Frage.

Aber man soll nie nie sagen. Vielleicht liege ich völlig falsch, denn letztlich ist es ja so: Ich habe zuletzt während der WM in Südafrika ein wenig WM-Bewerberatmosphäre geschnüffelt. Seither ist viel passiert, weitgehend unter Ausschluss der Öffentlichkeit, wer kann schon sagen, ob nicht doch andere Strömungen wirken. Es ist immer wichtig, in den letzten Wochen vor Ort den Puls zu fühlen, sonst kann man sehr schnell die Übersicht verlieren. Als letzter großer Termin steht ab Samstag die Soccerex in Rico Teixeiras Wohnzimmer an, in Rio de Janeiro. Danach bewegt sich der Tross so langsam aber sicher wieder in die Schweiz.

Oops, mal wieder eine Entscheidung des Eislauf-Weltverbandes ISU, die anderswo mindestens so ausgiebig diskutiert wird, wie in Deutschland der Fall Pechstein. Ich wusste gar nicht, dass die ISU noch zwischen Profis und Schauläufern und vielleicht sogar Amateuren unterscheidet. Ich halte es beim ersten Hinsehen für absurd, dass Jewgeni Pluschenko gesperrt wird und nicht an den Winterspielen 2014 in Sotschi teilnehmen soll. Ausgerechnet Pluschenko! Hier ist er übrigens kurz nach der Verkündung von Sotschi als Olympiastadt 2014, damals im Juli 2007 in Guatemala City:

Der ISU-Beschluss, gegen den Pluschenko vor den CAS ziehen kann:

Decision of the ISU Council on Eligibility of Mr. Evgeny Plushenko (RUS)

Based on evidence presented the Council has concluded that Mr. Evgeny Plushenko breached the ISU eligibility rule 102, paragraph 2, i) of the ISU General Regulations and as a consequence has become ineligible under paragraph 7 a) of that rule. The evidence has proved to the satisfaction of the Council that Mr. E. Plushenko, a skater and member of the Figure Skating Federation of Russia (FSFR), skated in exhibitions held in March and April 2010, in Russia and other countries, without the express prior authorization of the FSFR. Such activity is a breach of the ISU eligibility rules and results in the loss of eligibility.

The present decision communicated to both Mr E. Plushenko and the FSFR may be appealed to the Court of Arbitration for Sport, Lausanne, Switzerland, within 21 days upon receipt of the decision, in accordance with Article 25, paragraph 2, c) of the ISU Constitution.

Wie erwartet hat sich Thomas Bach dazu durchgerungen, als DOSB-Präsident zu verlängern. Ein halbes Jahr vor der Entscheidung über die Olympischen Winterspiele 2018 wäre ein Ausstieg ein katastrophales Zeichen gewesen. Die Mitgliederversammlung findet am 4. Dezember 2010 in München statt. Der DOSB sagt:

Dezember 2010 dem Votum der Mitgliederversammlung stellen wollen. Eberhard Gienger, Vizepräsident Leistungssport, wird wegen der Doppelbelastung aus seiner politischen Tätigkeit als Bundestagsabgeordneter und als DOSB-Präsidiumsmitglied nicht erneut antreten. Dies nahm das Präsidium mit Bedauern, aber auch mit Respekt und Verständnis zur Kenntnis. Ingo Weiss wird im Oktober 2010 erneut als Vorsitzender der Deutschen Sportjugend (dsj) kandidieren, ebenso Christian Breuer als Vertreter der Aktiven; die Voten der dsj bzw. der Aktiven würden der Mitgliederversammlung dann im Dezember zur Bestätigung vorgelegt werden.

Ich denke, Ausstiegschancen geben sich für Bach nach der IOC-Session im Juli 2011, wenn über die Winterspiele abgestimmt wird, immer noch. Er muss dann seine IOC-Präsidentschaft vorbereiten, das IOC wählt 2013 in Buenos Aires den neuen Präsidenten/die erste Präsidentin.

Zu Gienger: Ist mir überhaupt nicht klar gewesen, dass der CDU-Mann mit seinen Aufgaben belastet ist.

Und noch mal Russland/Sotschi bzw. das Vancouver-Nachbeben. Der russische Rechnungshof, wenn ich das auf die Schnelle richtig übersetze, hat einen Bericht zum Umgang mit den Olympiafinanzen für die Vorbereitung auf die Vancouver-Spiele vorgelegt. Völlig überraschend ist von Korruption und Misswirtschaft die Rede. Ja, ich weiß, Putin und Medwedew haben das in Auftrag gegeben, denen ist nicht zu trauen. Egal, was mich hier fast mehr interessiert, warum so genannte olympische Insiderdienste wie Inside the Games oder Around the Rings und andere Medien darüber berichten, ohne Quellen zu nennen und den Bericht zu verlinken. Mich nervt das kolossal, täglich mehr, wenn ich nicht zum Original geführt werde, wenn Leute meinen, sie müssten Ihre Beiträge stets ohne Belege und weiterführende Hinweise veröffentlichen. Vielleicht war ich nur zu blöd, sicher kann mir jemand helfen und bessere Links finden als diese, etwa einen zum Originalbericht des russischen Rechnungshofes? Danke schon mal.

Four intital directions were given to me:

• the administration of Palestinian football,
• the launch of the Palestinian professional league
• the marketing of these activities,
• the developement of international relations for Palestinian sport and football with sport organizations at world, continental and national levels (including the sister football federations) AND with foreign governments, international organizations, etc.

This mission bears a huge responsability but represents also a privilege for me to continue what I was doing in my eleven FIFA years to help Palestinian football with the support of the FIFA President, Mr. Joseh S. Blatter.

