Da ganz wenige Berichterstatter weltweit ihn jedoch absurderweise als Transparenz-Hoffnung im Vergleich zu seinem langjährigen Gefährten Joseph Blatter aufbauen, könnte Mann fragen, warum Bin Hammam nicht weitere, wirklich interessante Dokumente und Vorgänge aus fünfzehn Jahren an der Seite seines Bruders Sepp veröffentlicht. Totaltransparenz in der Spezialdemokratie, das wäre mal was.

Doch der Emir wird ihm das schon austreiben.

Es ist eine weitere Geschichte aus dem real existierenden Schattenreich der Korruption: aus dem Exekutivkomitee des Fußball-Weltverbandes FIFA. Der schwergewichtige US-Amerikaner Chuck Blazer, Generalsekretär der nordamerikanischen Konföderation CONCACAF quasi auf Lebenszeit und jüngst als Whistleblower aktiv, um die korrupten Exko-Kollegen Mohamed Bin Hammam und Jack Warner zu enttarnen, kassiert seit Jahren viele Millionen nebenbei. Und wieder kommt das Wort der “Kommissionen” ins Spiel, das wir schon aus dem ISL-Korruptionssystem kennen – oder aus der FIVB: Blazer macht den Acosta.

Im Fall Blazer verhält sich das so:

Eine von Blazers Firmen, die auf den Cayman Islands domizilierte Sportvertising, unterhält den Vertrag mit CONCACAF. Blazers Gehalt, Höhe unbekannt, wird auf Sportvertising-Konten bei der Barclays Bank, Grand Cayman, und der First Caribbean International Bank auf den Bahamas überwiesen – nebst 10 Prozent Kommissionszahlungen auf alle Marketingverträge der CONCACAF.

Zehn Prozent nur? Mensch, ist Blazer bescheiden.

Allein in den vergangenen fünf Jahren summierte sich der Nebenverdienst des Chuck Blazer auf 9,6 Millionen Dollar. Hinzu kommen seine FIFA-Tantiemen und andere Einnahmen in unbekannter Höhe – eventuell auch von den WM-Bewerbern aus Russland (2018) und Katar (2022). Chuck Blazer hat für Russland gestimmt – und angeblich für die USA.

Um die Fantasie anzuregen sei gesagt, dass Chuck seit 20 Jahren gemeinsam mit Jack über die CONCACAF-Geschäfte gebietet. Wer mag, kann hochrechnen, wie viel er legal, halblegal und illegal in diesen Jahrzehnten kassiert haben mag. Diese 9,6 Millionen sind eine erste Variable.

Chuck Blazer hat den Sachverhalt der Kommissionen auf Anfrage bestätigt. Im zweiten Vertrag zwischen CONCACAF und Sportvertising aus den 1990er Jahren sind folgende Zahlungsdetails festgehalten:

Der erste Vertrag wurde im April 1990 abgeschlossen. Die Beträge verdoppelten sich im Vier-Jahres-Zeitraum. Wie viel Blazer direkt aus dem aktuellen Vertrag erhält (neben den zehn Prozent Kommission), ist unbekannt.

Lucky Chuckie! Blazer takes secret 10% on sponsor deals

FIFA official Chuck Blazer from New York, the ‘Mr Clean’ who turned whistleblower and forced his colleague Jack Warner out of the game, secretly trousered nearly $2million in “commissions” from football marketing deals last year.

The previous year was even more lucrative for Mr Blazer. He took $2,622,714 in 2009 and over the last five years has paid himself $9.6 million in bonuses on top of his pay as general secretary of Concacaf, the confederation of footballing nations in the Caribbean, central and North America.

The accounts of the 35-nation Concacaf are marked ‘private and confidential’ and not made public. The commissions are listed – but not who gets them. Blazer, whose remuneration is also confidential, signs and presents the accounts to the confederation’s annual conference.

In late May Blazer reported Warner for his role in what appears to be a $1 million plot by Qatar’s Mohamed Bin Hammam to bribe Caribbean nations to support him in the battle with Sepp Blatter for FIFA’s presidency. Warner hurriedly quit FIFA and Bin Hammam will learn his fate later this month. Two other members of FIFA’s executive committee are also under investigation.

There is still shock that Blazer turned against Warner. He sat next to Concacaf president Warner for two decades, appearing to ignore the endless scandals, especially Warner’s industrial-scale World Cup ticket rackets.

Blazer helped install Warner in power at Concacaf in 1990 and in return was appointed general secretary. Blazer’s contract specified that he was hired from one of his private companies, Sportvertising, subsequently domiciled in the Cayman Islands. This company would receive Blazer’s never disclosed salary and crucially, 10% of ‘all sponsorships and TV rights fees from all sources received by Concacaf.’ According to documents obtained by the TiS, Blazer’s payments were channelled offshore to accounts in the name of Sportvertising at Barclays Bank, Grand Cayman, and the First Caribbean International Bank, Bahamas.

Blazer has confirmed these facts about the commissions and claims they are known to the delegates to CONCACAF. He also confirms that they are confidential.

‘A majestic symbol of elegance’

Blazer is both chief executive and treasurer, flouting most accepted concepts of good governance. Concacaf’s other officials are seen as weak and in effect the two men have controlled regional football. Blazer says his football hero is former FIFA president Joao Havelange, ‘a majestic symbol of elegance in our sport.’ Havelange is currently being investigated by the IOC after BBC Panorama alleged that he took a $1 million bribe from a marketing company.

Warner is also president of the Caribbean Football Union, part of Concacaf, and only weeks before the bitter split, happily instructed the usually cash-strapped CFU’s bank to issue a $250,000 bank draft to Blazer.

Concacaf vice-president Lisle Austin from Barbados has attempted to fire Blazer but been turned away from their headquarters in Trump Tower, New York by private security. Blazer, in his mid-sixties, lives in a Trump Tower apartment with his parrot Max and girlfriend Mary Lynn. He is so broad of girth that he cannot fit into the largest of FIFA’s executive saloon cars and has to be transported in a luxury van.

The American press, hopeful that the USA can win control of the Concacaf region, writes admiringly of Blazer, who sports a flowing white ‘Cap’n Birdseye’ beard, as a Father Christmas style character who is ‘gregarious and witty’ and dines in New York’s best restaurants.

During a FIFA marketing dispute in a Manhattan court five years ago the judge ruled that Mr Blazer’s testimony was ‘generally without credibility based on his attitude and demeanour and on his evasive answers on cross-examination.’ The judge added that some of his testimony was ‘fabricated.’

Zuletzt habe ich Sepp & Chuck & Jack friedlich vereint auf jenem ominösen CONCACAF-Kongress im Mai 2011 in Miami gesehen (befragt und fotografiert), auf dem Sepp eine Million an die Konföderation spendete, was er als FIFA-Boss aus der Portokasse nimmt und sogar darf. Bin Hammam fehlte damals angeblich weil er kein US-Visum bekommen hatte (diesem Gerücht saß auch ich damals auf). Tatsächlich hatte er mit Jack längst einen Bestechungstermin knapp zwei Wochen später in Port of Spain ausgemacht, worüber Chuck seinen den CONCACAF-Anwalt ein Dossier anfertigen und dem FIFA-Lügengeneral Jerome Valcke vorlegen ließ.

Die Frage ist, wer aus diesem Trio das Jahresende noch in seinen millionenschweren Funktionen im Selbstbedienungsreich FIFA erlebt.

Lügenjournalismus stört die FIFA-Familie.

ZÜRICH. “Familiendrama” hat Christoph Härringer sein Cartoon genannt. Ich bin mir nicht mal sicher, ob das wirklich ein Drama ist, was sich hier abspielt in der mafiosen FIFA-Familie. Ich weiß nur, dass Sepps vierte Präsidentschaft, die er heute antritt, im Prinzip gar nichts bedeutet. Es ist nicht mal ein Etappensieg für ihn. Er kann jederzeit gestürzt werden, und die Großganoven in seinem Umfeld ebenfalls, mit denen er seit Jahrzehnten im Exekutivkomitee dealt. Er wird heute einmal mehr zur Einheit der Familie aufrufen, gegen die Teufel von außerhalb und die bösartigen Medien. Kann er gern tun. Wenn, morgen oder übermorgen, die richtigen Dokumente ans Tageslicht befördert werden, ist es vorbei, dann stürzt sein mafioses Gebilde zusammen. Wenn keine wirkliche Enthüllung folgt, dann wird Don Julio Grondona, dann wird der Sepp und der Ricardo, dann werden all die anderen Alteingesessenen noch in hundert Jahren ihre Geschäfte machen. Der 100. Geburtstag von Joao Havelange steht ja ohnehin bald an.

Heute also wieder, sogar ausführlicher als in den vergangenen Tagen, ein kleines live-Blog aus dem Zürcher Hallenstadion, vom 61. FIFA-Kongress. Viel Vergnügen. Die feinsten Geschichten werden wie immer verlinkt – bitte um Empfehlungen in den Kommentaren.

Von der Kongresseröffnung habe ich gestern Abend für meine Zeitungspartner (u.a. Berliner Zeitung, Financial Times Deutschland, Basler Zeitung) dies gedichtet:

ZÜRICH. Der Tag, an dem ein Tsunami über die FIFA hinwegbrausen sollte, endete miteinem Sexskandal. Kurz nach 18 Uhr stolzierte Grace Jones, schon unglaubliche 63 Jahre alt, von der Bühne und näherte sich den swingenden FIFA-Rentnern. Da geschah es: Sie tänzelte auf dem Schoss von Don Julio Grondona, 79, seinesZeichens Erster Vizepräsident des Fußball-Weltverbandes und einer der gierigsten Funktionäre weltweit. Jones und Grondona, die Schöne und das Biest, welch bizarre Combo.

Nein, die Eröffnung des 61. FIFA-Kongresses im Züricher Hallenstadion, bot außer diesem kleinen Sexskandal keine weiteren Enthüllungen. Die Fußballfamilie feierte, sang und klatschte. Wie hatte der Clan-Chef Joseph Blatter noch tags zuvor erklärt: „Krise? Wir haben keine Krise, nur einige Schwierigkeiten. Und die lösen wir in der Familie!“

Kaum jemand störte die Feierlichkeiten zum Kongress, der am Mittwoch tagt und die Wiederwahl des Skandal-Blatters bringen soll, auch wenn sich einige halbwegs Aufrechte, wie die Verbände von England und Schottland dagegen aussprechen. Auch IOC-Präsident Jacques Rogge benutzte das K-Wort nicht, die böse Vokabel Korruption, die in der Olympischen Charta des IOC nicht einmal benutzt wird. Rogge erwähnte nur die Bestechungskrise seines Organisation, die Salt-Lake-City-Krise 1998/99, und sagte: „Ich werde nicht mit dem Finger auf sie zeigen und sie belehren. Ich denke, dass auch die FIFA aus ihrer Krise gestärkt hervor gehen kann.“ Hat er überhaupt Krise gesagt? Welche Krise?

Es liegt vielleicht daran, dass Rogge sich als Fußball-Liebhaber outete und als solcher zu den Delegierten sprach. Während die Schweizer Bundespräsidentin Micheline Calmy-Rey einige Minuten später bekannte, mit Sport nicht viel am Hut zu haben, und endlich Klartext redete, als einzige an diesem Abend. Sie forderte „eine mutige Offensive auf dem Spielfeld der Transparenz“, es sollten „alle Maßnahmen ergriffen werden, um das Vertrauen wieder herzustellen“. Und, ja, Calmy-Rey sprach von Korruption.

Kurz darauf rief Grace Jones: „Have a good time!“ Dann ging es zum Gala-Dinner unter Kameraden. Journalisten waren ausgeschlossen.

Was war das für ein irrer Tag in Zürich. Die bizarren Wendungen dieser Stunden aufzuzählen, würde ganze Bücher füllen. Der suspendierte FIFA-Vizepräsident Jack Warner zum Beispiel, Chef der nordamerikanischen Konföderation, der tags zuvor noch gefordert hatte, Blatter müsse gestoppt werden, der einen Tsunami ankündigte, der die FIFA hinweg spülen werde, rief seine Verbände ernsthaft dazu auf, am Mittwoch Blatter zu wählen. Wen sonst?

Der ebenfalls wegen Korruption suspendierte Mohamed Bin Hammam aus Katar, bis vor wenigen Tagen noch Blatters Herausforderer, forderte von seinen asiatischen Verbänden, die so genannte Wahl nicht zu boykottieren und die FIFA nicht zu spalten. Warum wohl?

Einige asiatische Verbände offerierten flink noch einen Gegenkandidaten: Den Chinesen Zhang Jilong, der nach der Suspendierung von Bin Hammam die Geschäfte der AFC führt. Indes mussten Herausforderer Ende März benannt werden. Da hatte sich allein Bin Hammam gemeldet, der am Sonntag wieder zurückziehen musste.

Es hat keinen Sinn, jede Äußerung, jede Schlagzeile und jede Wendung dieser aufgeregten FIFA-Spezialdemokratie zu interpretieren. Fakt ist: So lange nicht Beweise vorgelegt werden, die weitere Korruptionsvergehen etwa bei der Vergabe der Weltmeisterschaften 2018 (an Russland) und 2022 (an Katar) belegen, wird diese FIFA der Großganoven und Opportunisten, Geschäftemacher, Feiglinge und Duckmäuser nicht auseinanderfallen.

