As journalists we have investigated FIFA corruption for many years. We are recognized internationally as experts on the dark world of Joseph Blatter and his associates, inside and outside FIFA.

We have been invited to co-operate with Joseph Blatter’s so-called ‘reform process’ at FIFA.

It is absurd that Blatter, who has benefited from the explosion of corruption during his tenure as FIFA General Secretary and President and who managed the kickback scandals for at least two decades, is controlling this ‘clean-up’ scheme. It is created by Blatter to protect him and those close to him. His pretence of a ‘road map to reform’ is risible.

Also, we are concerned that Professor Mark Pieth, through an employee, threatened legal action against one of our colleagues investigating how much Pieth was paid by FIFA and how much he will get from FIFA in future for the work in the so called Independent Governance Committee (IGC), although Professor Pieth eventually confirmed the figures.

In these circumstances – and for the reasons given below – we are unable to co-operate with FIFA’s Independent Governance Committee.

Firstly, there has to be a rigorous investigation of FIFA’s embedded corruption. The discoveries in this process would guide subsequent governance reforms.

Additionally, we cannot participate in any process that includes:

- The Amaury Group. They have a commercial relationship with FIFA, Blatter and Jérôme Valcke, staging the Ballon d´Or ceremony.  That such a conflicted company could have been included in the IGC calls into question the use of the word ‘independent.’

We also state our solidarity with Denis Chaumier, the editor of the Group’s publication France Football, recently fired by Amaury General Director François Morinière. As journalists, we have no interest in collaborating with a committee that includes Mr Morinière.

- Sunil Gulati, president of the United States Soccer Federation. Mr Gulati has been silent during the two decades of Jack Warner and Chuck Blazer’s controversial stewardship of CONCACAF’s finances and the massive World Cup ticket rackets run through this regional confederation. It is reported that Mr Gulati has political aspirations at FIFA and this is an additional reason to disqualify him.

We are concerned that there has not been fuller disclosure of financial and other interests by several other members of Professor Pieth’s IGC. We support the views of the Football Supporters Europe who have also declined to be involved.

What should be happening:

1. Without delay Blatter can and must publish his personal copy of the report by Zug Investigating Magistrate Thomas Hildbrand into kickback corruption at FIFA and the recipients of more than 140 million Swiss Francs (US$100 million) in bribes paid by former marketing company ISL/ISMM.We are advised that there is no legal impediment to Blatter putting his copy online today. We do not believe his claims that unnamed people are delaying publication by him. We are told that the report destroys his claim in June 2010 to have been ‘cleared’ by the investigation.
2. Blatter should publically instruct his friend Jean-Marie Weber, who organised the 140 million Swiss Francs  worth of kickbacks paid by ISL, to disclose the identities of all sports officials who received them.
3. FIFA should adopt immediately genuine transparency. This means putting all FIFA information online – as do all first world governments – including audio/visual streaming and written minutes of all committees, accompanied by all reports submitted. All votes on all occasions must be recorded by name.
4. FIFA’s published accounts are a disgrace, designed to disguise how football’s money is spent – and on whom. KPMG should be replaced by an auditor committed to transparency.
5. Publication of all confidential management letters from auditors KPMG since 1999. These contain explosive evidence about misuse of FIFA funds and criminal money-laundering through FIFA’s Finance Department.
6. All FIFA financial documentation since 1998 when Sepp Blatter became FIFA President should be put on-line – and then subjected to independent forensic examination.
7. This material should include all payment orders made by Blatter using his astonishing power to be sole signatory of cheques. Let the world see a list of who got the money.
8. FIFA’s Finance Department must produce the documentation of the $1 million kickback of March 3, 1997 from ISL to Havelange that was mistakenly sent to FIFA’s UBS account and then re-routed by General Secretary Blatter to Havelange.
9. Immediate suspension of FIFA ExCo member Nicolas Leoz, identified in court in Zug in March 2008 as the recipient of $130,000 in bribes from ISL. (Later we discovered he got an additional $600,000!)
   FIFA can achieve the above, swiftly, without any outside intervention. That would show a genuine commitment to reform. Then the investigations can commence.
10. We think that the only credible approach is for Professor Pieth to be empowered to hire a reputable, independent investigative company to conduct due diligence into all areas of alleged FIFA corruption. We suggest the following crucial areas of investigation followed by rapid publication:
11. The salaries, bonuses and other benefits paid in the last decade to Blatter, Jérôme Valcke and all departmental directors.
12. All fees, bonuses and expenses – submitted and paid – of ExCo members in the last decade. And details of their Swiss tax arrangements.
13. The contracts and cost since 1998 of Blatter’s use of expensive chartered jets, his destinations and justifications for trips.
14. The allegations of corruption in the awarding of the 2018 World Cup to Russia and to Qatar in 2022 and the actions, where appropriate, of ExCo members Issa Hayatou, Jacques Anouma, Hany Abo Rida and Amos Adamu. This crucial investigation should be handled professionally by law enforcement agencies or an independent investigation company, and where possible, liaising and assisting the current FBI investigations.
15. Investigating all aspects of the FIFA-related activities of Worawi Makudi of Thailand including the disclosure of money from FIFA’s Goal and FAP-programme and also World Cup TV rights for Thailand.
16. Investigation of allegations made in Argentina that FIFA finance committee chair Julio Grondona controls offshore accounts, mostly in Switzerland, containing $120 million. There seems no obvious source of this wealth.
17. Investigation is long overdue into how Chuck Blazer could simultaneously be both Treasurer and General Secretary of CONCACAF – and the secret payment to him of $10 million in recent years as ‘commissions.’ Have his offshore assets come from FIFA funds – including his vintage Mercedes car registered in Zurich in FIFA’s name?
18. Re-open the investigation into Jack Warner and extend it to embrace every payment of any kind since 1998 to Warner, members of his family, companies owned by him including Simpaul travel agency, the CFU, CONCACAF and the João Havelange Centre of Excellence.
19. Investigate Blatter’s election campaign expenses for every election including 1998. In that campaign he charged his expenses to FIFA.
20. Who paid Walter de Gregorio and Brian Alexander to organise Blatter’s campaign in 2011 to retain the Presidency? Mr Alexander does not appear to be employed by FIFA but he briefs reporters at FIFA House on behalf of Blatter. Who pays him now?

2. Regarding the TV rights for Jack Warner the crucial point is: Who approved the books/accounts of Fifa every year despite the fact that Warner is alleged never to have paid for them? In the books of Fifa, these TV rights were not booked with only 1 US $.

1. The 20 points of action we demand can only be a starting point for all FIFA investigations. Every further suggestion is welcomed.

2. I totally agree with the analysis that FIFA ticks all the boxes in academic definitions of Organised Crime Syndicates. I welcome more discussion of this theme.

3. Disclosure and destination of all fees, expenses and other monies paid to Blatter’s (former?) so-called personal ‘strategic advisor’ Peter Hargitay and businesses – including media and World Cup tickets – he has been connected with in the last decade. Frequent Questions on the Independent Governance Committee on FIFA

Over the last few days several questions relating to the governance reform process of FIFA have been raised. The following text should address the most pressing issues:

Are the Committee Members independent?

First, it needs to be pointed out that governance reform and monitoring is serious professional work (comparable to that of auditors) that should not be left to amateurs and that salaries of professionals need to be paid.

Second, as Chairman I personally do not profit at all from this mandate, as the funds generated go either to the Basel Institute on Governance or into a University fund for research at my Chair (employment of research assistants for 2012).

Should one investigate the past before making recommendations on the future?

The Independent Governance Committee is focussing its efforts on bringing about a rapid and effective change of FIFA’s governance structures (some far reaching ideas have been thrown out in our report published last week).