Nachtrag, apropos Pechstein: Gerade verbreitet ihr PR-Büro Powerplay die Meldung, wonach die gesperrte Eisschnellläuferin eine Einstweilige Verfügung gegen Prof. Fritz Sörgel erwirkt hat – im Eilverfahren ohne mündliche Verhandlung (einen Dringlichkeitsaspekt kann ich anders als der putzige Richter Buske nicht erkennen).

Demnach

… darf Sörgel nicht mehr den Eindruck erwecken, die fünfmalige Olympiasiegerin hätte in ihrer sportlichen Karriere Dopingmittel eingenommen oder verbotene Methoden zur Leistungssteigerung angewandt …

Die Verfügung bezieht sich auf ein Rundfunkinterview vom 19. März 2010! Hochinteressant. Wie gesagt, der Richter heißt Buske, Prozessbevollmächtigte sind “Rechtsanwälte Schertz pp.” – muss man mehr sagen? Bitte vorsichtig sein mit den Kommentaren – Abmahngefahr. Die Verfügung findet sich auf der Webseite von Claudia Pechstein.

Nachtrag 2: Zur Verfügung des Richters Buske teilt Prof. Sörgel soeben mit:

Wir werden diese Entscheidung natürlich nicht hinnehmen. Die Begründetheit der Ansprüche werden wir in einem Klageverfahren klären lassen. Käme es dann zu einer Verhandlung, könnte auch die Öffentlichkeit einen besseren Eindruck gewinnen was die wissenschaftliche Basis der Pechstein- Seite ist. Natürlich werden wir die „Creme de la Creme“ nationaler wie internationaler, und wahrhaft unabhängiger Gutachter die Argumentation der Gegenseite kritisch überprüfen lassen.

Diese Entscheidung des Hamburger Gerichtes würde mir einen Maulkorb verhängen, denn Ziel ist es ja mich zum Schweigen zu bringen, zumal ich eben bisher in den wirklich wichtigen Fragen nicht in die Knie zu zwingen war. Das soll auch in Zukunft so bleiben und meine Argumente sollen Gerichten wie Öffentlichkeit jederzeit zur Verfügung stehen.

Ich werde so lange kämpfen bis die Wissenschaft , wie bisher beim ISU und CAS ihr Recht bekommt. Es kann nicht angehen, dass man Wissenschaftler mit guten und nachvollziehbaren Argumenten einen Maulkorb umhängen kann.

Die nachfolgenden Ausführungen von RA Scholz-Recht legen auch dar wie oft wir uns schon gegen die Anträge der Kanzlei Scherz & Bergmann erfolgreich vor Gericht gewehrt haben. Wir haben daraus aber keine Medienkampagne gemacht. Jetzt müssen die Dinge aber ausführlich dargestellt werden.

Seine Rechtsanwältin Nicola Scholz-Recht schreibt:

Im Oktober 2009 hatte Frau Pechstein durch ihren Bevollmächtigten, Herrn Rechtsanwalt Bergmann aus Berlin, eine erste Abmahnung aussprechen lassen und Unterlassungsansprüche wegen drei verschiedener Behauptungen, die Sie im Rahmen einer ZDF-Sendung vom 23.10.2009 aufgestellt hatten, geltend gemacht.

Diese Unterlassungsansprüche hatte ich mit ausführlichem Schreiben vom 30.10.2009 als unbegründet zurückgewiesen.

Um zu verhindern, dass die Gegenseite eine einstweilige Verfügung ohne vorherige mündliche Verhandlung erwirkt, hatte ich sodann bei den Landgerichten Nürnberg-Fürth, Berlin und Hamburg sogenannte Schutzschriften hinterlegt, um die Gerichte vor Eingang eines entsprechenden Verfügungsantrags bereits über unsere Sichtweise und Argumentation zu informieren.

Anschließend hatte die Gegenseite beim Landgericht Berlin den Erlass einer einstweiligen Verfügung beantragt. Mit diesem Antrag ist Frau Pechstein gescheitert. Das Landgericht Berlin hat ihn als unbegründet zurückgewiesen mit der Begründung, dass „es sich sämtlichst um zulässige Meinungsäußerungen [handelt], die auch auf erkennbaren Anknüpfungstatsachen basieren“ (Beschluss des Landgerichtes Berlin vom 19.11.2009, Az.: 27 O 1084/09, Seite 2).

In Konsequenz musste Frau Pechstein auch die Kosten des Verfahrens tragen und hat die bei mir durch meine Tätigkeit entstandene Verfahrensgebühr erstattet.

Frau Pechstein hat durch ihren anwaltlichen Vertreter eine weitere Abmahnung vom 22.03.2010 wegen einer in der NZZ vom 21.03.2010 erschienenen Behauptung aussprechen lassen und erneut die Abgabe einer strafbewehrten Unterlassungserklärung gefordert. Auch diese Abmahnung habe ich nach Rücksprache mit Ihnen als unbegründet zurückgewiesen und dargelegt, dass die angegriffene Behauptung den Tatsachen entspricht.

Mir ist nicht bekannt, ob die Gegenseite eventuell versucht hat, auch wegen dieser Behauptung eine einstweilige Verfügung zu beantragen. Jedenfalls wäre ein eventuell bei Gericht eingereichter Verfügungsantrag nicht erfolgreich gewesen, weil uns in dieser Angelegenheit niemals ein gerichtliches Verbot zugestellt worden ist. Entweder hat die Gegenseite diesen Anspruch nicht weiterverfolgt oder sie hatte damit keinen Erfolg.

Am 25.03.2010 hat Frau Pechstein durch Herrn Rechtsanwalt Bergmann eine weitere Abmahnung aussprechen lassen wegen eines auf den Internetseiten von „Zapp“ veröffentlichten Interviews. Mit dieser Abmahnung wurden insgesamt zwei Behauptungen angegriffen.

Auch diese Abmahnung habe ich als unbegründet zurückgewiesen.