Eine Ankündigung, Bestechungszahlungen in Höhe von 20 Millionen Euro zu belegen, hatte es am Montagabend gegeben. Nun, es handelte sich um eine vorschnelle Meldung einer deutschen Nachrichtenagentur, basierend auf nicht top-seriöser Quelle, zahlreichen einleuchtenden Indizien, etlichen detaillierten Schilderungen von Vergehen – aber eben keinerlei Dokumentation. Schließlich: Der mutmaßliche Informant, „Walter Petersen“ genannt, garnierte seine angekündigte Präsentation mit Lügen und anderen Unstimmigkeiten: Zum Beispiel bastelte er eine Email zusammen, in der behauptet wurde, das Schweizer Bundesamt für Justiz habe seine groß angekündigte Pressekonferenz im Grand Hotel Dolder verboten.

Das ist übrigens die gefälschte Email …

Am Dolder, eines der beliebten FIFA-Luxushotels, lauerte am Nachmittag eine Hundertschaft von Journalisten. Vergeblich. Später hieß es, „Petersen“ wolle abends andernorts noch Stellung beziehen. Fortsetzung folgt.

Was bleibt am Tag vor Blatters Krönungsmesse? Jeder Beweis von Groß-Korruption wäre das Ende, wann immer derlei Dokumente auch auftauchen, ob am 2. Juni oder am 31. August. Blatter hat wohl seine Macht gerettet und schlingert weiter schwer verwirrt durch die Untiefen seines mafiosen Systems. Zaghaften, tapferen Widerstand liefert FA-Präsident David Bernstein, der auf dem Kongress nun weiter kämpfen muss, um die Wahl im letzten Moment zu verschieben, was kaum passieren wird. Einige FIFA-Sponsoren äußern sich, nun ja, besorgt – mehr aber auch nicht. Ein Aufstand ist von den Geldgebern nicht zu erwarten.

Das war, immerhin, nicht gelogen.

Guido Tognoni war lange Jahre FIFA-Kommunikationsdirektor, arbeitete später für die UEFA, hat dann Sepp aus den Turbulenzen der ISL-Pleite geholfen, wurde wieder fallen gelassen und arbeitete einige Jahre für die Asian Games in Katar. Der Mann kennt sich aus.

“Hobby-Kommission” sagt er zur so genannten Ethikkommission.

Die FIFA kann nicht mehr jedesmal sagen, wir regeln das innerhalb der Familie. So funktioniert das nicht mehr.

3. die EK er stärken

• Auf dem Soccer Blog der New York Times steht das Transkript dieser denkwürdigen “Pressekonferenz”

Wobei das nicht ganz sauber ist, es fehlt einiges. Zum Beispiel hat sich Blatter mit den Worten verabschiedet, dass er selbst noch Mitglied der AIPS sei, des Weltverbandes der Sportjournalisten.

Keine Ahnung, was er damit sagen wollte. Ich bin übrigens kein AIPS-Mitglied.

Ich will auch heute versuchen, die Ereignisse halbwegs regelmäßig im Blog zu begleiten. (Hatte gestern ein arges technisches Problem mit dem Laptop, die das Bloggen und das Artikelschreiben schwer behindert haben. Das Problem lässt sich nicht beheben, ich muss schwer improvisieren.)

Wichtigster Termin, Tsunami-Warnung, ist um 14 Uhr im Grand Hotel Dolder die Pressekonferenz, auf der ausgerechnet Jack Dokumente (inklusive Kontoauszüge etc) vorlegen will, um Korruptionszahlungen in Höhe von 20 Millionen Dollar an vier Exekutivmitglieder zu beweisen. Es geht, natürlich, um die WM 2022 in Katar. Und, so viel kann ich mal sagen, endlich nähern wir uns den wirklichen Dimensionen des Betrugs an.

Einstweilen, Lektüre, Lesebefehle!

• Die Behauptungen des FIFA-Generalsekretärs und Wahrheitsallergikers Jerome Valcke zu seiner Email an Jack Warner, in dem er schrieb, Katar habe die WM 2022 gekauft:

Herr Warner hat eine E-Mail veröffentlicht, die ich ihm geschickt habe. Ich möchte klarstellen, dass ich in E-Mails – die naturgemäß ein “leichteres” Ausdrucksmittel sind – gelegentlich einen wesentlich weniger formalen Ton verwende als bei anderen Formen der Korrespondenz. Dies vorausgeschickt, wollte ich in besagter E-Mail in Bezug auf die FIFA Fussball-Weltmeisterschaft 2022 zum Ausdruck bringen, dass die erfolgreiche Bewerbung finanzielle Stärken beim Werben um Unterstützung genutzt hat. Es handelte sich um einen Kandidaten mit sehr wichtigem Budget, welches eingesetzt wurde, um die Kandidatur auf der ganzen Welt sehr wirkungsvoll zu bewerben. Weder habe ich mich zu irgendeinem Zeitpunkt auf den Kauf von Stimmen oder auf anderes unethisches Verhalten bezogen, noch hatte ich die Absicht, dies zu tun. Ferner möchte ich klarstellen, dass es, wie ich gestern bereits sagte, bei der FIFA keinerlei Ermittlungen hinsichtlich der Vergabe der FIFA Fussball-Weltmeisterschaft 2022 gibt.

• Charles Sale zeigt in der Daily Mail auf, dass Jack the Ripper sich von der Überweisung Bin Hammams das übliche Drittel abzweigte: FIFA’s Jack Warner ‘diverted Caribbean Football Union travel funds’

Das kennt man seit Jahrzehnten. Ein Teil ALLER Überweisungen geht stets an die CFU bzw direkt an Jack.

• Elmar Wagner in der NZZ: 400 Hundert-Dollar-Noten. Wie der FIFA-Präsidentschaftskandidat Bin Hammam Stimmen kaufen wollte.

Ooops, da hat die Ethikkommission wohl was durchgesteckt.

Aufschlussreich ist bereits die Vorgeschichte jenes Spezialkongresses in der Karibik. Eigentlich war vorgesehen, dass der Fifa-Präsidentschafts-Kandidat Bin Hammam am offiziellen Kongress der Concacaf am 2. Mai in Miami anwesend ist, um dort Wahlkampf zu betreiben. Die Concacaf umfasst die zentral- und nordamerikanischen sowie karibischen Fussballverbände und versammelt 35 Delegiertenstimmen. Doch zum Besuch Bin Hammams in Miami kam es schliesslich doch nicht – offiziell, weil der Katarer das Visum für die Einreise zu spät erhalten hatte.

Aufgrund der Unterlagen im Dossier wird ersichtlich, dass Bin Hammam gar nie beabsichtigte, nach Miami zu reisen. Denn schon am 1. April fragte er den Concacaf-Präsidenten Jack Warner, ob er einen eigenen Kongress in Trinidad veranstalten dürfe. Warner sagte gemäss der vorliegenden E-Mail-Faksimiles zu, wies aber darauf hin, dass Bin Hammam für die Reisekosten der Delegierten aufkommen müsse. Der Concacaf-Generalsekretär Chuck Blazer warnte in einer E-Mail davor, dass dieses Vorgehen ethisch nicht vertretbar sei. Warner schrieb: «Ich will es aber so.»

• Der “Untersuchungsbericht”, in dem die Äußerungen von Lord Triesman zur Korruption bei der WM-Vergabe 2018 und 2022 behandelt und ins Reich der Fabel verbannt werden

Schade eigentlich, dass Sepp die Dokumente zum ISL-Bestechungsskandal, etwa die Einstellungsverfügung, nicht auch veröffentlichen lässt. Gegen Veröffentlichung der Einstellungsverfügung, in der die Namen jener genannt werden, die 5,5 Millionen Schweigegeld an die Staatskasse gezahlt haben, verhindert die FIFA seit Monaten durch Einsatz teuerster Schweizer Anwälte.

ZÜRICH. Moin, moin, willkommen am Hauptsitz der FIFA-Mafia. Nach einem selten bizarren Erlebnis gestern Abend, der Pressekonferenz der so genannten FIFA-Ethikkommission, flankiert vom Lügenbaron Jerome Valcke, FIFA-Generalsekretär, werde ich an den kommenden drei Tagen bis zur Krönungsmesse halbwegs live bloggen. Es gibt mit boshafter Regelmäßigkeit Links und Schnipsel und Dokumente des Grauens – und vielleicht sogar einige Gedanken. Who knows. Es wird auf jeden Fall ein ziemlich langer Beitrag. Also, immer mal aktualisieren und ans Ende scrollen.

Ehre wem Ehre gebührt: Beginnen wir mit Petrus Damaseb aus Namibia, dem stellvertretenden Chef der “Ethikkommission”.

Hier kann man die komplette Pressekonferenz, die vom FIFA-Kommunikationsverhinderer Nicolas Maingot wie üblich resolut beendet wurde, sehen und hören.

Natürlich ist diese “Ethikkommission” kein unabhängiges Gremium, sondern eine lächerliche Institution, die sich für den bislang größten Schmiergeldskandal der Sportgeschichte, die 141 ISL-Millionen, nicht interessierte – warum auch, schließlich zahlte die FIFA 5,5 Millionen Franken Schweigegeld (und mehr), um die Namen von Schmiergeldempfängern geheim zu halten. I attended the FIFA enquiry today at 12 noon pursuant to a request made of me by FIFA to answer allegation made by Chuck Blazer, General Secretary of CONCACAF.

I have learned this evening via the media that I have been provisionally suspended by the FIFA Ethics Committee. This has come both as a shock and surprise to me. At the conclusion of the enquiry I specifically requested that I be notified of any decision as I had learned via the media before attending the hearing that a decision would be handed down at 5:00PM. Despite leaving my contact details, up to this point, I still have not received any notification from the FIFA.

At the hearing I indicated that I submitted two written statements outlining my position. I expressed my disappointment with the way in which the enquiry was conducted as I was given less than twenty four hours to submit a statement for consideration by the committee and, moreover, one of the five members of the Committee is from Uruguay and did not have the value of a translated version of my or Mr bin Hammam’s submission. This lack of translation services brings into question the issue of due process.

In addition, FIFA did not have the courtesy to provide me with copies of the allegations before the hearing and it was only during the hearing were the allegations read to me.

At the hearing, among other things, I was asked about the special meeting with the CFU to hear Mr Bin Hammam and whether such a meeting was normal I indicated that President Blatter earlier this year had held a similar meeting in South Africa with thirty seven countries and no objections had been made of that to date. In fact this has been the practice of FIFA in holding meetings with member countries before elections.

I denied the allegations that I made statements at the CFU meeting about gifts being given by Mr Bin Hammam. I also indicated that at the Miami CONCACAF Congress on May 3rd Mr. Blatter made a gift of one million USD to CONCACAF to spend as it deems fit. This annoyed President Michel Platini who was present and he approached Secretary General Jerome Valcke complaining that Mr Blatter had no permission from the Finance Committee to make this gift to which Jerome replied that he will find the money for Mr Blatter.

I also indicated at the CFU meeting held in Trinidad on May 10 which was requested by Mr. Bin Hammam, FIFA through Mr. Blatter organised gifts of laptops and projectors to all members of the Caribbean and no objections have been made today of this to date.

In my statement I attached letters from thirteen Federations whose members attended the CFU Meeting where the allegations of gifts were made.

These statements from the 13 members denied the allegations that have been made against me and any participation of these individuals in the act complained of. While with regard to the allegation of payment only one statement was submitted by Collins & Collins.

On May 18 when I realised that the political battle between Blatter and Bin Hammam was getting out of hand I wrote Secretary General Valcke telling him, among other things, that the outcome of the elections may cause some fracture in the Arab world which we can ill afford now and that I will like to ask Bin Hammam to withdraw from the race. To which Jerome replied to me and I quote :

“For MBH, I never understood why he was running. If really he thought he had a chance or just being an extreme way to express how much he does not like anymore JSB. Or he thought you can buy FIFA as they bought the WC. I have a bet since day one, he will withdraw but on June 1st after his 10 min speech. By doing so he can say he push Blatter to make new commitments bla bla bla and get out under applause. Before means he is a looser. So…He will get some votes. Less than 60 today after CAF support. It will be the “coup de grace” if you would officially send a message as the CONCACAF President by saying CONCACAF supports unanimously. So I am not giving you an advice but just my feeling about what I think is the situation.”

Despite the plea from SG Valcke, I refused to give any advice about how CONCACAF will be voting.

At no time during this matter was I ever contacted by Mr. Blazer nor did he contact the Executive or the Emergency Committee of the CONCACAF and it is informative for one to look at Mr Blazer’s credibility by referring to the report of the NY District Court Judge in the matter between Master Card and Visa in the FIFA matter of 7th December 2006 .

(para 213) Mr. Blazer’s testimony was generally without credibility based on his attitude and demeanor on his evasive answers on cross-examination.

(para 214) Thus, for that reason and based on his evasive answers and his attitude and demeanor, Mr. Blazer’s testimony as the March 14, 2006 Marketing & TV AG Board meeting is rejected as fabricated.

The complaints made in this matter are politically motivated against Mr Bin Hammam and me and are designed, among other things, to cause serious prejudice and damage to both Mr Bin Hammam and myself at one of the most critical times for the FIFA.

It is also shocking that at the close of an inquiry at around 5:47pm when the decision was already delivered new evidence in the form of a fax from the Puerto Rico FF appears making allegations which were treated as part of the evidence in this matter. This further demonstrates in the way the enquiry was conducted and the prejudice against me.

The decision to suspend me is an abuse of the process and achieves no real purpose as stated in the decision and again demonstrates the bias of this enquiry.