As part of the governance reform process a look back into the past is necessary, as the risk scenarios need to be realistic. Therefore, the Independent Governance Committee will reach out to investigative journalists and host a hearing for experts on FIFA’s past in January 2012.

There is, from the perspective of the Independent Governance Committee, absolutely no objection to an investigation. Several investigations are under way. The Independent Governance Committee will consider making a recommendation how the past could be best addressed and its membership will be composed in a way suited to assess this issue.

Newly appointed FIFA executive committee member and German soccer federation president Theo Zwanziger this week denounced the awarding to Qatar in an interview with Agence France Presse. “The basic requirements for a host country have been perverted. I have never understood how such a small country can be awarded one of the most important sports events in the world, especially as Qatar were in last place on the grid before the decision was made,” Mr. Zwanziger said.

Australian soccer federation president Frank Lowy, speaking last week days after Mr. Blatter opened the door to an investigation of Qatar’s bid, said he believed that the Gulf state could be deprived of the right to host the tournament. The “last word hasn’t been heard yet,” Mr. Lowy said.

The soccer officials’ statements gained currency this week when the head of FIFA’s newly created Independent Governance Committee, Mark Pieth, told Associated Press that he will focus on FIFA;s past as well as its future. Mr. Pieth said he has “absolutely no objection to an investigation” and would soon interview investigative journalists who are “experts on FIFA’s past.”

• Claire Newell und Paul Kelso im Daily Telegraph: FBI launches investigation into World Cup ‘dirty tricks’ campaign

Investigators claim to have “really great intelligence” of malpractice and came to London last month to interview people present in Zurich at the time of the World Cup vote.

It is understood that the FBI has “substantial evidence” of outside organisations attempting to hack the email accounts of the United States bid for the 2022 tournament, and believe the English bid may have also been affected.

The FBI is understood to have asked England 2018 officials, who are not under suspicion, if they were aware of dirty tricks or corruption in the World Cup bidding campaign.

The FBI is also understood to have asked questions relating to potential offences arising from the alleged bribery of Caribbean football officials by Mohammed Bin Hammam, who stood against Sepp Blatter for the Fifa presidency.

Liebe Freunde, es gibt bald viel mehr darüber zu berichten, keine Sorge. Was fehlt, sind allein gerichtsfeste Beweise für die Korruption von Russland 2018 und Katar 2022. Kommt Zeit, kommt Rat.

Was IOC-Präsident Jacques Rogge heute Abend in Lausanne zu den ISL-Korruptionsfällen Diack, Hayatou und Havelange verkünden wird, dürfte eher traurig sein. Denn Rogge wird die Ermittlungsergebnisse der IOC-Ethikkommission nicht veröffentlichen. Aber auch mit dieser Blockadehaltung ist die Wahrheit nicht aufzuhalten.

[Wie vollkommen ahnungslos, recherchefrei und allein auf Zurufe von ausgewählten IOC-Mitgliedern basierend, einige IOC-Dauerberichterstatter noch immer berichten, ist unfassbar peinlich. Dumm nur, dass diese Leute damit auch eine gewisse Öffentlichkeit prägen - mit Propaganda-Botschaften von FIFA und IOC.]

Ich habe gestern in Zürich und Lausanne eine Kleinigkeit für die NZZ gedichtet: Blatter weibelt in Bundesbern. Die Kollegen haben sehr gut redigiert und den Text richtig umgestellt. Hier das etwas längere Original, das ich eigentlich für das Blog ausbauen und verlinken wollte, doch dafür fehlt mir momentan die Zeit. Heute Nachmittag geht es weiter in diesem Theater.