In diesem Fall hat die Gegenseite erneut beim Landgericht Berlin den Erlass einer einstweiligen Verfügung beantragt. Mit diesem Antrag ist sie zur Hälfte gescheitert, weil das Landgericht Berlin eine der beiden Behauptungen als zulässig angesehen hat. Die andere Behauptung (Stichwort: „Untersuchung in Quarantäne“) hat das Landgericht Berlin als unzulässig angesehen.

Nach längeren Überlegungen hatten wir uns allein aus prozessökonomischen Gründen entschieden, dagegen nicht vorzugehen, weil das Thema heute nicht mehr aktuell ist und es deshalb wirtschaftlich nicht lohnt, darüber einen Streit zu führen. Da die Gegenseite in diesem Verfahren die Kosten auch zur Hälfte selbst tragen musste, war eine Verteidigung gegen dieses Verbot auch aus Kostengründen nicht erforderlich.

Am 09.04.2010 hat Frau Pechstein durch Herrn Rechtsanwalt Bergmann eine weitere Abmahnung aussprechen lassen, auf die wir nicht mehr geantwortet haben.

Die Gegenseite hat deshalb erneut einen Antrag auf Erlass einer einstweiligen Verfügung gestellt, diesen aber diesmal beim Landgericht Hamburg eingereicht, vermutlich wegen der Befürchtung, beim Landgericht Berlin wiederum nicht in vollem Umfang den gewünschten Erfolg zu erzielen.

Das Landgericht Hamburg hat die einstweilige Verfügung in dem beantragten Umfang ebenfalls nicht erlassen. Die Gegenseite musste zunächst schriftsätzlich nochmals nachbessern und schließlich den Antrag einschränken, so dass sie auch in diesem Fall nicht in vollem Umfang Erfolg hatte, sondern das Landgericht Hamburg nur ein eingeschränktes Verbot erlassen und der Gegenseite ¼ der Kosten auferlegt hat. Dieser Beschluss wurde allerdings erlassen, ohne uns Gelegenheit zur Stellungnahme zu geben.

In diesem Fall erwägen wir, die Gegenseite zur Einreichung einer Hauptsacheklage zu zwingen, um dann die Möglichkeit zu haben, die Richtigkeit der angegriffenen Behauptung ggf. auch durch Sachverständigengutachten unter Beweis stellen zu können.

Ich finde ja, allein schon diese Verordnung ist eine Geschichte wert. Und erst der Grund dieser Verordnung: Russlands Premier Wladimir Putin, Ehrenpräsident der European Judo Union (EJU) und Kumpel des Judo-Weltpräsidenten Marius Vizer (Intimfeind meines neuen Freundes Park Yong Sung), war als Privatmann zu Gast. Judoka Putin hat mit Vizer einst die Übernahme des Weltverbandes in seiner Residenz in Sotschi ausgemacht und geholfen, Park vom IJF-Thron zu stoßen. Aber dazu vielleicht später mal mehr (ganz sicher, ist nur eine Frage von Jahren :)

Mag. Dominik Sinnreich, Kurier-Mitarbeiter und Österreich-Korrespondent dieses Blogs, hat Putin in Wien verfolgt. Sein Bericht nach dem ersten Tag mit Putin:

Um 17.18 Uhr war es so weit. Der haarige Hinterkopf war das erste, was man sehen konnte. Es war eine Bilderbuch-Geburt, ohne Komplikationen, ohne dass jemand nachhelfen musste. Um 17.18 Uhr war Wladimir Putin endlich da, er schritt die Stufen von den Katakomben hinauf in die Halle, den so oft fotografierten Kopf konnte man auch von hinten zweifelsfrei identifizieren.

Viel war diskutiert worden über den Besuch von Wladimir Putin bei der Judo-EM in Wien. Einen Privatbesuch. Der Judoliebhaber und Ehrenpräsident des europäischen Verbandes EJU werde eine Judo-Reise mit eingeschobenen Staatsterminen machen; keinen Staatsbesuch mit Judo-Exkurs, war betont worden. So kam es dann auch. Und es wurde, man muss es so direkt sagen, furchtbar langweilig. Es liegt wohl auch am Status von Judo als Randsportart, dass der Besuch entgegen aller Ankündigungen davor eher beiläufig abgehandelt wurde. Dass er plötzlich einfach in der Halle stand, auf dem für ihn zurechtgezimmerten Sonderpodest. Eine Stunde zuvor hatten sein Intimus Marius Vizer, Lothar Matthäus und Karl Schranz – die ersten beiden in weiblicher Begleitung, letzter in jener von einem Boulevardjournalisten – die Halle betreten. Sie verstehen sich übrigens blendend, die Kristina Liliana und die Irina.

In den Tagen davor blühten in Wien die Spekulationen rund um die Anreise, der berüchtigten Kronen-Zeitung wären beinahe die Ausrufezeichen ausgegangen, um all die Sniper, Bombenkommandos und Todessterne anzukündigen, die seinem Besuch den gebührenden militärischen Anstrich geben würden. Über die Anzahl der Dummy-Limousinen (kleines Verwirrspiel) war diskutiert worden, es gab Interviewverbote für die Sicherheitskräfte. 50 Journalisten und 15 Kamerateams sollten seinen Auftritt begleiten. Dass die Sportler die Medaillenkämpfe für zehn Minuten unterbrechen müssten, wenn Putin dann käme, hieß es.

Aber Putin war dann so spannend wie eine Topfpflanze. Nichts wurde unterbrochen, er saß einfach dort, wo man ihn hingesetzt hatte (zwischen Vizer und Österreichs Sportminister Norbert Darabos. Es wirkte alles furchtbar deplatziert. Einer der mächtigsten Männer der Welt, zu Gast bei einer EM in einer Randsportart, in einer Randsport-Halle: Keine 2000 Leute waren da, in einem 70er-Jahre-Bahnrad-Palast, der eigentlich nur mehr das Mahnmal für das Fehlen einer modernen Multifunktionsarena in der 2-Millionen-Stadt ist.