I intend to say a lot more on this matter shortly.

In the meantime, I will vigorously defend my reputation as well as the reputation of the rest of the Caribbean members.

Der Jack will doch nicht wohl doch einen Tsunami auslösen, wie er versprochen hat? Ich kann es mir, ganz ehrlich, immer noch nicht vorstellen.

Sehr witzig übrigens, dass auch Jack (wie ich es gern tue) den Report des New Yorker Distriktgerichts im Visa-Mastercard-Skandal erwähnt – denn da kommen sowohl Chuck Blazer als auch Jerome Valcke verdammt schlecht weg. Lügen über Lügen.

Mohamed Bin Hammam erklärt:

Provisional ban is completely disproportionate – lack of fair play

Doha and Zurich, May 29, 2011 – Mohamed bin Hammam acknowledged the decision taken today by the FIFA Ethics Committee. However, he fails to understand how despite him not being found guilty, but yet, he has been suspended.

“I have been referred to the Ethics Committee based on evidence which was strong enough in the views of the FIFA General Secretary for such procedure. However, the Ethics Committee in it’s meeting today did not find this evidence sufficient to convict me. Consequently, I should have been given the benefit of doubt but instead, I have been banned from all football activities.”

“I have been given the impression that the Ethics Committee is absolutely an independent committee, but in the press conference we have seen today, the General Secretary made clear that he is the one who has the influence in this Committee.”

During today’s press conference, FIFA General Secretary Jérôme Valcke commented on the decision of the FIFA Ethics Committee and presented new evidence against Mr. Bin Hammam which had not been part of the proceedings so far and which nobody was able to review. He did not hesitate to predict that other parties, in the new fully-fledged investigation, will proof the guiltiness of Mr. Bin Hammam. This is contradictory to the rules of justice by an allegedly independent commission.

Mohamed Bin Hammam said: “I’m very disappointed about the way the status of the proceeding has been presented at the media conference. I am expecting that this will continue. This is not how I understand fair play. I’m reserving all my rights.”

Und weil ich die Visa-Mastercard-Sache nun schon erwähnte (wie Jack), sie ist ja auch wichtig, um das FIFA-Geschäftsgebaren zu beschreiben und Valcke als notorischen Lügner zu brandmarken – hier flink noch eine Summary reinkopiert, die ich vor einiger Zeit schon mal angeboten habe (Akute Wahrheitsallergie im FIFA-Reich des Joseph Blatter):

Valcke war damals FIFA-Marketingchef, wurde gefeuert, kam wenige Monate später als Generalsekretär wieder, und der Sepp stellte es doch tatsächlich so dar, als sei Valcke nie gefeuert worden.

Eine feine Analyse dazu gab es mal im Independent:

Im Original liest sich das im ersten Urteil so:

• FIFA’s negotiators lied repeatedly to MasterCard, including when they assured MasterCard that, consistently with MasterCard’s first right to acquire, FIFA would not sign a deal for the post-2006 sponsorship rights with anyone else unless it could not reach agreement with MasterCard.
• FIFA’s negotiators lied to VISA when they repeatedly responded to the direct question of whether MasterCard had any incumbency rights by assuring VISA that MasterCard did not.
• FIFA’s negotiators provided VISA with blow-by-blow descriptions of the status of the FIFA-MasterCard negotiations while concealing from its long-time partner MasterCard both the fact of the FIFA-VISA negotiations as well as the status of those negotiations – an action FIFA’s president admitted would not be “fair play.”
• FIFA’s marketing director lied to both MasterCard, FIFA’s long-time partner, and to VISA, its negotiating counterparty, to both of which FIFA, under Swiss law, owed a duty of good faith. When, pursuant to his engineering, VISA raised its bid to the same level as MasterCard’s, he declined his subordinates’ suggestion to give MasterCard the opportunity to submit a higher bid based on his concern for his own reputation with the FIFA Board. He also declined his subordinates’ recommendation that he recommend to the FIFA Board that it continue with its prior approval of MasterCard as the post-2006 sponsor. Instead, he told the board it was difficult for him to make a recommendation and never mentioned MasterCard’s first right to acquire the post-2006 sponsorship.
• On the morning of the first of March 2006 FIFA board meetings and after all three FIFA boards had previously approved MasterCard as the post-2006 sponsor, FIFA’s marketing director called VISA to say that if VISA increased its cash bid by $30 million to the level of MasterCard’s bid, VISA “would be the partner.”
• Even after MasterCard had signed the “FINAL version” of the post-2006 sponsorship agreement and returned it to FIFA, FIFA’s negotiators delayed telling MasterCard that the FIFA Board had chosen VISA; instead they waited for the VISA board to ratify the VISA agreement.
• After the FIFA boards had approved MasterCard as post-2006 sponsor and after MasterCard had agreed to FIFA’s asking price and agreement had been reached on all other terms and after FIFA’s in-house counsel had solicited FIFA members for items that might be used to claim that MasterCard breached the Agreement, FIFA pointed to a trademark issue that had been present since 2000 or 2001 to justify granting the post-2006 sponsorship to VISA and sent a letter to MasterCard — after the commencement of this lawsuit — purporting to terminate the Agreement and thus MasterCard’s first right to acquire.
• After MasterCard and FIFA waived, under Swiss law, both the 90-day time periods set out in section 9.2 by their “conclusive conduct”, FIFA now seeks retroactively to revive one of the 90-day periods, but not the other, to justify its choice of VISA for the post-2006 sponsorship.
• While the FIFA witnesses at trial boldly characterized their breaches as “white lies”, “commercial lies”, “bluffs”, and, ironically, “the game”, their internal emails discuss the “different excuses to give to MasterCard as to why the deal wasn’t done with them”, “how we (as FIFA) can still be seen as having at least some business ethics” and how to “make the whole f***-up look better for FIFA.” They ultimately confessed, however, that “[I]t’s clear somebody has it in for MC.”

Notiz an den Blog-Betreiber: Lern es doch endlich! Es geht nicht beides! Du kannst nicht vernünftig recherchieren und Gespräche führen – und gleichzeitig aktuell produzieren! Die richtigen Geschichten wird es so nicht geben.

Ich hatte fabuliert:

Nach gut unterrichteten Quellen gibt es derzeit zwei Szenarien im Wettbewerb die FIFA-Präsidentschaft.

Szenario eins: Demnach soll Blatters Führungszirkel Informationen über Bin Hammam gesammelt haben, die man gegen ihn ausspielen will. Dazu sollen Unterlagen über Stimmenkauf etwa bei vergangenen Wahlschlachten im asiatischen Verband AFC gehören. Angeblich soll FIFA-Generalsekretär Jerome Valcke, ein Blatter-Getreuer, dem Katari im persönlichen Gespräch den Rückzug der Kandidatur nahe legen oder schon nahe gelegt haben.

Szenario zwei besagt, dass Blatter sich vor wenigen Tagen mit Prinz Tamim Bin-Hamad Al-Thani getroffen und über drängende FIFA-Fragen gesprochen hat. Tamim, der Sohn des Emirs, ist wie Blatter IOC-Mitglied. Er soll seine Besorgnis darüber geäußert haben, dass die jüngst in England erhobenen Korruptionsvorwürfe gegen FIFA-Funktionäre die WM 2022 in Katar gefährden könnten. Es soll zu einem Deal zwischen Blatter und dem Prinzen gekommen sein, der besagt, dass Bin Hammam seine Kandidatur zurückziehe und der FIFA-Boss im Gegenzug alles unternehme, dass die WM in Katar ausgetragen wird.

Rasante Wendungen sind in diesem Krimi nicht ausgeschlossen.

Szenario eins hat FIFA-General und Serienlügner Jerome Valcke inzwischen heftigst dementiert. (Wobei es mal wieder interessant ist, dass deutsche Nachrichtenagenturen ganze Sätze aus meinem Beitrag kopieren, ohne die Quelle zu nennen.)

In der vergangenen Nacht teilte Bin Hammam mit:

I made the decision to run for the FIFA presidency because I was and remain committed to change within FIFA.

I set out my goals and ambitions clearly – to further the cause of democracy within FIFA – through a commitment to transparency and accountability; through a commitment to expand the number of officials and nations involved in decision-making processes.

In addition to this, I wanted to spark a debate about change in FIFA. For the good of football, I wanted the future to be bright for our world’s governing body and for it to adapt to the ever-changing world we live in today.

However, recent events have left me hurt and disappointed – on a professional and personal level.

It saddens me that standing up for the causes that I believed in has come at a great price – the degradation of FIFA’s reputation. This is not what I had in mind for FIFA and this is unacceptable.

I cannot allow the name that I loved to be dragged more and more in the mud because of competition between two individuals.

The game itself and the people who love it around the world must come first.

It is for this reason that I announce my withdrawal from the presidential election.

I will not put my personal ambition ahead of FIFA’s dignity and integrity.

Besides, I believe my candidacy has been a catalyst for debate within FIFA and has brought change to the top of the agenda.

I pray that my withdrawal will not be tied to the investigation held by the FIFA Ethics Committee as I will appear before the Ethics Committee to clear my name from the baseless allegations that have been made against me.

I promise those who stood by me that I will walk with my head held high and will continue to fight for the good of the game.

I would like to offer my thanks and appreciation to all Member Associations and individuals who supported me. I hope that they will not receive my decision with disappointment and frustration.

I have a special thank you to my friend and colleague Jack Warner for his unlimited support. I am sorry to see that he has to suffer because of me, but I am promising him that I will be with him all the way through thick and thin.

I look forward to working closely with my colleagues to restore FIFA’s reputation to what it should be – a protector of the game that has credibility through honesty, transparency and accountability.

FIFA Ethics Committee opens further ethics proceedings

On 26 May 2011, FIFA Executive Committee member Mohamed bin Hammam has requested the FIFA Ethics Committee to open ethics proceedings against FIFA President Joseph S. Blatter on the basis that, in the report submitted by FIFA Executive Committee member Chuck Blazer earlier this week, FIFA Vice-President Jack A. Warner would have informed the FIFA President in advance about alleged cash payments to delegations attending a special meeting of the Caribbean Football Union (CFU) apparently organised jointly by Jack A. Warner and Mohamed bin Hammam on 10 and 11 May 2011 and that the FIFA President would have had no issue with these.

Subsequently, the FIFA Ethics Committee today opened a procedure against the FIFA President in compliance with art. 16 of the FIFA Code of Ethics.

Joseph S. Blatter has been invited to take position by 28 May 2011, 11:00 CET and to attend a hearing by the FIFA Ethics Committee at the Home of FIFA (Zurich) on 29 May 2011.

No additional comments will be made by FIFA until further notice.

He rejects these accusations and confirms that they are without substance. The accusations also contain statements according to which Mr. Blatter, the incumbent FIFA president, was informed of, but did not oppose, payments allegedly made to members of the Caribbean Football Union. Mr. Bin Hammam has therefore requested that the investigation by the Ethics Committee be extended to include Mr. Blatter himself.

The timing of the accusations so close to the election of FIFA president on June 1, 2011 suggests that they are part of a plan to damage Mr. Bin Hammam and force him to withdraw as a candidate for the FIFA presidency.

The fresh allegations concern a meeting in Trinidad this month, jointly organised by Warner and Bin Hammam, at which the Qatari presented his presidency case to the Caribbean Football Union.

Blazer’s evidence is contained in a file put together by CONCACAF’s Chicago-based lawyers containing sworn affidavits and damning pictures from CFU officials, who claim they were offered cash for ‘development’ projects.

Some of the money was accepted, according to the report. But a number of CFU delegates refused and reported back to Blazer, the CONCACAF general secretary, with their concerns.

The whistleblowers included the president of one of the CFU member countries.

Bin Hammam is known to have bankrolled the Caribbean event on May 10 and 11, reportedly paying for luxury accommodation at the Grand Hyatt Hotel in Port of Spain and travel for the representatives from 22 CFU countries.

Blazer has alleged that ‘violations were committed under the FIFA code of ethics in relation to the upcoming FIFA presidential election’ – in other words cash for votes.

As Presidential candidate Mohamed Bin Hammam and veteran FIFA vice-president Jack Warner prepare to face FIFA’s Ethics Committee on Sunday (May 29) after being charged with alleged bribery, insideworldfootball has learned that at least five national associations from Warner’s Caribbean Football Union (CFU) were offered cash bungs but refused to accept them.

Although the countries cannot be named, the bungs, understood to have involved several thousand dollars in cash, are believed to be documented in a file of evidence put together by a firm of US-based lawyers and sent to FIFA.

While several associations refused to accept the sweeteners – handed over by two junior CFU members who have also been charged but who were apparently only acting on instruction – others readily accepted the money for “development projects” having been assured no rules were being broken, insideworldfootball has been told.

When he was unable to attend last month’s CONCACAF Congress in Miami, it was claimed, and reported by this website on good authority, that Bin Hammam was refused a visa to the United States even though he holds a diplomatic passport.

Instead, he was invited by Warner, ostensibly in the interests of fair play, to address Caribbean members of CONCACAF at an alternative one-off meeting in Warner’s native Trinidad a few days later.

insideworldfootball has learned, however, that the documentation provided to FIFA shows that Warner and Bin Hammam exchanged a series of private emails arranging the Trinidad meeting where the bribes allegedly took place well before the CONCACAF Congess in Miami and well before any visa problems may or may not have arisen.