„Team Spirit“ heißt das Event, das in parlamentarischen Kreisen alljährlich großen Zuspruch genießt. Wenn die Sport-Lotto-Gesellschaft und die Parlamentarische Grupp Sport unter dem Patronat des Sportministers Ueli Maurer (SVP) einladen zu Speis und Trank, garniert mit kleinen Geschenken, ist der Aufmarsch groß. 70 bis 80 Abgeordnete versammelten sich auch am Dienstagabend im Hotel Bellevue Palace zu Bern. Allesamt „Keyplayer“, wie es hieß. Einer jener Keyplayer wirkt gern im Hintergrund: Es ist Aloys Hirzel, PR-Guru der Schweiz, der derzeit in der FIFA-Zentrale ein und aus geht. Denn Hirzel (Agentur „Konsulenten“) ist wie einige andere PR-Leute und Lobbyisten damit beschäftigt, das schwer angeschlagene Image des FIFA-Präsidenten Joseph Blatter aufzufrischen. Ob er vom Fußball-Weltverband unter Vertrag genommen wurde, mag Hirzel zwar nicht sagen. Kundenbeziehungen publiziere er nicht, teilt er nur mit. Doch ranghohe FIFA-Mitarbeiter erklären, Hirzel sei auf politischem Parkett tätig und habe zum Beispiel den Lobby-Termin Blatters am Dienstag in Bern mit vorbereitet.

Am Abend, als Blatter sein Versprechen gebrochen hatte und mitteilen musste, dass die so genannte Einstellungsverfügung aus dem ISL-Korruptionsprozess nun doch nicht im Dezember veröffentlicht wird, wurden Blatter in parlamentarischen Kreisen keine kritischen Fragen gestellt. Einige der Anwesenden hatten kürzlich erfolgreich daran mitgewirkt, dass der Bericht des Bundesamtes für Sport zu Korruption und Schattenwirtschaft in Sportkonzernen wie IOK und FIFA, der Ende 2011 vorliegen sollte, um ein Jahr verschoben wurde. Und die Organisatoren von „Team Spirit“ präsentierten Blatter im knapp 45-minütigen Kaminfeuer-Gespräch mit SF-Moderatorion Steffi Buchli, die es vermied, Fragen von Belang zu formulieren.

So durfte Blatter ungestört darüber fabulieren, dass die „Leichtigkeit des Seins“ derzeit nicht gegeben sei, nicht in der FIFA und nicht im WM-Gastgeberland Brasilien, wo sich Staatspräsidentin Dilma Rousseff als energische Korruptionsbekämpferin profiliert. Er, Blatter, werde es allen zeigen und seine Reformen durchsetzen, flötete der 75-jährige aufgekratzt. Das hätten nur einige bösartige Journalisten in England und Deutschland noch nicht begriffen.

Nach dem Stelldichein mit SF-Frau Buchli nahm sich Blatter viel Zeit, um unter den Parlamentariern, unter National- und Bundesräten zu antichambrieren. Es wurde viel gelacht, Freundschaftsfotos geknipst, und Blatter soll sogar mit Nationalrat Roland Büchel (SVP) gesprochen haben, der vor einem Jahr eine Motion eingereicht und die Überprüfung der Korruption in den Sportverbänden gefordert hatte.

Mit derlei Maßnahmen und vielen harmlosen, bestellten Interviews, in denen dann über Probleme schwadroniert wird, die Blatter längst hätte lösen können (Torkameras, Frauen im FIFA-Exko etc), versuchen seine PR-Leute ihn neu zu positionieren. Zur Crew gehören neben Hirzel der neue FIFA-Kommunikationsdirektor Walter de Gregorio, einst Schweizer Journalist des Jahres, und der Österreicher Bernd Fisa, der ehemals bei Ferrari mit Michael Schumacher gearbeitet hat. Auch Blatters ehemaliger Berater Peter Hargitay soll wieder an Bord sein. [Er bestreitet, einen Vertrag zu haben. Das habe ich a) auch nicht behauptet und b) in vorherigen Beiträgen erwähnt.] Sie verrichten Schwerstarbeit, sie betreiben Propaganda – doch sie können die Entwicklungen nicht beherrschen.