Und dann schritt er sogar noch aufs Siegerpodest, ließ die mitgebrachten Judo-Kinder (so waren sie zumindest angekündigt, in Wahrheit war es das U-17-Nationalteam) hielt eine kurze Ansprache, erzählte von der besonderen Bedeutung des morgigen Teamwettbewerbes, sah eine Parallele zwischen der Tradition in Wien und jener im Judosport, er dozierte in Englisch, in Deutsch, in Russisch. Er übergab ein paar Medaillen und ein Autogramm - und war wieder weg, exakt zwei Stunden und dreißig Minuten, nachdem sein Hinterkopf das Licht der Halle erblickt hatte.

Und: nichts. Weder kremlin.ru noch eju.net oder gar die Seite des Weltverbandes IJF (dort ist immer noch Samaranch die Topmeldung) haben bislang etwas zu diesem Besuch online. Nur in Putins Hauspost gibt es Fotos von den Treffen mit Österreichs Kanzler Werner Faymann und Präsident Heinz Fischer. Mit Faymann wollte er “future bilateral cooperation in the energy, transport, cultural and humanitarian spheres, regional cooperation and a number of pressing international issues” besprechen,  am Sonntag wird noch ein Kranz niedergelegt. Sportpolitisch kam das spannendste aber wohl schon Samstagabend, als Putin und Vizer die Hinterköpfe zusammensteckten.

Den russischen Sportlern hatte er kein Glück gebracht. Es war der einzige von drei Wettkampftagen, an denen die Russen ohne Gold blieben, er sah nur ein Finale mit russischer Beteiligung, aber auch das verlor Tea Donguzashvili klar. Aber er will ja am Sonntag wieder kommen, zum Teambewerb.

In diesem Text suche ich allerdings jene Passagen vergeblich, aus denen etwa die Moscow Times ihren Beitrag strickt. Demnach hat Medwedew der Korruption im russischen Sport und unter den Sportfunktionären den Kampf angesagt und Maßnahmen angedroht. Das wird noch interessant.

Kleinigkeit am Rande, falls es untergegangen sein sollte: Gemäß Sportminister und FIFA-Exekutivmitglied Witali Mutko sind zwischen 2006 und 2009 insgesamt 343 russische Athleten des Dopings überführt worden. Alles Einzelfälle.

Nachtrag am 1. April (kein Witz) mit Dank an Nosch: Im Video wird ab ca. 9:00 über Doping gesprochen, da sagt Mutko tatsächlich, soviel Russisch verstehe ich schon noch: 343 Athleten!

Mutko, kürzlich erst als Präsident des russischen Fußballverbandes von Medwedew rasiert, steht scheinbar vor seinem Rücktritt. Heute musste er sich im Parlament verteidigen.

PRESIDENT OF RUSSIA DMITRY MEDVEDEV: Colleagues, A month has gone by since the Vancouver Olympics came to a close. This is enough time for us to have analysed our national team’s performance, drawn our conclusions, and responded with practical measures that will ensure our team’s success at the 2014 Olympics in Sochi.

As far as the conclusions go, eleventh place in the overall team ranking is obviously a bad result which has its roots in causes that reach back quite a way now. Indeed, our teams have shown worsening results in terms of the numbers of medals won over the years from 2006 to 2010. Even in winter sports in which our athletes have traditionally been victorious we all see that over these last years we have been steadily lagging behind our main competitors.

Yet at the same time, we have been investing just as much in training our athletes as have other countries. Indeed, to be absolutely frank, in a number of cases we have even invested more than other countries. The problem today is not so much in a lack of [financial] resources as in their ineffective use, and that is the first point I want to make. I will not name the figures as you all know them well, but however we look at it, we have invested tenfold more than in earlier years.

The second point is that this situation has shown up the shortcomings in our entire athletes training system. As it has been said before, this system must be centred above all on the athletes themselves. In all of the world’s sports powers training programmes and methods take into account each future Olympic competitor’s specific individual particularities, so as to ensure they take their places at the starting line in top shape.

The level of medical, biological and scientific support for the teams plays a crucial part in this respect but we only began using this comprehensive approach in our team’s training last year, and we may as well not hide the fact that it is not yet implemented in full. The task therefore is to dramatically change this situation drawing on the most advanced international experience in this area.

I think we need to set annual performance targets for the different sports, and motivate our athletes and sports specialists to achieve the highest results. We could also look at increasing the size of presidential grants for members of our Olympic and Paralympic teams.

Third, the current system used to build up the pool of athletes we can draw on also has a negative impact. We know that the winter Olympics cover 14 different sports, but more than 90 percent of our country’s athletes are training in just five of these sports. This means that we will soon have trouble finding people to compete for our national team in the other nine sports.

This imbalance in the training system is partly linked to the lack of top quality training facilities in our country, as we all know, and to disproportioned availability of technology and equipment to different sports here. We still do not have training facilities measuring up to world standards for a substantial number of winter Olympic sports. Our athletes train mostly abroad, and in limited numbers. Everyone here knows what difficulties this creates, and what the main problems are that we face here.

We do not have modern training facilities for ski-jumping, Nordic combined, freestyle, snowboard, curling, alpine skiing, bobsled, luge and short track. We do not have enough specialised rinks for figure skating. True, construction is underway on national and regional centres for training athletes in winter sports, but these projects will only be completed by 2011 or 2012. Meanwhile, providing teams with proper training conditions should be one of the top priorities for the sports federations.