Sources have confirmed that the pair initially discussed holding a second full CONCACAF summit just for Bin Hammam to explain his election manifesto.

Blazer apparently blocked that move so Warner turned it into a event solely for Caribbean members of CONCACAF.

Amid febrile claim and counter-claim, further details emerged of the allegations contained in the dossier compiled by the US attorney John Collins at the behest of Fifa’s US executive committee member, Chuck Blazer, the Concacaf secretary general. The file, which contains signed affidavits from officials approached at a specially convened meeting of the Caribbean Football Union and offered payments of up to $40,000 from Bin Hammam, is believed to allege the “football development” cash was proffered in private briefings with the 25 attendees.

Some of those who rejected the cash approached Blazer following the specially convened conference on 10 and 11 May, arranged after Bin Hammam said he was earlier unable to attend the confederation’s Congress in Miami for visa reasons. Concacaf, controlled by its controversial and much-criticised president, Jack Warner, has consistently played a pivotal role in presidential elections due to exercising its bloc of 35 votes of the 208 on offer.

It also emerged yesterday that Bin Hammam had persuaded Warner to organise a special congress of Concacaf, the region representing North and Central America of which Warner is president, ahead of the organisation’s official event in Miami on 3 May. Warner told Blazer to ratify the proposal but Blazer blocked it and Bin Hammam did not go to Miami. He cited visa problems, although he is understood to have a diplomatic passport.

The CFU meeting which Bin Hammam and Warner attended went ahead on 10 May. One attendee contacted yesterday claimed that she did not see evidence of bribes being handed out. Franka Pickering, the president of the British Virgin Islands football association, said: “We discussed why he [Bin Hammam] was running [for president] and that was about it. Us small islands are just a drop in the bucket.”

However, Blazer has alleged that bundles of cash were handed out at the meeting and is understood to have compiled a dossier of evidence with his lawyer John Collins that includes sworn affidavits and photographs. New evidence of alleged corruption is emerging all the time, most recently an email from Warner to Triesman which was leaked to the BBC.

In the email sent to Triesman in February last year, Warner asked the English FA to donate $1.6m (£980,000) to Haiti so the country could buy the licence to broadcast that summer’s World Cup on public screens. Fifa has since confirmed that no licence existed and nowhere in the world would a public viewing licence have cost so much, let alone Haiti. …

Blatter, who faces arguably the most critical weekend of his 13-year reign as Fifa president, said that it was wrong to assume that he took a “perverse satisfaction” in the corruption charges against Bin Hammam and Warner. But at no point did he refer by name to either of the two men, who will learn their fate at an ethics committee meeting on Sunday. In what looked like a direct attack on the former Football Association chairman Lord Triesman, who alleged Fifa corruption in evidence to Parliament this month, Blatter attacked “some malicious others who have neither put up nor shut up”.

Otherwise Blatter sat firmly on the fence, sympathising with “two men who stood by my side for some two decades” who, he said, had been made to “suffer through public humiliation without having been convicted of any wrongdoing”. Yet in trademark style he also praised their accuser Chuck Blazer, another ExCo member, for his “civic courage”.

Blatter hinted at his own state of mind by ending his column for the Inside World Football website with a bizarre proverb about Swiss farmers having their cows killed by jealous neighbours. “When another farmer, elsewhere, on an island, say, has no cow but his neighbour does, that farmer will kill the neighbour’s cow out of sheer malice,” he wrote. “I’d rather be a Swiss farmer, like it or not.”

FIFA also said CFU employees Debbie Minguell and Jason Sylvester are under investigation. … Minguell and Sylvester both work for the Caribbean Football Union, which is based in Warner’s CONCACAF office on Edward Street, Port of Spain. Minguell is currently assistant to CFU general secretary Anganie Kanhai. Minguell has been with the CFU for a while and has previously worked with Kerry Alleyne, who was the first woman to hold the position of CFU general secretary, before resigning in 2006 and migrating to the United States.

A call to the CONCACAF president’s office yesterday revealed that Minguell was on vacation. Sylvester has been with CFU for four years where he is the event coordinator. His job includes handling tournaments. Sylvester is currently in Guyana where he is in charge of the CFU Club Championship Finals involving Tempete (Haiti), Alpha (Guyana), Puerto Rico Islanders and Trinidad and Tobago champions Defence Force.

Warner’s lawyer Om Lalla was yesterday asked to shed light on whether the Caribbean Football Union officials were also required to travel to Switzerland to face FIFA as well. Lalla, represents both Warner and the Trinidad and Tobago Football Federation.

Lalla would likely represent both Warner and his CFU counterparts, but he could not yet say if the other CFU officials will be required to travel to Zurich. Lalla also said he will confirm today whether he will be accompanying Warner to Zurich.

“It is a tribunal hearing governed by the rules of FIFA,” Lalla disclosed. “Like any other tribunal , persons will be call upon to make statements and present whatever evidence, but of the exact details, I don’t have the particulars as yet.“

Then on Wednesday, a week before planet football goes to the polls, his only challenger is charged with corruption. Co-incidence? Fifa is so tainted by Blatter’s appalling record in dealing with previous allegations that few were willing to accept that it was. Bin Hammam certainly believes not and last night claimed that the charges are entirely politically motivated. Fifa sources counter that Blatter was not aware of the substance of the allegations until the report was handed to Fifa. Fifa president Sepp Blatter and world football’s governing body face their biggest challenge so far.

There could also be advantages in removing Warner, although the politics involved would make Machiavelli blush. The pantomime villain of world football has been in a mutually supportive embrace with the president for a decade, trading votes for immunity from punishment for offences including ticket touting. So what better way to show that you are serious about corruption than to remove a man who sums up Fifa’s failings?

But these charges are too serious and, on the face of it, substantial to dismiss as a conspiracy. Their strength, as well as their weakness, is that for the first time they come from inside the organisation.

Chuck Blazer’s claims have been investigated by a former US federal prosecutor, and the dossier contains sworn affidavits and documentary evidence. Fifa, and the lawyers, believe they have “a very well documented case”.

Ladies and gentlemen, good afternoon. I’ll be trying to be as brief as I can and naturally I’ll put myself at your disposal for any questions.

During 40 years of engagement with football, as the president of a club, as the president of a national association, as a president of a confederation and, for the last 15 years, as a member of the Executive Committee of FIFA, I have had the privilege and honour to serve under two great presidents, Dr Havelange and Mr Joseph Sepp Blatter as well as along with the extraordinary members of the FIFA Executive Committee. We have worked sometimes also during extraordinary times but we have always managed to get FIFA to safe shores.

I would like to take this opportunity to say to all the presidents I have worked with, to all my colleagues on the Executive Committee of FIFA, thank you very much. I am very grateful to you because from them I have learned a lot. I have captured a lot about the sport’s politics and sport administration.

Today, after careful study, consultation and consideration, armed with my love and passion for football and believing that football is about fair competition, I have decided to contest the upcoming FIFA Presidency Election, scheduled on June 1, 2011.

I am glad to say that the AFC Executive Committee encouraged me and supported me in my candidacy and I am inviting the member associations, football communities and media to be part of my humble endeavour to make the change that is necessary and needed in FIFA.

I will be looking to develop the game to its best in both professional and amateur levels, on and off the field and make it accessible to each and every level of our global community.

I will always put in mind and consider among other things the diversity of the interests and the views of different football stake holders; member associations, clubs, leagues, players and officials; the demands from the public to keep FIFA and football organisations above accusations and suspicion of negative practice; the demands of the public to create an absolute, ethical, democratic and transparent environment within FIFA; the necessity for strong unity and solidarity among member associations; the need for fair distribution of World Cup revenues between the different stake holders, taking into consideration that FIFA must build sufficient reserves to help it through difficult times and the principal of solidarity must pervade for all of our stakeholders. I will always put into consideration the need and the requirement of economically underprivileged member associations to have more technical and financial support to enable them to close the gap between their nations and those of the advanced football nations.

What kind of changes will I bring to FIFA when I am elected as president?

I’ll expand the band of the decision making body and in this contest – and forgive me, members of the media here if I am disagreeing with some of you regarding the corruption within FIFA. FIFA is not a corrupt organisation but the fact so few people can take a huge decision affecting millions and hundreds of millions of fans always makes that sort of doubt and rumours around the members. I will increase the members of the FIFA Executive Committee. In my opinion, I will propose that UEFA gets four more seats, CAF four more seats, Asia four more seats, CONCACAF three more seats, CONMEBOL one more seat and OFC one more seat.

A new executive committee will be coming, 40 members plus the president is 41 and it will avoid as much as possible for the privilege of the casting vote going to the president.

Naturally all of those people are going to be democratically elected through their confederation’s congresses and I know the public is going to be interested also to know what are the financial benefits and the remuneration for those members. I will make it public.

I will rename the Executive Committee the FIFA Board and will transfer all the duties and the responsibilities of the Executive Committee as it is today to the FIFA Board. I will establish an Executive Office. The President of FIFA will be the Chairman  and the six presidents of the six confederations will be the members of this office. This office will be responsible to execute the decision of the Board.

Collectively and jointly, the President of FIFA and the Presidents of the confederations will be responsible for executing the decisions of the FIFA Board.

This office will be given the necessary authorisation to function and execute the decisions.

Secondly, I will decentralise the activities of the FIFA administration. The way I see FIFA functioning today, it is too bureaucratic and very much centralised and as far as I’m concerned, it’s efficiency is in doubt in so many areas, especially when it comes to the technical and legal matters. It is important that FIFA delegate some of its activities in these areas to the Confederations. The Confederations are integral parts of the football organisation and very important parts.

I believe all the courses, the technical courses and development programmes, which are now directly handled by FIFA from Zurich, this task can be given to the different Confederations. It is going to be more economic and efficient.

The legal matters, like the statutes and international transfers, and statutory issues can be handled directly by the confederations under the supervision of their executive bodies. FIFA will finance the technical and legal departments of the confederations providing them with the necessary professional experts and ways and means to handle their jobs.

I will engage all the stake holders in FIFA’s decision making process and with more than 300 million people directly engaged in football; players, coaches, referees, member associations, clubs and the leagues from six different confederations and each of them have unique and different needs and charms. And yet all of them have the equal right to love and enjoy and administer our beautiful game.

FIFA has to embrace these bodies as part of the decision making process. Their opinion and views should be the basis of FIFA’s decisions to develop and administer the game worldwide.

Lastly, the football community worldwide will always fall victim to disputes and misunderstandings. Within FIFA, I propose the right platforms for the clubs and leagues and national associations and confederations to debate about important issues and all of our differences and seek outcomes that are fair and in the interests of all the parties involved.

I will establish a Transparency Committee. FIFA has an Ethical Committee checking acts after they happen. The Transparency Committee is going to be sure that all the acts of FIFA are sufficiently transparent to the public before they take place.

I am inspired by the idea that FIFA should be transparent, as much as possible.

The point is not only to establish a Transparency Committee or an Ethical Committee, I think the point is how we select and choose the chairmen and the members of this committee. If it is going to be based on friendship and personal relationships then I think it is not going to serve the cause. I think we are going to have to find the right mechanism to find these people, maybe more CVs from all over the world, professionals and experts, qualified enough to do this job. CVs have to be collected and distributed among the board and let the Board debate about the persons on these committees.

I would suggest, also, a limited term for these members, one term of either four years or eight years but it is not renewable. I think this is very important and necessary that these people have been elected or selected by a group of people and they will not serve any additional term.

I will look, also, for fair distribution for FIFA World Cup revenue and I believe among others, clubs, leagues, players and member associations who participate in the World Cup finals and in the qualification shall be fairly compensated.

I am proposing to increase the financial assistance to the member associations from US$250,000 to US$500,000 per year and I also propose that the budget of the Goal Project, for each project, to be increased up to US$1 million per project.

I will appeal to the able national associations to work in solidarity and give more benefits to the smaller and underprivileged economically national associations.

I don’t think that the big nations need the help of FIFA in this aspect but if we work in solidarity, the smaller associations will be have more benefit out of FIFA.I will not talk about other technical issues like technology and its use during the games but naturally I have made my view clear in the past that I will support the goal-line technology and I will support additional two assistants behind the goals as have been proposed by Michel Platini, the president of UEFA.

Naturally, these ideas have seen the light for the first time today and I’m sure when I propose my thoughts to the public and to the Board in the future their opinions and their input will definitely sharpen and make these thoughts and ideas better.

Willkommen in Doha, der selbst ernannten neuen Welthauptstadt des Sports. (Was sie wohl in Lausanne dazu sagen, in der Capitale Olympique der alten olympischen Weltordnung?)

Ich habe Sepp, dem Mann mit der akuten Wahrheits-Allergie, vor wenigen Minuten ein gesundes neues Jahr gewünscht. So viel Höflichkeit muss sein. Gerade marschierte er, begleitet von den FIFA-Vizepräsidenten Issa Hayatou und Chung Mong-Joon, in den Sitzungssaal des Sheraton Hotels ein, wo im Oktober 2003 mal ein FIFA-Kongress tanzte. Diesmal steht an: der 24. Kongress der Asian Football Confederation (AFC), ein Heimspiel für Mohamed Bin Hammam, den AFC-Präsidenten, langjährigen Blatter-Wahlhelfer, WM-Gastgeber 2022 und Freund des Emirs von Katar.