Aktuelle Beispiele gefällig? Der Londoner „Daily Telegraph“ berichtet gerade über das Interesse der amerikanischen Bundespolizei FBI an der Vergabe der Fußball-Weltmeisterschaft 2022 an Katar. Ermittelt wird nicht nur in den USA, auch in anderen Ländern – und von anderen Institutionen. Die FIFA aber verweigert sich konsequent Untersuchungskommissionen zur skandalbehafteten WM-Vergabe an Russland (2018) und Katar. Sie arbeitet nicht einmal das ISL-Bestechungssystem auf. Korrupte Funktionäre, die nachweislich ISL-Gelder erhalten haben, müssen nichts befürchten. Und einer dieser Spitzbuben, Brasiliens Verbandschef Ricardo Teixeira, WM-Organisationschef 2014, behauptete am Mittwoch in Brasilien gegenüber Journalisten, er sei es nicht gewesen, der die Veröffentlichung der ISL-Einstellungsverfügung mit juristischen Hebeln verhindert habe.

Wer war es dann? FIFA-Ehrenpräsident Joao Havelange, der ebenfalls ISL-Millionen kassierte und nun unter Druck aus dem IOK demissionierte? Oder hat Blatter am Dienstag nicht die Wahrheit gesagt und es gibt gar keine Hindernisse?

In Lausanne, wo derzeit das IOK-Exekutivkomitee tagt, hielt man sich am Mittwoch bedeckt zum Korruptionsfall ISL und der Verstrickung der IOK-Mitglieder Havelange (Brasilien), Issa Hayatou (Kamerun) und Lamine Diack (Senegal). IOK-Sprecher Mark Adams verwies auf die Pressekonferenz des Präsidenten Jacques Rogge am Donnerstag. Rogge könnte Aufklärung schaffen, wenn er die Ermittlungsergebnisse der IOK-Ethikkommission gegen Havelange veröffentlichen würde. Danach sieht es aber nicht aus. Rogge scheint mit Havelanges Rücktritt zufrieden.

ZÜRICH. Wenn ich mir die Berichterstattung über ein so genanntes Interview des FIFA-Präsidenten in einem für mich irrelevanten, schmierig-verkommenen deutschen Boulevardblatt anschaue, fällt mir nichts mehr ein. Wie können so genannte Nachrichtenagenturen überhaupt aus diesem verruchten Blatt zitieren, das ist eine Frage, aber so funktioniert nun mal das verlogene Mediengeschäft, eine andere Frage lautet:

Merken die nicht, dass das nichts weiter ist als Blatter-Propaganda powered by Bild?

Sie merken es natürlich nicht.

In verschiedenen Redaktionen, die mich bereits kontaktierten, sind nun die politischen Ressorts ganz aufgeregt. Wie traurig. Aber so läuft das, sie springen ja immer im Kreis, wenn eine so genannte Nachrichtenagentur eine Bild-Geschichte promotet.

Ein Grund mehr, der Branche Adieu zu sagen. Unerträglich.

Aber zurück zum Thema: Joseph Blatter und seine Helfershelfer wollen mit diesem Beitrag natürlich nur von den wahren Problemen ablenken. Nichts sonst. Ich weiß nicht, ob eins der Themen (Frauen im Exko, Profischiedsrichter, Torkamera etc pp) neu ist. Eher nicht. Er hat alles schon teilweise vor ewigen Zeiten so gesagt – vor allem aber hätte er es bereits vor Jahrhunderten ändern können.

Aber so ein Plaudern verpflichtet zu nichts. Deshalb ja: Ablenkungsmanöver. “Revolutionäre Pläne”? Pure Propaganda.

… jetzt gerade spricht er in Paris vor dem Komitee für Kultur, Wissenschaft und Bildung des Europarats, das sich heute u.a. mit dem Thema Korruption im Sport befasst.