We also need to take measures to develop the manufacturing of top-level sports equipment here in Russia. Russian athletes in Vancouver had problems even with sports equipment. Sports in which performance is directly linked to the quality of technology and equipment require particular attention. This goes for bobsled, luge, and biathlon.

It is unacceptable to end up in a situation where we depend completely on foreign manufacturers. We have the full ability to manufacture this equipment ourselves and it is entirely within our powers.

I say once again that I expect to hear explicit reports and proposals from all of the officials present today on the different reasons I have just mentioned for our poor performance in Vancouver.

I note once more, too, that these reasons did not only just now emerge. They have been around for a long time now, and so there is no way that those responsible for our national Olympic team could have failed to notice them.

Some decisions on resignation of officials have already taken place. The president of the National Olympic Committee has stepped down, and so have a number of officials from the Ministry of Sport. The heads of the cross country skiing, alpine skiing, freestyle, snowboard, ski jumping and Nordic combined federations have announced their intention to step down. A number of other officials of sports federations have also found the courage to take this difficult but responsible decision. Thus, of the 12 national federations in Olympic sports seven will get new heads.

We also need to look at the wisdom of having all of these federations exist as separate bodies. I am not imposing any decisions, but respective ideas should be reviewed.

I want to say to the current and future presidents of our sports federations that this is a job where you need to work hard. Not sit on your backside all day or go on jaunts abroad, but slog away 24 hours a day. We need professionals, qualified people who know what our athletes need and know how to organise the training process, where to find the money and so on. All the bosses can move onto supervisory boards and help whichever sport they favour from there. This is the way things will go from now on.

There are still many problems in our system for managing top-level sport. First of all, it is not always clear exactly who is responsible for national teams’ training. You know how fuzzy this responsibility is in our country. It is dispersed between the [National] Olympic Committee, the sports federations, the Ministry of Sport, and the regional authorities too. As always, whenever you have four or five different bodies responsible, no one ends up answering for the situation. We all know the saying about the child looked after by seven nannies. We all know where this leads. I think that above all the federation heads and the teams’ trainers should be responsible for the teams’ performance.

Improving the legal framework for developing sport is another area on which we need to focus. We need to delimit clearly the powers of the authorities at each level in training and building up the pool of athletes, and establish a mechanism for providing federal budget support to regional and municipal sports schools, which must soon become growth centres in the priority Olympic sports.

Finally, we also need to increase Russia’s presence in the international sports organisations. Our current possibilities do not enable us in full measure to promote and protect our athletes’ interests as we have had occasions to see, and, also very important, to take full part in drafting international rules and sports regulations. Overall, Russia has a considerable number of representatives in these organisations, but their level, and more importantly, their activeness leave a lot to be desired. We have 180 representatives, so we are not short of choice and have plenty on our plates.

On a definitely much more positive note, the X Paralympic Games ended on March 21. This kind of competition is getting more attention worldwide with every passing year and is becoming tougher all the time.

Russia’s team in Vancouver was in first place for the total number of medals won, and in second place for the number of gold medals, falling just one ‘gold’ short of the leaders. Our Paralympic athletes, who showed immense willpower and determination to win, deserve full credit for this excellent performance. Good on them, to put it simply. I want to inform you that I signed an executive order today awarding our Paralympic athletes state decorations, and I plan to meet with them and congratulate them very soon. We need to discuss their situation too and look at what we can do to improve things and support Russian Paralympic athletes so as to give them the best chances in Sochi in 2014.

Colleagues, the working group believes that in order to prepare in detail and oversee implementation of all of these measures in regular and ongoing fashion we need a common centre to monitor and analyse the work undertaken to train our athletes, and if need be propose swift measures in addition to the plans set out. Let’s look at this matter too.

At the 2014 Winter Olympics Russia must show the world that it can host a competition of the highest standard. I said this earlier at the ceremony raising the Olympic and Paralympic flags here in Sochi. This is our chance to show the world that we are a capable, hospitable and technologically advanced country. It is also our chance to show the world that we can stand tall and that we know how to win.

Let’s now turn to the reports. I give the floor to the Minister of Sport, Tourism and Youth Policy.

Sportpolitik in Russland fasziniert mich, keine Frage. In den kommenden Jahren werde ich mich dieser Spezialdemokratie ausführlich widmen und wenn alles klappt, im April schon mal in Sotschi nach dem Rechten sehen. Will damit auch sagen: Die Wünsche von Lesern werden immer ernst genommen und nach Möglichkeit erfüllt. Mein Russisch ist auch nicht mehr das, was es einmal war, vielleicht kann jemand die Passage treffender wiedergeben, vielleicht aber sind die Übersetzungen, die dazu in den vergangenen Tagen angeboten wurden, auch einigermaßen korrekt.

Beginning of Meeting with Leaders of United Russia Political Party

PRESIDENT OF RUSSIA DMITRY MEDVEDEV: Colleagues, the time has come to examine the latest round of new appointments. This week, as I understand it, we are starting with the candidates for the post of governor of Kemerovo Region. Later, we will have the candidates for governor in a few other regions to consider too.

Mr Gryzlov, you have the floor.

CHAIRMAN OF THE UNITED RUSSIA SUPREME COUNCIL AND SPEAKER OF THE STATE DUMA BORIS GRYZLOV: Thank you, Mr President. We have examined candidates for the post of governor of Kemerovo Region and we want to present three nominees to you: Valentin Mazikin, currently first deputy governor of Kemerovo Region, Sergei Neverov, a deputy of the State Duma of the Federal Assembly, and the incumbent governor, Aman Tuleyev. All three candidates are connected to United Russia. Neverov and Tuleyev are members of the party, and Mazikin is a supporter of United Russia. All three candidates are equal in merit, and so the choice is yours to make.

DMITRY MEDVEDEV: Good, thank you for this presentation. In accordance with the law I will make my proposal in line with the established procedure.