Bin Hammam, der heute wiedergewählt wird, spricht gerade seine Neujahrswünsche an die “liebe Familie des Fußballs in Asien” aus, er begrüßt übrigens auch seine “Freunde in den Medien”. Wie nett. Er hat, das steht mal fest, trotz aller böser Geschichten und gelegentlicher harter Worte, mitunter durchaus Stil. Wir hatten gestern im Ritz Carlton einen Small Talk, denn anders als manche Kollegen in FIFA und IOC hat Bin Hammam kein Problem, mit lästigen Berichterstattern zu kommunizieren.

Nach der skandalumtosten WM-Doppelvergabe 2018/2022 bleibt es spannend in der Fußballfamilie. Heute Mittag, zum Beispiel, wollen Blatter und Bin Hammam, die sich gar nicht mehr so innig mögen, den Milliardär Chung Mong-Joon, Mr. Hyundai, aus dem FIFA-Exekutivkomitee vertreiben. Bin Hammam und Chung mochten sich noch nie – eine bizarre Zuspitzung des Konflikts gab es vor zwei Jahren beim AFC-Kongress in Kuala Lumpur, als Chung den Kollegen Bin Hammam als “geisteskrank” bezeichnete, und der Sportkamerad Bin Hammam erklärte:

Wer sich mir in den Weg stellt, dem schlage ich Kopf, Hände und Beine ab.

Und das in einem Verband, dessen Slogan heißt: “The future is Asia”.

Damals, im Mai 2009, desavouierte Blatter den Kameraden Bin Hammam auf unvergleichliche Weise, indem er die Kandidatur des bahrainischen Scheichs Salman für das FIFA-Exekutivkomitee unterstützte – er wollte Bin Hammam, einen potenziellen Kandidaten auf die FIFA-Präsidentschaft, aus dem Weg räumen.

Heute, im Januar 2011, will Blatter einen weiteren Kandidaten auf die FIFA-Präsidentschaft aus dem Weg räumen – den Hyundai-Chung. Wenn Prinz Ali (Biographies of the Royal Hashemite Family), Bruder der IOC-Mitglieder Prinzessin Haya und Prinz Feisal, FIFA-Vize würde, wäre Chung draußen und trotz seines unglaublichen Reichtums kaum in der Lage, Blatters Wiederwahl am 1. Juni zu gefährden.

Andererseits: Natürlich könnte Chung dennoch für den FIFA-Vorsitz kandidieren, was er gelegentlich ja angekündigt hat. Dies wäre seine einzige Möglichkeit, außer als Sponsor, weiter im großen Fußballgeschäft zu wirken. Will er das? Würde er sich an Sepp rächen wollen? Oder will er 2012 lieber Präsident Südkoreas werden?

Fragen über Fragen.

Einfacher geht’s leider nicht.

Andrew Jennings hat die AFC-Wahlschlacht in seiner unnachahmlichen Weise am Wochenende beschrieben. Mein zweiter Lesebefehl:

If the plan dreamed up by Blatter and Qatar’s executive committee member Mohamed bin Hammam to replace Chung with the young prince succeeds it will put the control of Asian football firmly in the Gulf and remote from the rest of the vast region.

Und, um die Verwirrung komplett zu machen, gleich noch ein dritter Lesebefehl. Gestern hat Mike Collett für Reuters ein langes Interview mit Bin Hammam geführt. Bin Hammam schloss eine Kandidatur für den FIFA-Vorsitz in diesem Jahr nicht aus. Er hat nicht “nein” gesagt. Er hat nur gegrinst. Und er wusste genau, was er damit für Schlagzeilen auslöst, wie er mir am Nachmittag selbst bestätigte.

Das Interview, in dem Bin Hammam auch seine Schwierigkeiten mit Blatters putziger Idee eines Antikorruptions-Komitees einräumte, zieht Kreise. “Blatter may face challenge from Mohamed Bin Hammam after he expresses annoyance“, schreibt Inside World Football. “Bin Hammam blasts Blatter and hints at run for FIFA presidency” schreibt der World Football Insider der nicht in Doha ist.

Die Wahl kann beginnen.

Und in Doha ist erstmal Teepause.

9.44 Uhr: Arabisches Gebäck ist wirklich köstlich. Wer wüsste das nicht. Das darf so bleiben bis zur WM 2022. Nur sollte der Emir bis dahin endlich Nichtrauchergesetze einführen. Denn es qualmt überall in Doha, so wie in Deutschland im vergangenen Jahrtausend. Sehr unangenehm. Emir Hamad, handeln Sie!

9.48 Uhr: Und schon ist Mohamed Bin Hammam im Amt bestätigt. Per Akklamation. Es ist seine dritte und letzte Amtszeit. Obwohl, man soll nie nie sagen. Bisher allerdings hat Bin Hammam stets die Amtsregeln der AFC gepriesen, die anders als die der FIFA eine gewisse Beschränkung auferlegen.

9.51 Uhr: Bin Hammam räumt Prinz Ali und Chung fünf Minuten Redezeit ein.

Chung beginnt und spricht, ganz Koreaner, von “Einheit” und “Harmonie”. Er lobt sogar Bin Hammam und die Entwicklung der AFC. Was tut man nicht alles für ein Amt. Womöglich fällt ihm das schwerer, als ein paar Millionen zu spendieren. Who knows. Er spricht seine FIFA-Freunde mehrfach direkt an. Wünscht sich mehr echte Fußballstadien in Asien, ohne störende Laufbahnen. Und er will den Frauenfußball in Asien entwickeln, whoops, ob das hier jemanden interessiert?

10.01 Uhr: Chung hat zehn Minuten gesprochen. Nun kommt His Highness Ali bin Al-Hussein. Er macht’s kurz. Keine zwei Minuten. “Unite Asia”, viel mehr hat er nicht zu sagen. Nun wird abgestimmt und der Art, wie ich es mag: ohne elektronisches Voting-System wie in FIFA oder IOC. Hier wird noch jede Nation einzeln aufgerufen, die Delegierten stecken ihre Stimmzettel in eine Wahlurne.

10.08 Uhr: Die Sache ist echt transparent. Zumindest die Wahlurne, die gläserne.

10.26 Uhr: Tja. Prinz Ali ist neuer FIFA-Vizepräsident. 25 von 45 Stimmen für ihn. Schwere Niederlage für Hyundai-Chung.

10.52 Uhr: Einmal mehr clever vom Sepp: Den Sponsorenvertrag mit Hyundai-Kia bis 2022 hat die FIFA vor wenigen Wochen gesichert – nun tritt man Chung in den Hintern.

11.19 Uhr: Kuwaits Scheich Al-Sabah, IOC-Mitglied und Präsident des Olympic Council of Asia (OCA), verkündet bereits, dass jene 25 Nationen, die gerade für Prinz Ali gestimmt haben, am 1. Juni in Zürich auch für Blatter stimmen werden.

Ich will mal nicht zu viel interpretieren, aber darüber wird gerade getuschelt auf den Fluren der Macht, im St. Regis Singapur, wo die FIFA während der Jugendspiele Quartier bezogen hat, und auch im Ritz-Carlton, wo das IOC abgestiegen ist. Probleme für Sepp werden immer amüsiert und schadenfroh zur Kenntnis genommen. Sepp und Chung allerdings sind längst wieder heim geflogen. Ein bisschen Spannung kann nicht schaden.

Was mir an der FIFA-Geschichte des Wochenendes natürlich auch gefällt:

FIFA wars flare again: Will Asia unseat Blatter?

FIFA’s Zurich headquarters is in turmoil following a spectacular confrontation between Sepp Blatter and Korean vice-president Chung Mong-joon who sources say stormed out of a meeting threatening to bring the president’s 13-year reign to an end.

In Seoul in February Asian football president Mohamed Bin Hammam, with Chung at his side, had rocked FIFA’s superficial serenity when he announced that the region would run a candidate against Blatter at the presidential election due in May next year.

Bin Hammam, from Qatar, is backing his country’s bid to stage the World Cup in 2022 and Blatter hastened to pledge his whole- hearted support. It smelled of a deal to give Blatter one more term but that decision is in early December leaving the Asians free to organise a challenge in the following five months.

Sources at FIFA say that Chung walked out of the meeting shouting that nothing would stop him challenging the President for FIFA’s leadership next year.

The chill between the three men was captured in what was scheduled to be a convivial photo-call in Singapore last Wednesday on the eve of the Youth Olympics with Chung and Bin Hammam looking stony-faced and Blatter grinning sickly.

The bust-up is thought to have been triggered by Blatter’s forced admission in late June that a handful of FIFA’s leaders pocketed huge kickbacks from the now defunct ISL marketing company in return for awarding billion-dollar World Cup contracts.

Although former ISL executive Jean-Marie Weber admitted in a Swiss courtroom two years ago that around $100 million had been trousered by FIFA bosses, Blatter cut a deal with prosecutors that a corruption probe would end in return for a payment of around £3.3 million and the formal statement of guilt. In return the names of the bribe-takers would be kept confidential.

Blatter also agreed that FIFA would foot the costs of the investigation. The compromise was reached after certain FIFA leaders refused to be interrogated in Switzerland, making if difficult for prosecutors to indict them.

In a bid to keep support for his plan to run for a further term Blatter announced at the FIFA congress in Johannesburg in June that he was giving a $250,000 one-off handout to every national association – the voters in the upcoming presidential election – zwith few strings attached.

The animosity between the two men runs deep. In late 1995 Chung had fought – and failed – to block Blatter’s determination to award lucrative World Cup marketing and television rights to the ISL company, holding a secret meeting with executives from the rival IMG company who insisted they would bid more than ISL – but would not pay bribes to get the business.

Chung made no attempt to hide his disgust with Blatter in his speech opening the FIFA congress in Seoul, on the eve of the 2002 World Cup. Side-stepping the expected platitudes he told shocked delegates, ‘‘FIFA is now in a serious organisational crisis. FIFA’s pride, our pride is damaged. FIFA is divided.’

Chung was backing a bid to unseat Blatter and continued. ‘I believe this congress will decide the long-term fate of FIFA and world football. The real problems of FIFA will not disappear with the election. The issue is, will FIFA be able to restore our prestige and respect?’ Efforts to topple Blatter failed.

Since then the scandals of Blatter’s reign have intensified with allegations of bribes, ticket rackets and vote-rigging reaching a new low this year with the revelation that the President’s nephew Philippe Blatter had been awarded a World Cup corporate hospitality contract.

Chung, a billionaire 15 years younger than the 74-year-old Blatter, may have been voicing his frustration before weighing up whether he can launch a successful bid. But if elected next year he would be expected to fumigate FIFA after three decades of corruption and clear out senior executives who have helped Blatter cover up the deep-rooted malaise.

Several long-serving Blatter aides are said to fear that if he is evicted they may also be forced out before qualifying for their pensions. Sources inside FIFA HQ say that Blatter is currently diverting FIFA resources to a campaign to have him awarded a Nobel Peace prize before he departs.

Blatter’s dilemma is whether he should try to marshal enough support for a fight with the canny member of the family that owns the Hyundai company that includes Kia cars or retire on health reasons before any challenge is made public.

1) Ich habe von Mohamed keinerlei Mandat, weder bezueglich einer etwaigen Kandidatur, noch ein anders lautendes. Es trifft zu, dass wir im vergangenen Jahr ein Mandat hatten, ihn bei seiner Wiederwahl ins FIFA ExCo zu beraten. (…) Mohamed und ich sind uns seit Jahren freundschaftlich verbunden, daran aendert sich auch heute nichts, genausowenig wie sich an meiner freundschaftlichen Beziehung zu Joseph nichts aendert. Das eine schliesst das andere nicht aus. In der Vergangenheit fuehrten wir ab und an Beratungsauftraege fuer Mohamed, bzw die AFC aus. Was bei dieser Spekulation – welche von Jennings lanciert wurde und wie das meiste, was der Typ von sich ruelpst, frei erfunden ist – offenbar etwas durcheinander geriet, ist das pro bono Mandat fuer den jamaikanischen Fussballverband; letzeres steht in Zusammenhang mit meiner persoenlichen Verbundenheit zu Jamaika und der Beratungstaetigkeit, welche ich fuer ein Ministerium der jamaikanische Regierung seit etwas weniger als drei Jahren wahrnehme.

Wenn Sie inskuenftig diese Fakten verwenden, wird nichts Falsches geschrieben.

Ich habe mit Peter Hargitay in 2003/2004 über einen längeren Zeitraum für eine TV-Dokumentation über Joseph Blatter kooperiert. Ich habe ein einigermaßen erträgliches, wenngleich angespanntes und von gelegentlichen Ausbrüchen geprägtes Verhältnis zu ihm, würde ich behaupten. Wir agieren auf unterschiedlichen Seiten. Wir haben diametrale Interessen. Das wird sich nie ändern.

FRANK LOWY claims to not enjoy controversy but that hasn’t stopped Football Federation Australia’s chairman from hiring one of international football’s most colourful characters to help his dream of bringing the 2018 or 2022 FIFA World Cup to Australia.

Meet Peter Hargitay, a Swiss-Hungarian ”fixer” and genuine international man of mystery, recently hired by FFA to boost Australia’s World Cup bid at the expense of Australian taxpayers.

His job, according to FFA, is to provide “high-level strategy and networking advice and counsel”, while Hargitay also claims to offer FFA “relationship building and advice to the FFA in matters of relevance to Australia’s bid for the 2018 and 2022 World Cups”.

FFA refuses to reveal how much it is paying Hargitay and his company, European Consultancy Network, even though funding for Australia’s World Cup bids comes from a $45.6 million Federal Government grant.

At times elusive and initially reluctant to speak about his role for Australia, Hargitay consented to a rare interview, via email and under strict conditions that his answers be “published in their original form, not shortened, edited or amended in any way, shape or form. If changes are made in one answer, the entire interview MUST NOT be used.”

(Still, some questions and subsequent answers for this article have been condensed or omitted for reasons of space).

Born in Hungary in 1951, Hargitay is undoubtedly as well connected as his language skills are broad.

He speaks fluent English, Hungarian, German, French and, he said, “reasonably fluent in Spanish and have a fair command of Portuguese, get by in Dutch and read/understand Swedish and Romanian. If you want to count Jamaican patois and Swiss German, you can add those to the list as well.”

Hargitay grew up in Switzerland where he played football as a junior. He says he still follows FC Basel but is also a season ticket-holder at Chelsea, a team he has followed for the past 10 years.

But importantly, Hargitay was “special adviser” to FIFA president Sepp Blatter, one of the most powerful men in world sport, until December 2007 when he quit that role to work for England’s 2018 World Cup bid.

Last May, Hargitay narrowly escaped disaster when an earthquake destroyed a Chinese airport from where a private jet he was travelling in had just taken off.

His fellow passengers? Asian Football Confederation president Mohammed Bin Hammam and controversial FIFA vice-president Jack Warner.

The connections firm up.

Hargitay is an adviser to Bin Hammam, who is a close associate of Lowy.

Earlier this year, Hargitay oversaw Bin Hammam’s bitter, but ultimately successful, election for a place on FIFA’s executive committee.

“I have been [Hammam's] adviser for a number of years and enjoy his friendship,” Hargitay told The Sun-Herald. “There are numerous areas where we have worked together over time, primarily pertaining to developing football in Asia, which is his great passion.

“I continue to be close to the AFC president and was happy to assist him and his team during the election for membership in the FIFA executive committee.”

The European Consultancy Network was involved in the early stages of England’s 2018 bid before Lord Triesman was appointed chairman of their campaign and called for all outside consultants to reapply for their jobs through a tender process.

The European Consultancy Network declined and the Daily Mail reported Hargitay’s team lost a “seven-figure contract” (in British pounds) with the Football Association in the process.

Hargitay denies the England deal was that lucrative.

“The seven-figure contract is a myth,” he said. “Our initial work was in the high five figures and would have been in the six over a period of two years.

”We received a fee of £75,000 ($134,000) plus expenses for the first phase of our work; upon conclusion and delivery of the strategic plan, we received a further £25,000 fee. As for Australia, our contract is less than that.

“After we concluded our work for the England bid, we were approached by several countries, none of which we were interested to work for,” Hargitay added. “We put a proposal to the FFA, which was accepted and ECN and I were asked to join them as consultants.”

Hargitay’s colourful CV extends far beyond football, however.

He spun public relations for the Union Carbide chemical company after the infamous 1984 factory meltdown in Bhopal, India, which killed at least 3000 people at the time and more than 20,000 since from after effects.

Hargitay also worked for Marc Rich, a US tax-fraud felon, one of America’s most wanted, and notorious as a sanctions-buster during South Africa’s apartheid regime.

In 1995, Hargitay was arrested, and later acquitted, of cocaine trafficking by Jamaican police.

In 1997, he was arrested by Interpol in Miami after Hungarian officials sought an extradition order and served seven months in prison as a flight risk after being charged with conspiracy to import 18 kilograms of cocaine to the United States.

He subsequently won an acquittal on all charges.

“It was indeed ‘something of an experience,’” Hargitay said when asked if there was anything positive to take from that period in his life.

“Yet, what happened 11 years ago has no bearing on my work and ‘acquitted of all charges’ is an accurate summary of what happened. Other than that, I see no reason to revisit a matter ad nauseam where I won and powerful people who tried to frame me lost. The facts speak for themselves.”

In 1999, Hargitay was employed by Swiss company ABI, which claimed to specialise in “covert operations assignments”, according to its website.

But it was with the consultancy network and FIFA that he perhaps found his true calling.

Hargitay’s son, Stevie, is a partner in the Cyprus company (father and son shared executive producer credits on the FIFA-backed movie trilogy Goal!) and other consultancy network employees have included former FIFA director of communications Markus Siegler.

A European Consultancy Network website, since shut down, once claimed to help clients “stay out of the media” … “and to prepare such briefs, news items and alternative scoops that would divert, detract and destabilise imminent media interest.”

Outside of football, the European Consultancy Network’s clients include a Swiss private bank with interests in the Middle East and, in an amazing turn of events after his earlier legal drama in the country, Hargitay is now an adviser to Jamaica’s Minister for Transport and Works, as well as a member of Switzerland’s federal parliament, among others. He recently earned PR points for his idea to hand out show bags advertising Australia’s bid at a recent football industry convention in London. As for Australia’s chances in 2018 or 2022, what feedback has Hargitay received from FIFA’s executive committee?

“I understand that Australia’s technical bid team have made the best impression of all,” he said. “They always meet all the deadlines, they are disciplined, attend all relevant FIFA meetings, deliver all requested materials in a complete manner and have demonstrated a determination and skills that have impressed many at FIFA.”

Whether that’s worth a consultancy network invoice being paid by Australian taxpayers is something for FFA boss Lowy’s judgement.

Already well connected to FIFA’s executive committee – the 24 men who vote for World Cup hosts – through his place on the organising committee for the 2010 FIFA World Cup, Lowy would not comment on Hargitay’s appointment.

In a statement, FFA confirmed the consultancy network had been working for Australia since January, adding, “FFA does not disclose the detail of arrangements with consultants.”

“I probably did rather well over time, which is why the trust grew and so did the quality and intensity of my mandate,” Hargitay said, when asked of his key relationship with FIFA president Blatter. “Whether my work for FIFA and its president was an important role, as you say, is not something I would want to qualify in those terms.

”Any mandate is equally important to me and to my team. That is the nature of the beast called consulting.”

Die Frage ist, ob dieser Schlüssel zum Glück im Sommer nächsten Jahres neu programmiert werden muss. Ob die Finger eines anderen FIFA-Supremo eingescannt werden müssen. Oder ob sich Sepp nicht schon früher verabschiedet.

THE OLD MAN, he’s 74 in a few weeks, sits upright in his uncomfortable leather chair and gazes towards his interviewer a yard and a half from his eyes. He’s been waiting many months for her and, appreciating her good fortune, she is reverential, notebook on her knee and pen in hand but only the audio recorder balanced on the arm of her matching chair can capture the nuances of his long-rehearsed delivery.

All must be in its place for the set-piece, decorating his life’s narrative. Behind his head, a replica golden World Cup Trophy. On the coffee table is a branded banner, maybe 18 inches high, with his final attempt to be taken more seriously than he knows he deserves, the contrived slogan ‘For the Game, For the World.’

He is dressed as the mortician would like to receive him, pale blue shirt, slightly darker tie, dark suit, skull polished, remaining hairs smoothed back to his neck. Outside the polished aluminium window frame it is still late winter on the bleak hill above Zurich. (…)

Over-shadowing the endgame of Patriarch is the flapping jalabiyya of the man who once bankrolled him but now, between mouthfuls of honey, dates and coffee, practices swinging the curved executioner’s sword.

‘With Mohamed, we had a wonderful time together as friends up to the last congress in May,’ says Patriarch. ‘All of a sudden our friendship was broken. Ask him, why? I don’t know.’

OH YES HE DOES. Patriarch went behind the back of the man from the Gulf, and 14 months from now there must be retribution in football’s Chop Square. Such an inept manoeuvre shows the Big P is losing his touch. To mock a man backed by an Emir’s billions is unwise.

The alliances that will form the death squad are still being negotiated. There’s a second shadow, a kimchi billionaire of heavy industry and politics from the Far East and nearer home, dangerously near, across a few Alpine ranges to the south and closeted with his advisors in his modern palace overlooking Lac Geneva, the third shadow of a charismatic, curly-haired, beautiful former athlete.

Unlike Patriarch, this man’s tie, shirt collar and jacket always look dishevelled, as if he’s come straight from a kickabout in the car park. In his homeland, France, he cannot walk the streets without being mobbed. Patriarch never knew such popularity, such love. (…)

When his long-time Polish girlfriend Ilona walked out in late 2008 he knew his game would henceforth be going down, not up. Increasingly disorientated, he has fumbled his way through recent public appearances.

He giggled away concerns of John Terry’s philandering as ‘Anglo Saxon’ exceptionalism. ‘If this had happened in, let’s say, Latin countries, then I think he would have been applauded.’ There was a kind of group holding of breath. Then embarrassment rippled across the world.

When Patriarchs summon God to support their cause, you can hear the mortician cough and reach for his measuring stick. ‘If I’m still wanted by the congress and God will give me health I will go, but if the congress says no, then I will say ‘thank you,’ meaning he’s undecided when exactly to reach for his coat and turn in the car keys.

Uh huh. Why did she wait so long to give us this second, fin de siècle announcement. It is because she defers to the Great Dictator but we are the lucky ones because she lets him dictate his obituary as he would wish it were constructed for his favourite newspaper, the Neue Zürcher Zeitung.

BACK TO Patriarch’s custom-built mirror. He dazzles himself with talk of his 35 year ‘mission’ to make the world a better place but still his meanness writhes in a dark corner as he tells her that ‘unlike former presidents’ (that’s one in the shrivelled nuts for the previous Patriarch, now aged 93 and, in Rio, beyond the reach of the Swiss cops) he has been ‘committed to a wide range of humanitarian projects.’

Ich war immer skeptisch und habe die nimmermüde, einmalig begeisternde Euphorie meines Freundes Andrew Jennings selten verstanden, diesmal aber komme ich ins Grübeln. Denn es ist ja so: Die neuen Herausforderer Bin Hammam und Chung haben nicht nur Geld und eine Hausmacht, sie haben im Laufe der Jahre Wissen angesammelt, das Sepp akut gefährdet.

Nicht zu vergessen: Während des Wahlkampfes um die FIFA-Präsidentschaft, während der gigantischen Schlacht um die Weltmeisterschaften 2018/2022 bleibt der Posten des Chefs der FIFA-”Ethikkommission” verwaist – denn Lord Sebastian Coe hat sich ja vor mehr als einem Jahr beurlauben lassen.

Sollte man deshalb besser sagen: Die FIFA hat weder eine Ethik, noch eine Ethikkommission, noch Mitglieder einer Ethikkommission? (Der Link auf der deutschen FIFA-Webseite führt ins Leere, auf der englischen Variante steht seit langer Zeit: The new composition of this committee will be confirmed in due course.)

Geschäftsethik beweist die FIFA auch nicht immer. Der VISA-Mastercard-Gerichtsgang, der den Verband rund 100 Millionen Franken kostete, hat das einst grandios bestätigt. In den Gerichtsakten fand sich damals eine FIFA-interne Email, in der sich die Kameraden um den damaligen Vielfachlügner, danach von Blatter gefeuerten und kurz darauf zum Generalsekretär ernannten Jérôme Valcke gefragt:

“Was müssen wir tun, dass es wenigstens ein bisschen so aussieht, als habe die FIFA-Geschäftsethik?”

Sehr gute Frage. Nächste Frage bitte. Oder mal Jack Warner fragen.

Allianz gegen den Alleinherrscher

Asiens Konföderationschef Mohamed Bin Hammam will Fifa-Präsident werden und die Ära von Joseph Blatter beenden

Im Fußball-Weltverband Fifa steht ein Machtwechsel bevor. Die beiden mächtigsten asiatischen Fußballfunktionäre haben sich gegen den Fifa-Präsidenten Joseph Blatter, 73, verbündet und eine Gegenkandidatur für die Präsidentenwahl im kommenden Jahr angekündigt. Asiens Konföderationschef Mohamed Bin Hammam (Katar) und der südkoreanische Milliardär Chung Mong-Joon, ein Sohn des Hyundai-Gründers, traten in Seoul gemeinsam vor die Presse. Das allein grenzt schon an ein Wunder, denn beide waren bislang verfeindet und haben sich noch im vergangenen Jahr hässliche Verbal-Scharmützel geliefert. “Wir würden gern einen Asiaten als Fifa-Präsidenten sehen”, sagt Bin Hammam nun, “unseren Kandidaten wird ganz Asien unterstützen.”

Im Privatjet des Emirs

Vor wenigen Wochen hatte Bin Hammam bereits die arabische Fußballwelt befriedet, als er sich mit Scheich Salman Al-Khalifa aus dem winzigen Nachbarland Bahrain versöhnte. Scheich Salman hatte ihn 2009 bei der Wahl zum Präsidenten der asiatischen Konföderation AFC herausgefordert und war von Chung unterstützt worden. Bin Hammam drohte damals Salman und Chung: “Wer sich mir in den Weg stellt, dem schlage ich Kopf, Hände und Beine ab!” Wenn Bin Hammam, Fifa-Vizepräsident Chung und Scheich Salman kooperieren, wird Asien geschlossen hinter dem Herausforderer stehen. Das Trio gebietet über unerhörte finanzielle Mittel. Diese Allianz dürfte das Ende der Ära Blatter einleiten. Blatter kam 1975 als Entwicklungshilfedirektor zur Fifa, wurde 1981 Generalsekretär und ist seit 1998 Präsident. Bei seiner ersten Wahl, überschattet von Korruptionsvorwürfen, versprach er, nur zwei Amtszeiten lang zu agieren. 2011 aber tritt er zum vierten Mal an, was Bin Hammam vor einiger Zeit kritisierte; er forderte damals eine Begrenzung auf drei Amtszeiten.