Is there anything else?

BORIS GRYZLOV: There is one other matter. The Olympic Games in Vancouver have just ended. Over these last two weeks we have followed out team’s performance very closely. I think, talking about Russians’ national idea, you could say that one of the things that unites us is a desire to always be first. It is all the more sad therefore to see that our country only reached eleventh place in the overall medal count. This is a worse result than Russia achieved in the first Olympic Games it took part in back in 1912. In other words, this is our worst result ever. I think this is a systemic failure. Of course, the sports officials should take responsibility for this. We have the Sochi Olympics ahead and I think that every day is valuable now and we need to decide how we are going to go about preparing for these Olympics.

We would like to hear your opinion on this situation, because United Russia is ready to get involved in the efforts to get our athletes ready for the Games.

DMITRY MEDVEDEV: Yes, and you should get involved. This is a national affair, something we all need to get involved in. I think it is still too early to make a final analysis, but I will make three points nonetheless.

First, without question we need to thank our athletes who did produce results, who came through a tough competition to take victory. Sadly, they are fewer than we hoped. The team’s performance was uneven, but no matter what the overall result those who achieved victory deserve the highest praise. Whatever the case, I will therefore meet with our Olympic team and congratulate them, and I also hope to receive the information I need to go ahead with awarding state decorations to those who particularly distinguished themselves.

Second, it is essential that we now proceed smoothly with the preparations for Sochi Olympics. Work is already underway, but it has to continue in two areas. First, and most important, we need to complete the infrastructure for the Games. We have already made considerable progress in all different areas in this respect, and I will soon receive an update report on the situation when the Council for Sport meets in March.

Second, taking into account what happened in Vancouver, we need to radically change the way we train our athletes. Unfortunately, as is clear even to non-specialists now, we were able to keep riding along on the basis of what was developed and achieved during the Soviet period, but this is no longer possible today. We have lost the old Soviet school now. There is no need to idealise it. Quite simply, it no longer exists, but we have not yet built a new school to replace it, even though we have been investing unprecedented levels of funding in sport, and this is also an indisputable fact. This shows that money alone cannot solve all the problems. Money is certainly important and is an essential condition, but it does not solve everything. The results of these Olympics highlight the real problems that we face.

We therefore need to rethink the way we train our athletes. The cornerstone of the system should be the athletes themselves, not the federations, which in some cases are like big fat cats, and not their heads, or even the coaches, for all our immense respect for their work, but ultimately, it is the athletes who produce the results and they must therefore be the centre of attention.

Finally, I cannot but agree with you that those in charge of preparing for these Olympics need to take their share of responsibility for the results. This is obvious. I think that those responsible, some of them at least, should take the brave decision to submit their resignations and step down. If they do not find within themselves the resolve to do so we will help them.

But this is not the most important thing. Most important is to prepare for the 2014 Olympics, and we need to pour all our effort into this work. This is not the time to sink into despair. Of course we were all upset, all had our share of negative emotions, but we need to put this behind us now and move on, get ready for the 2014 Olympics. Look at Canada’s brilliant performance. Who would have guessed that Canada (even though it is a good sporting nation and so on) would win so many gold medals, take first place in the gold medal count? No one expected this. I think the Canadians themselves probably did not expect it. Now we also have just as much chance of putting on a good performance at the 2014 Sochi Olympics. So, let’s get to work on this.

Der russische Sport ist nach den Winterspielen von Vancouver in Aufruhr. Nur drei Olympiasiege, Platz elf in der Nationenwertung – während der Spiele wurden deshalb, wie so oft, diffuse Verschwörungstheorien gestrickt. Angeblich hätten sich alle Kampfrichter gegen Russland verschworen. Nach den Spielen aber konzentrieren sich die Russen auf sich selbst – und Präsident Dmitri Medwedew macht den Sport zur Chefsache.

Eigentlich wollte Präsident Medwedew am letzten Wochenende nach Kanada fliegen. Mitarbeiter der Protokollabteilung waren bereits im russischen Haus in Vancouver eingetroffen und planten den Kurzbesuch. Dieser wurde nach der historischen Pleite im Eishockey, dem 3:7 im Viertelfinale gegen Kanada, kurzerhand gestrichen. Statt der erwarteten 30 wurden es nur 15 Medaillen. Zudem ist der russische Wintersport von Dopingskandalen erschüttert, was zwar in Russland traditionell weniger interessiert als im Ausland – doch Medwedew und Premier Wladimir Putin haben dem IOC versprochen, das Dopingproblem anzugehen.

Am Montag nach den Spielen empfing Medwedew im Kreml einige Führungskräfte der Staatspartei “Einiges Russland”, darunter Boris Gryslow, den Vorsitzenden der Duma. Medwedews Rede wurde ein Tribunal. Die absurden Bilder eines resolut argumentierenden Präsidenten und der nach Anweisungen lechzenden und stets nickenden Gäste kann man auf Youtube betrachten. Zunächst ging es darum, Schuldige am Desaster auszumachen. Medwedew nannte zwar keine Namen, doch jeder wusste, dass er NOK-Präsident Leonid Tjagatschow und Sportminister Witali Mutko meinte.

“Ich stimme absolut mit Ihnen überein, dass diejenigen Verantwortung übernehmen müssen, die für die Vorbereitung des Olympiateams verantwortlich waren. Das ist ganz klar. Ich denke, wenigstens einige derjenigen sollten so viel Charakter zeigen, ihre Papiere einzureichen und zurückzutreten. Wenn sie nicht von selber gehen, helfen wir gern nach.”

Zwei Tage später traf sich Medwedew mit Tjagatschow und Mutko. Kurz darauf, nach einigen verwirrenden Meldungen, reichte Tjagatschow putzmunter seinen Rücktritt ein – tags zuvor hieß es noch, er leide an einer schweren Lungenentzündung. Mutko bleibt vorerst im Amt, nachdem sich Premier Wladimir Putin eingeschaltet hatte. Denn die vermeintlichen Aufräumarbeiten im Sport und die Vorbereitungen auf die Olympischen Winterspiele 2014 in Sotschi sind natürlich auch ein Privatduell zwischen Medwedew und Putin, die sehr wahrscheinlich 2012 gegeneinander den Präsidenten-Wahlkampf bestreiten.

Der russische Sport ist total politisiert. Tjagatschow war selbst einmal Sportminister und Putins Skilehrer, er hielt sich nur mit Putins Unterstützung im Amt. Tjagatschow ist eigentlich in Österreich in einem märchenhaften Anwesen zu Hause. In Vancouver fiel er erneut mehr durch Alkoholkonsum und dadurch auf, dass er beim Patriarchen Kyrill, dem Vorsteher der Russisch-Orthodoxen Kirche, telefonisch um Beistand bat.

Mutko kommt aus Putins St. Petersburger Clique. Er wurde kürzlich von Medwedew schon als Präsident des russischen Fußballverbandes rasiert, bleibt aber Mitglied des FIFA-Exekutivkomitees. Mutko sagte vergangene Woche, mit seinem Rücktritt als Minister wäre dem russischen Sport nicht geholfen.

Die Frage lautet: Womit ist dem russischen Sport überhaupt zu helfen? Auch einige derjenigen, die jetzt als Tjagatschows Nachfolger gehandelt werden, haben in etlichen Funktionen zum Desaster beigetragen: Etwa Wjatscheslaw Fetisow, der Eishockey-Olympiasieger und gewesene NHL-Profi. Auch er war mal Sportminister, dann Chef des inzwischen wieder aufgelösten staatlichen Sportkomitees. Er ist Tjagatschows Intimfeind und trotzte sogar Putin.

Andere Figuren, wie die russischen IOC-Mitglieder Witali Smirnow und Schamil Tarpischtschew, stehlen sich wieder einmal aus der Verantwortung. Sie haben nicht nur Verbindungen zur organisierten Kriminalität, sie sind auch für das Verschwinden von Milliarden US-Dollar verantwortlich, die eigentlich dem Sport zukommen sollten – ob nun über den so genannten Wodka-Fonds oder diverse Olympia-Lotterien.

Trotz dieser in den neunziger Jahren verschwundenen Milliarden war Geld nie wirklich das Problem – sondern die Funktionärs-Nomenklatura, die sämtliche Innovationen verhinderte und sich die Taschen vollstopfte. Präsident Medwedew: “Das ist nicht allein eine Frage des Geldes. Geld ist wichtig, kann aber nicht alle Probleme lösen. Wir müssen das gesamte System überdenken. Es muss sich alles um die Sportler drehen, nicht um die Verbände, die einem manchmal wie voll gefressene Kater vorkommen, und auch nicht die Funktionäre. Die Sportler müssen im Zentrum aller Aufmerksamkeit stehen.”

Das Problem ist allerdings: Jede Funktion ist politisiert. Junge, unverbrauchte Kräfte mit frischen Ideen kommen nicht an die Macht. Allenfalls Milliardäre wie Michail Prochorow, der als Mitfavorit auf den NOK-Chefposten gilt. Es gibt sie, diese jungen Kräfte. Einige davon organisieren die Winterspiele in Sotschi, etwa Dmitri Tschernytschenko, der Organisationschef, seine Stellvertreterin Tatjana Dobrochalowa oder Marketingchef Igor Stoljanow.

Doch selbst sie müssen im autokratischen Russland stets einen großen Teil ihrer Energie darauf verschwenden, nicht in Ungnade zu fallen und – mir nichts, dir nichts – abgesägt zu werden.

Mein Freund Joseph Blatter hatte vergangene Woche in Kopenhagen schon erzählt, dass er einen Termin bei Wladimir Putin hat. So war ich ganz gespannt zu erfahren, was die Präsidenten im Weißen Haus besprochen haben – und wurde vom Informationsdienst der russischen Regierung einmal mehr nicht enttäuscht. So stellt man sich das vor in einer Demokratie. Ich weiß nur nicht, ob Sepp dem Wladimir, wie zuvor dem Barack, auch Tickets für die WM in Südafrika angeboten hat und wie sich das – sollte es so gewesen sein – mit den strengen FIFA-Ethikregelen verträgt. Ich weiß auch nicht, ob Sepp diesmal wieder andere Unbekannte getroffen hat und/oder ob er mit Putin über die Gründung der WACA gesprochen hat. Egal, für heute, Lesebefehl - das Transkript, es lohnt sich:

Wladimir Putin: Mr Blatter, dear friend, I am very glad to see you in Moscow. In Moscow and Russia, your work in the post of FIFA president is very well known.

I have to say that the popularity of football is growing in Russia. I cannot, however, say that our team is doing all of what the country’s fans expect of it, but the development of football is generally on the upswing all the same.

In general, we have a good national team with good potential. What is more important is that we have a program for the development of football to the year 2015. Corresponding federal funds have been allocated and the regions are also allocating funds.  Before the end of this year, we plan to build 600 new pitches, including indoor pitches.

You, of course, know that we have decided to officially submit our application to host the World Cup in 2018. We wanted to inform you about this today. A week ago, on October 9, I signed an executive order in order to make this process more official.

Joseph Blatter (as translated): Let me first wish you a happy birthday. Once again, happy birthday!

Mr President, I am very glad about our meeting today; it’s a great honour for me. I am really glad that you greet me as a friend and let me do the same. We have been acquainted for several years in various capacities. I want to tell you that as before, you remain “Mr President” to me and so accordingly I have addressed you as such.