Es gibt kaum Zweifel daran, dass der 60-jährige Bin Hammam Blatters Herausforderer wird. Pikanterweise wird er von Peter Hargitay beraten, dem ehemaligen persönlichen Berater Blatters. Seit 1998 hat Bin Hammam, ausgestattet mit einer Blankovollmacht des Emirs von Katar, mit dem er eng befreundet ist, Blatter stets unterstützt und viele Stimmen in Asien und vor allem Afrika gesichert. Wochenlang tourte man im Privatjet des Emirs durch die Dritte Welt, verteilte Bares und leistete sogenannte Entwicklungshilfe. Blatter hat einmal gesagt, es sei nur normal, dass Bin Hammam dafür Gegenleistungen erwarte und bekomme. Bislang gingen diese Stimmen stets an Blatter. Künftig gehen sie an Bin Hammam persönlich.

In der 106-jährigen Geschichte der Fifa gab es bislang acht Präsidenten – den Brasilianer João Havelange und sieben Europäer. Dieses Momentum für einen neuen Kontinent ist nicht zu unterschätzen. Asien und Afrika stellen zusammen etwa die Hälfte der 208 Stimmen im Fifa-Kongress. Blatter lässt sich zitieren: “Es gibt nun offenbar Kandidaten für 2011. Meine Position aber hat sich nicht geändert: Ich habe meine Mission noch nicht beendet, und wenn der Kongress so entscheidet, dann stehe ich zur Verfügung. Die Wahlen sind aber erst 2011.”

Blatter taumelt derzeit von einer Krise zur nächsten und steht mit der Weltmeisterschaft in Südafrika vor einer kolossalen Herausforderung. Kürzlich musste er auf Druck einiger Exekutivmitglieder – Drahtzieher war ebenfalls Bin Hammam – in Jérôme Champagne seinen wichtigsten Mitarbeiter entlassen. Die Hilfe des französischen Diplomaten, der lange Jahre exklusiv mit den Fifa-Nationalverbänden verhandelt und sich selbst eine Hausmacht erarbeitet hatte, würde der Präsident Blatter jetzt brauchen.

Der Ruf des Geldes

Parallel zum nun eröffneten Wahlkampf und zu den WM-Vorbereitungen laufen die Bewerbungen um die beiden Weltmeisterschaften 2018 und 2022. Auch hier tut sich Erstaunliches: Für 2018 könnte Russland dem Favoriten England den Rang ablaufen. Für 2022 gelten Australien und die USA als Favoriten. Es bewerben sich auch Katar und Südkorea – die langjährigen Streithähne Bin Hammam und Chung sind also direkt beteiligt und werden einen Deal anstreben.

Wenn Asien sich einig ist und die meisten Stimmen aus Afrika sicher hat, fehlt nur noch das Stimmenpaket aus der Konföderation von Nordamerika und der Karibik (Concacaf), dann wäre Blatter geschlagen. Fifa-Vizepräsident und Concacaf-Boss Jack Warner, Skandalnudel aus Trinidad, gebietet mittlerweile über 40 Stimmen. Warner kennt keine Freundschaften, er folgt allein dem Ruf des Geldes. Da hat Blatter nichts zu bieten – Mohamed Bin Hammam und Chung Mong-Joon locken indes mit märchenhaften Reichtümern für alle, die helfen, Joseph Blatter zu stürzen.

Ich vermute mal, Asiens Ankündigung wird den UEFA-Präsidenten Michel Platini dazu zwingen, selbst anzutreten. So könnte es noch sehr lustig werden. Eine FIFA-Wahl mit drei Kandidaten? Blatter, Mohamed Bin Hammam oder Chung Moon-Jung und Platini?

Die Chaos-WM in Südafrika, die Präsidentenfrage und der von Joseph Macchiavelli Blatter initiierte irre Wettbewerb um die Fußball-Weltmeisterschaften 2018/2022. Alles parallel. Ich bin gespannt, ob und wie die FIFA das meistert.

Jedenfalls, Asiens Fußball-Präsident Mohamed Bin Hammam (Katar) und Südkoreas Primus, der Milliardär Chung (Hyundai-Dynastie), die ihren Hass aufeinander nie verbergen konnten und sich heftig bekämpft hatten, haben sich verbündet. Allein schon der Umstand, dass die beiden heute in Seoul eine gemeinsame Pressekonferenz gaben, ist eine Sensation. Was sie mitteilten erst recht.

Asian candidate for FIFA Presidency

Mohamed Bin Hammam: We would like to see an Asian as the President of FIFA. This represents and reflects the importance of our continent. The AFC’s slogan is ‘The Future is Asia’. And this is true in all spheres of the sport. I believe that the time has come for an Asian to come forward for this position. And there is more than one potential candidate available from Asia to lead world football. When we have that person I hope the whole of Asia will unite behind him.

On Dr Chung

Mohamed Bin Hammam: We have had our differences. We have used our differences for the benefit of Asian football. Today, our agreements are more than our differences. Now I and Dr Chung have more agreements than differences. I have to thank Dr Chung for making this happen because in our Executive Committee meeting in November 2009 he told all the members that the past was past and it was time to re-unite behind the AFC President.

Da hat also mein alter Freund Peter Hargitay als Spin Doctor offenbar ganze Arbeit geleistet. Hier mal ein Schnappschuss, den ich beim FIFA-Kongress 2003 in Doha gemacht habe, als Hargitay (der Mann mit dem breiten Scheitel im Hintergrund) noch für Sepp als Personal Advisor anschaffte. Blatter ließ ihn später fallen (er hält es nie lange aus mit Mitarbeitern, heuert und feuert auf FIFA-Kosten nach Belieben), so dass Hargitay die Seiten wechselte und für Bin Hammam werkelt.

Bitte mal genau hinsehen: Wenn beobachtet Hargitay wohl? Etwa Sepp oder schaut er nicht etwa doch zu Bin Hammam (rechts leider abgeschnitten im Bild) und überlegt, dass in Katar viel bessere Geschäfte zu machen sind als in Zürich?

Das kann das Ende der Ära des Sepp Blatter sein. Schätze, auf den Konjunktiv kann ich verzichten. Denn Bin Hammam, um nur ein Beispiel zu nennen, hat ihm seit 1998, seit der ersten Wahl in Paris gegen Lennart Johansson, die Stimmen in Afrika gesichert. Die fallen nun weg.

Update, 18.2., 10.42 Uhr (Pacific Time): Email von der FIFA. Der Präsident ist überraschender Weise nicht für mich zu sprechen. Folgendes Zitat aber könne ich gern verwenden, heißt es:

Ich bin zufrieden. Es gibt nun offenbar Kandidaten – aus Asien – für die FIFA Präsidentschaft im Jahr 2011. Meine Position hat sich nicht geändert: Ich habe meine Mission noch nicht beendet, und wenn der Kongress so entscheidet, dann stehe ich zur Verfügung. Die Wahlen sind aber erst im  Juni 2011. Wir konzentrieren uns jetzt aber darauf, eine erfolgreiche Fussball-Weltmeisterschaft in Südafrika durchzuführen.

Sollte sich auch noch Jack Warner mit seinen 35 CONCACAF-Stimmen auf die Seite der Asiaten schlagen und sich etwa von Chung bezahlen lassen (Geld genug ist ja vorhanden in der Hyundai-Kriegskasse und auf den Konten des Emirs von Katar), ist alles vorbei.

Ohne Bin Hammam und Jack ist Blatter ein Nichts. Er tut mir schon jetzt leid, denn ich mag ihn ja. Er leidet. Er hat Angst. Er ist einsam. Die plötzliche Trennung von Jérôme Champagne vor einigen Wochen hatte schon angedeutet, dass er den Fliehkräften nicht mehr stand halten und heftig aus der Bahn geschleudert werden könnte.

Andrew Jennings

Andrew Jennings, der hier im Blog schon zum Kandidaten für den vakanten Posten des Fifa-Ethikchefs gewählt wurde, entscheidet sich für die offensive Verteidigung und veröffentlicht den kompletten Vorgang (“Who poisoned AFC voting?”) auf seiner Webseite Transparency in Sport. Darunter sind auch hoch interessante Dokumente, die er bislang noch nicht veröffentlicht hatte. Noch existiert die Website, mal sehen wie lange, denn die Auseinandersetzung zwischen AJ und Peter Hargitay geht wohl vor Gericht – was nicht unbedingt überraschend ist, wenn sich Fußballoffizielle mit Journalisten streiten, doch in dieser Schärfe ist der Vorgang schon besonders.

Wenn ich das anwaltschaftliche Schreiben richtig verstehe, rechnet Peter Hargitay den “Schaden” hoch, der ihm durch die Berichterstattung von Andrew Jennings entstanden sein soll. Zentraler Punkt dabei dürfte jener Auftrag sein, den sich Hargitay einst gemeinsam mit dem ehemaligen Fifa-Kommunikationsdirektor Markus Siegler erhofft hatte: Die Begleitung der englischen Bewerbung um die Fußball-WM 2018.

Dies ist die bizarre Geschichte eines der bislang mächtigsten Fußballfunktionäre der Welt. Eines Mannes, der Stammgast ist hier im Blog, und der als Kronprinz des Fifa-Präsidenten galt. Der Blatter bei zwei von Korruptionsvorwürfen überschatteten Wahlen – 1998 und 2002 – in Afrika und Asien mit Petro-Dollars Stimmen beschaffte. Der für Blatter Drecksarbeit verrichtete, bis heute das berüchtigte Fifa-Entwicklungshilfeprogramm („Goal”) leitet, das Insider auch als Stimmenbeschaffungsprogramm betrachten. Der seine Schuldigkeit getan hat, zu gefährlich wurde und deshalb fallen gelassen wird von Blatter: Mohamed Bin Hammam aus Katar.

Bin Hammam gehört seit 1996 dem Fifa-Exekutivkomitee an, ist seit 2002 Präsident der Asian Football Confederation (AFC). Hübsch sein Profile auf der AFC-Webseite:

Quiet and unassuming, Mohamed bin Hammam is a man who lives by the maxim that actions speak louder than words. As his CV clearly shows, he is indeed a man of action who has helped to lay the foundation for the growth of football in Qatar by emphasizing on the development of the game at different age levels. His visionary efforts has led to Qatar consistently claiming the honours in Asian football and also qualifying for FIFA’s under-17 and under-20 tournaments.

Mohamed bin Hammam has pledged to ensure that all AFC member associations will be given every opportunity to progress. He has also pledged to build strong bonds of friendship and unity within the Asian football family under his leadership. His qualities of leadership have now propelled him to the highest position within Asian football. “It is my desire to see Asian football excel on the international stage. Despite the size of the Continent and the difficulty we have in developing football, Asia has made much headway over the past decade. I believe that it will not take us very long to make an even bigger impact on world football,” he says.

Doch kommenden Freitag, an seinem 60. Geburtstag, wenn in Kuala Lumpur der AFC-Kongress tagt, könnte die steile Karriere Bin Hammams beendet sein. Ganz plötzlich. Denn Bin Hammam hat einen Anfängerfehler gemacht. Vor einigen Monaten sprach er aus, was er dachte. Im Herbst 2008 forderte er öffentlich, die Fifa-Präsidentschaft auf drei Amtszeiten zu begrenzen.

“I want to see a term limit for the presidents of all of the confederations, FIFA included.’

“The more you stay, the longer you are in power – whether you like it not and no matter who you are – the less evolution there can be.”

“Some of the statutes have been inherited, so if the international governing body will insist on a limitation related to the presidencies of the national associations and FIFA, I think that will be a great help.”

“Sepp Blatter actually proposed that some years back, and it was rejected by the executive committee.”

Bin Hammam erklärte später, er habe den Namen Blatter im Interview nicht genannt. Doch er kam da nicht mehr raus: Es war ein Affront gegen Blatter, der 2011 zum vierten Mal und 2015 womöglich zum fünften Mal antreten wird – obwohl er 1998 während der ersten Kandidatur versprochen hatte, Fifa-Chefs sollten nur acht Jahre regieren. Der Hinweis auf dieses Versprechen Blatters wurde an der Zürcher Tafelrunde als besondere Gemeinheit aufgefasst.

Bin Hammam, der sonst so Coole, war ungeduldig geworden. Dabei hatte er doch einst so treffend ein Grundgesetz dieser Parallelgesellschaft formuliert: „Es macht keinen Sinn, gegen Blatter anzutreten. Er ist unantastbar”, sagte Bin Hammam. „Niemand kann gegen ihn gewinnen.” Dumm nur, dass er vergaß, sich daran zu halten. 

Kaum hatte Bin Hammam seine Forderung erhoben, geriet er selbst in Bedrängnis: Wenige Wochen später bewarb sich überraschend Scheich Salman Al-Khalifa aus Bahrain um seinen Platz im Fifa-Exekutivkomitee, über den der AFC-Kongress am Freitag entscheidet. Der Scheich will gar nicht AFC-Boss werden, er will nur Bin Hammam in der Fifa stürzen – und er wird von etlichen Blatter-Vertrauten unterstützt, etwa dem langjährigen AFC-Generalsekretär und heimlichen Herrscher Peter Vellapan, wie ich bereits beschrieben habe.

Bin Hammam sagt:

“The future is Asia.”

Scheich Salman sagt:

“Asia for change!”