You said that I am well-known in Russia. Let me answer that by saying that you are well-known around the world. In any case, in every country I visit. Everywhere in the football world, people talk about Russia and about you.

I must say that in Russia there really is a lot being done for the development of football and we value this. Evidence of this is the fact that the president of the Russian Football Union is now a Russian government official. And this did not give us pause. As they say, success goes hand-in-hand with success.

As for the national team – I think that the Russian team will still make it to South Africa. But if it doesn’t happen on the first try in the first round, there’s always the second try in the second round. There are two more games ahead. And with such a team and the whole nation behind them, I am confident that you will succeed.

Wladimir Putin: I hope so.

Joseph Blatter: Of course, I would like to be able to say that I also hope se, but there is the principle of neutrality, which I must observe.

Mr Prime Minister, let me take this opportunity to express gratitude for the Russian government and the Russian Football Union deciding to officially submit an application to host the World Cup in 2018. Regardless of what anyone says about, say, the Olympic Games, this is the world’s main event, the foremost event, Event Number One. Football is football.

Today, over the course of the day, I had the opportunity to familiarise myself with the progress of Russia’s preparations to host the World Cup. And let me take this opportunity to explain my football philosophy. I think that the world football championship, the World Cup within the framework of FIFA must leave a legacy. And just such a concept is being realised here in Russia. So the Russian application gives rise to my most earnest sympathy.

Mr Prime Minister, I am very glad that preparations for the World Cup are now being done on a regional level and are proportionally distributed across all of Russia. You mentioned this yourself and also noted that football isn’t just a game. Indeed, many other things relate to it, such as all of the logistical support – the streets, railroads and all infrastructure. Not only just the stadiums. Consequently, all of this, of course, will remain in Russia and will be of use to its people.

I would also like to mention the great socio-cultural significance of football and it popularity among youth. Football is really a game that motivates the entire world. And it seems to me that this particularly pronounced in Russia.

It should be recognized that things aren’t going so well in the world, although the economic crisis has relented a little bit. But in order to overcome it, we, of course, need positive emotions and hopes. This is exactly what football could give.

And on a more personal note – since we’re talking about the crisis, let me congratulate you with signing the major agreement with China yesterday.

I would also like to mention the commonality in life philosophy that you and I share. Like you, I am very attached to my mother and I wear her locket. And when I once asked you whether you would like to be rich, you said, “I am already rich, I have a rich emotional life and rich feelings.”

Getting back to football – of course, it’s great that Russia has such a large construction programme for football. This is not only football pitches, but roofed stadiums. Of course, it is very good that youth is lure off the streets and into sport facilities where come to know a game based on respect and discipline. It may be said that football is the school of life. A person who plays football may not become the best footballer, but he will become a better person.

Mr Prime Minister, could you ask the question that the media also asks – “What are Russia’s chances to become the host country for the 2018 World Cup?” I can say that Russia, first of all, is in the race. However, I can say that Russia is a second-tier country and other countries submitted their applications much earlier. However, those documents which I was able to review command respect. I think that if you continue with the same verve and the same attitude, then your chances are good.

And let me also add the following. Regardless of the Russian national team’s results are, and accordingly those of the Russian Football Union, let me, now in my official capacity, as well as personally, invite you to the World Cup opening ceremony in Johannesburg on June 9 of next year. I hope that you will be able to accept my invitation.

Wladimir Putin: Thank you very much. Thank you, Mr President for your invitation and your comments.

As for our application, we indeed attach great importance to it, primarily from the point of view of the development of mass sport. We have four locations, four cities where practically, if not everything is ready, then we, independent of the World Cup, will prepare these sites. These are Moscow, St. Petersburg, Kazak and Sochi.

Kazan will host the World Student Games in 2012, and then in Sochi, as you know, there will be the Olympic Games and a facility there will also be ready. Renovation and practically new construction is in progress in St. Petersburg, and in Moscow as well. And we’re planning another 10 facilities in 10 cities.

I surmise that the very fact of holding such a major event will certainly be a shot in the arm for the development of football in all of Eastern Europe, in any case, in the former Soviet Union.

Joseph Blatter: You’ve got me thinking. My philosophy is to bring football to those countries and regions where we haven’t been before. Accordingly, we are in Africa now.

Wladimir Putin: I know which button to “press” in conversation with you. Because, thanks to your efforts, football has moved beyond South America and Europe. Now the World Cup will be held in Africa. And it is rather effectively developing in North America and Asia as well.

So for us, this movement is in the same direction, because it involves actually creating new infrastructure. Certainly, there will be a push to develop football in particular and mass sport in general. Of course, this is what you said at the start of our conversation – infrastructure, transport, accommodations, telecommunications systems, utilities, energy supply. And all of this is connected, of course, with environmentally-friendly modern technology.

In general, we are ready to be quite energetic in promoting our application. Of course, ultimately the decision rests with your colleagues, but we will try to do everything to show the advantages of our application. In any case, we will implement our programme, which, as I already said, runs until 2015.

Mr Putin is naturally standing firmly behind his country’s bid.

“Organising a tournament with such prestige would have a catalysing effect on the development of football throughout eastern Europe and especially in the former Soviet Union,” he explained.

The two dignitaries also addressed the issue of development and football’s social role. “We have a football development programme which is due to run until 2015,” said the Russian Prime Minister. “Federal funds have been made available for that and the regions have also granted sums. Between now and the end of the year, we intend to build 600 new pitches, including indoor ones.”

Mr Putin likewise stressed football’s social and cultural impact throughout the world, particularly in a country with a mixed heritage. That was a point then taken up by Mr Blatter, who stated: “It has to be said that football is a school of life. A youngster who plays football will not necessarily become a champion, but he’ll learn about solidarity, respect and fair play.”