Diesen Zweikampf auf eine vermeintliche Auseinandersetzung von Gut (Salman) gegen Böse (Bin Hammam) zu reduzieren, greift sportpolitisch zu kurz und erzählt nur die halbe Geschichte. Bin Hammam ist nicht mehr und nicht weniger ein Fußball-Rambo als Blatter oder Scheich Salman. Bin Hammam ist eher nicht in einem Atemzug zu nennen mit Figuren wie Scheich Al-Sabah (Kuweit), der im IOC und zahlreichen Weltverbänden (Handball, Korruption!) sein Unwesen treibt und mit seinem Olympic Council of Asia (OCA) auch in der AFC-Auseinandersetzung munter mitmischt. Ich habe das mal so gesehen, inzwischen glaube ich, manches weiß ich: Es gibt etliche Abstufungen in den Untaten, in Charakterfragen, Macht, Einfluss, Reichtum und Persönlichkeitsprofil. Man täte Bin Hammam Unrecht, ihn mit Al-Sabah auf eine Stufe zu stellen.

Interessant auch dieser Aspekt: Scheich Salman gehört als Cousin des Königs zur herrschenden Kaste Bahrains. Bin Hammam ist der einzige arabische Spitzenfunktionär im olympischen Weltsport, der nicht aus einem Königshaus oder Herrschaftsfamilie stammt. Wenn man das überhaupt so sagen darf, gehört Bin Hammam eher dem bürgerlichen Lager an. Er ist kein Blaublut. Allerdings gut befreundet mit dem Emir von Katar, er erhält schneller Audienzen als mancher Minister, versichert mir ein Informant.

Ein Bild aus friedlicheren Tagen, aufgenommen im Februar 2008 (Screenshot, copyright www.fifa.com), als Blatter Katar und Bahrain besuchte und sich mit Bin Hammam (l.) und Scheich Salman (M.) zum Freundschaftsfoto stellte – und Sepp selbstverständlich einen Orden kassierte (Nr. 36 auf dieser Liste).

Die Auseinandersetzung zwischen den Vertretern zweier steinreicher Zwergstaaten ist keinesfalls ein exotisches Phänomen. Der Zweikampf hat Auswirkungen auf die künftige Führung in der Fifa: Wenn Bin Hammam scheitert, bliebe Uefa-Präsident Michel Platini der einzige Kandidat auf die Blatter-Nachfolge.

Der AFC hat vier von 24 Sitzen im Fifa-Vorstand. Einen nimmt Chung Mong-Joon ein, Politiker und Manager aus Südkorea, ein Sohn des Hyundai-Gründers. Hyundai zählt zu den Fifa-Sponsoren. Chung und Bin Hammam werden, sorry, als Todfeinde beschrieben. Zumindest ist sicher: Sie hassen sich. Chungs Platz in der Fifa war bislang unangetastet, aber Bin Hammam will diesen Platz automatisch dem AFC-Präsidenten zuschreiben. Drei weitere asiatische Vorstandsposten werden in Ost-, Zentral- und in Westasien vergeben – im Westen traditionell unter den Arabern, die längst zu den wichtigsten Finanziers des Weltfußballs gehören.

Es geht um Macht und Milliarden, Bestechung und Lügen. Die Vorwürfe von Stimmenkauf und Amtsmissbrauch, die von beiden Lagern täglich erhoben werden, lassen sich kaum zählen. Wie gesagt, auch Scheich Al-Sabah mischt munter mit – gegen Bin Hammam.

Das Duell sorgt für diplomatische Verwicklungen auf höchster Ebene. Schließlich bewerben sich zeitgleich fünf AFC-Verbände um die Fußball-Weltmeisterschaften 2018 und 2022: Australien, Katar, Japan, Südkorea und Indonesien.

Scheich Salman sagte über Bin Hammam:

„Dieser Mann ist ein Diktator und ein großes Risiko. Er muss weg.”

Bin Hammam sagte über Scheich Salman und Chung:

„Wer sich mir in den Weg stellt, dem schlage ich Kopf, Hände und Beine ab.”

Was er dann flink als arabische Redewendung abtat. Das sagt man halt so.

Fein geht es also nicht zu, die jüngste Reuters-Meldung lautet: “Bitter Asian power battle reaches pivotal climax“. Beide Seiten zeigten ihre Gegner bei der Fifa-Ethikkommission an. Bei jenem Witz-Gremium, dessen Vorsitzender Sebastian Coe gerade von Blatter beurlaubt wurde, da er sich als Organisationschef der Olympischen Sommerspiele 2012 in London ausgelastet sieht. Am Sonntag forderten nun 24 der 46 AFC-Verbände die Fifa auf, die Wahlen in Kuala Lumpur zu überwachen. Bin Hammam hatte zuvor fünf Verbände – Kuwait (!), Laos, Ost-Timor, Afghanistan und die Mongolei – suspendieren lassen. Die Fifa hob das Urteil auf. Bin Hammam will das wiederum nicht akzeptieren. Die Lage ändert sich stündlich.

Nachtrag, 14.01 Uhr: Gerade erhalte ich eine Email aus Kuala Lumpur, allerdings von einem PR-Bediensteten der Bin-Hammam-Gegner. Peter Vellapan, AFC-Generalsekretär von 1978-2007, zündelt weiter und skizziert das Szenario der Spaltung des AFC: “The five countries barred from voting could immediately resign and if a number of other countries follow suit, disgusted by Hammam’s dictatorial style of leadership, we may have a major AFC split. Among the consequences, FIFA could suspend recognition of the AFC and call on the Asian associations to convene an extraordinary meeting to elect a new confederation.”

Freie Wahlen, Transparenz, Überwachung – mit dem Aufpasser Fifa? Absurd wurde es, als ausgerechnet Blatter die Kombattanten per Kommuniqué zum Fairplay ermahnte. Putzig auch dies: Peter Hargitay, Blatters in Ungnade gefallener langjähriger PR-Berater, arbeitet nun für Bin Hammam.

Am Freitag entscheidet sich die Zukunft von Bin Hammam als Fußball-Funktionär: Kann es ganz nach oben gehen, irgendwann? Oder ist seine Karriere beendet? Denn wenn er gegen Scheich Salman verliert, wird er als AFC-Präsident zurücktreten, hat er gesagt.

So schnell kann es gehen. Eben noch war er gemeinsam mit Jack Warner Blatters wichtigster Helfer. Nun ist er eine Gefahr. Er wird nicht mehr gebraucht. Er, der den Emir dazu brachte, Blatters Wahlkämpfe zu sponsern. Doch im Kampf um die Macht kennt Sepp Blatter, Beschwörer der Heiligen Familienbande, keine Dankbarkeit, keine Freunde und nicht einmal Verwandte. Das hätte Bin Hammam eigentlich wissen müssen.

Denn jeder im Inner Circle der Fifa kennt doch die Geschichte, wie Blatter Anfang der 1980er Jahre Fifa-Generalsekretär wurde: Er half dabei, einen gewissen Helmut Käser mit schmutzigen Tricks aus dem Amt zu drängen, um dessen Posten zu besetzen. Käser hat alles aufgeschrieben, seine Notizen sind gut erhalten. Ich denke, ich werde demnächst mal einige Passagen veröffentlichen. Jedenfalls, der gute Herr Käser hat den Schock der hinterhältigen Attacke Zeit seines Lebens nie überwunden.

Denn Helmut Käser war: Blatters Schwiegervater.

Es gilt wieder einmal einiges aufzuarbeiten in diesem Theater. Habe etliches verpasst in den vergangenen Wochen. Fangen wir also an mit dieser wunderbaren Pressemitteilung der Fifa vom 15. April, in dem unser aller Freund Sepp Blatter (r.), der Verkehrsrowdy, seinen langjährigen Wahlhelfer Mohamed Bin Hammam (l. im Bild) und dessen Widersacher in der asiatischen Konföderation AFC auffordert, sich zu benehmen. Entzückend, ein Stück Fifa-Prosa, ganz große Kunst:

Blatter drängt auf Fairplay bei Wahlen

Der Fussball basiert als weltweiter Sport auf den grundlegenden Werten von Disziplin, Respekt für den Gegner und die Spielregeln, Kampfgeist, Fairness und Moral.

Diese Grundsätze und Werte gelten auf wie neben dem Platz, also auch für die Verwaltung und die Führung des Sports, insbesondere für die Sportpolitik. Somit haben sie auch für Wahlen der leitenden Organe des Fussballs Gültigkeit.

Für meinen Teil und in meiner Funktion als FIFA-Präsident fühle ich mich verpflichtet, die gesamte asiatische Fussballgemeinschaft mit Blick auf die Wahl eines asiatischen Vertreters ins FIFA-Exekutivkomitee am 8. Mai an diese Werte zu erinnern und zur Einhaltung der Statuten, der Grundsätze und der Beschlüsse der FIFA gemäß den im Weltfussball geltenden Bestimmungen aufzufordern.

“Nobody can compete with him.” Bin Hammam, seit 1996 Exekutivmitglied der Fifa, galt eine Zeitlang als potenzieller Nachfolger des Fifa-Präsidenten und merkt nun, dass dies ein Traum bleiben wird. Ich meine, er hat Blatter sogar beeindruckt. Der Fifa-Vorsteher sagte mir mal an einem Abend in Bin Hammams Residenz in Doha: “Ich muss Ihnen ehrlich sagen, meine Wohnung in Zürich ist kleiner als das Vorzimmer in diesem Gästehaus.” Ja, aber Quadratmeter haben noch nie über eine Fifa-Präsidentschaft entschieden.

Bin Hammam hat so viel Geld in das Fußballgeschäft gesteckt, sein Verein heuerte ja einst auch Basler (“Verschwitzt ins Ritz”) und Hierro an, Bin Hammam lancierte die vielen Millionen katarischer Petro-Dollars und ungezählte Deals mit afrikanischen und asiatischen Nationalverbänden, die Projekte des Fifa-Goal-Programms, die einzigartige Fußball-Akademie Aspire und etliches mehr wie kleinere Zuarbeiten zu den Asienspielen 2006 und zur Olympiabewerbung von Doha für 2016 - und nicht zu vergessen: die Bewerbung um die Fußball-Weltmeisterschaften 2018 und 2022. Trotz des Einsatzes wird Bin Hammams internationale Karriere wohl bald enden, sie wird jedenfalls nicht nach ganz oben führen. Schade eigentlich, denn ich habe ihn gemocht, Bin Hammam ist im privaten Umgang ein höflicher, netter Kerl, hat oft zwei seiner Töchter mit auf Fifa-Terminen, die Kataris sehen das nicht so verbissen. Doch gerade läuft in Asien ein Aufstand gegen Bin Hammam, den Präsidenten der asiatischen Konföderation AFC. Ausgerechnet ein Kollege aus dem benachbarten Königreich Bahrain sagt ihm den Kampf an. Einerseits klingt das schräg, wenn hier Vertreter aus winzigen Fürstentümern um die Macht ringen, andererseits liegt darin eine Logik: Die Petro-Milliarden sprudeln immer noch, und die Kameraden dort unten haben den Sport längst als Spielzeug für sich entdeckt. Nur mal zur Sicherheit: Wer glaubt, dies sei ein exotischer Machtkampf, der irrt sich und sollte nur mal die Perspektive ändern: Dafür interessiert sich die halbe Welt.

Scheich Salman bin Ebrahim Al Khalifa will also ins Fifa-Exekutivkomitee. Bin Hammam unterstellt seinen Gegnern unfaire Maßnahmen (was ganz Neues im Fifa-Reich) und kündigt seinen Rücktritt als AFC-Chef an, sollte er im Mai in Kuala Lumpur unterliegen. Die Koreaner fordern eine Entschuldigung usw. usf.

Ich kann mir schon vorstellen, wie sich Sepp daheim in Zürich darüber amüsiert. Seine Wiederwahl 2011 ist gesichert.

Mindestens drei mächtige und einflussreiche Feinde hat Bin Hammam noch: Junji Ogura, Fifa-Exekutivmitglied aus Japan. Chung Mong-Joon aus Südkorea, Fifa-Vizepräsident, Hyundai-Spross und damit einer der Fifa-Top-Sponsoren, gewiefter Strippenzieher und gescheiterter (politischer) Präsidentschaftskandidat in seiner Heimat. Gegen Bin Hammam arbeitet auch Peter Vellapan (Malaysia), langjähriger AFC-Generalsekretär, einer größeren Öffentlichkeit kaum bekannt, aber einer der wichtigsten Fußballfunktionäre weltweit. Bin Hammam hat einst den malayischen Sultan Ahmad Shah aus dem Amt des AFC-Präsidenten geputscht. Der Sultan ist noch aktiv und sinnt auf Rache.

Eigentlich kann Bin Hammam einpacken. Ich bin gespannt, wie er sich wehrt.

In asiatischen Sportverbänden, ob nun im AFC oder im Olympic Council of Asia (OCA), geht es traditionell hart zur Sache, viel brutaler als in Europa. Japaner, Koreaner, Chinesen, Araber, Indonesier, Inder, die ehemaligen mittelasiatischen Sowjetrepubliken mit all ihren Ganoven, neuerdings auch Australier (sind AFC-Mitglied und aus der ozeanischen Konföderation gewechselt) und Araber – gern auch untereinander – liefern sich packende, schmutzige, teure Gefechte um Posten, Verträge, Einflusssphären und Mega-Events. Nicht, dass ich mich wiederhole: Wir werden auch an dieser Geschichte noch viel Spaß haben.