Das Komitee hatte ihn vor einigen Wochen bereits um eine schriftliche Zuarbeit gebeten. Der Beitrag kann die jüngsten Entwicklungen natürlich noch nicht berücksichtigen, aber – voilà – hier ist der Jennings-Text:

FIFA – Institutionally corrupt and incapable of reforming itself. How it happened – and what can be done.

Who I am: I’m not a sports reporter. For the past 45 years I have specialised in investigating corruption and, in the last 2 decades, the major international sports federations. I write books (my investigation book on FIFA is in 16 languages), make investigative films for the BBC and other broadcasters, and write articles for press and magazines. I also contribute to academic journals, speak at academic conferences and conventions of forensic auditors, lawyers and the sports industry.

My previous longterm investigation, in the 1980s, was into Organised Crime in Sicily and London. This was perfect training for understanding the structures of the IOC, the IAAF and then FIFA.

Everything I write and broadcast is based on their internal, confidential documents. FIFA have threatened but never sued me.

FIFA as Mafia:

I have no hesitation characterising FIFA as an Organised Crime Syndicate. They tick all the boxes in the academic definition. FIFA has a supreme and unaccountable Boss of Bosses: President Joseph Blatter, operating the regime of industrial-scale corruption, the legacy of former President Joao Havelange.

Blatter was put in power in Paris in 1998 with the help of inducements by Havelange and massive bribes delivered by Mohammed Bin Hammam from Qatar, defeating the scrupulously honest Lennart Johansson. Deceitfully, Blatter charged CHF68,000 of his election expenses to FIFA, approving this expenditure retrospectively once elected. Bin Hammam paid the bribes again in 2002 and Blatter has never had to face a presidential vote since.

‘Don’ Blatter heads up six interlocking families. These are the continental confederations. Blatter has huge powers of patronage, based on the billions earned from the World Cup. He uses this to lubricate the affiliated 208 national associations. The grease is lightly audited multi-million dollar ‘development grants’ and access to immense quantities of World Cup tickets to sell for cash into the Black Market, frequently for secret tax-free profits.

The other essential element is the complicity of law enforcement and politicians. Apart from one dedicated Swiss Investigating Magistrate who has tried to unearth the grotesque corruption at FIFA, other police appeared intimidated by Blatter being entertained everywhere from the White House to Downing Street to the Elysée to the Kremlin. The corruption scandals have now encouraged prosecutors in three further countries to start digging.

These secret rewards help explain why our national associations practise Omerta. You rarely hear a word of criticism from their leaders. The ones who decline the grease are appointed to FIFA committees and ‘well-looked after’ with per diems and expenses. Any individual, club or federation that dares to take FIFA to court is suspended; our democratic institutions are off-limits in Herr Blatter’s world.

FIFA Today:

So: the world’s most popular sport is dominated by a tiny elite of unrepentant thieves, unaccountable because of the lack of scrutiny. Sadly, their money machine is covered by football reporters who have no training investigating corruption.

I have been banned from FIFA press conferences since April 2003 after I published a documented story disclosing that Blatter pays himself a secret six-figure annual bonus for ‘loyalty.’ Blatter announced the story was ‘fiction’ and promised to sue. He didn’t. Blatter refuses to reveal what he pays himself in salary, bonuses, housing and car allowances, expenses and other perks.

Meet the Family of Football:

After 36 years as an employee and later President, Blatter seems out of touch with the real world. Protected by his media minders he travels only by imperial private chartered jet, avoiding the fans that frequently boo him. This year of scandal has limited his red carpet options and he is reduced to photocalls in Burma, Zimbabwe and Azerbaijan where there are no risks of free media and sceptical reporters.

You will be aware that FIFA vice-president Jack Warner from Trinidad hurriedly resigned this year following revelations of his involvement in an attempt by Mohamed Bin Hammam in May to pay $1 million dollars in cash bribes to Caribbean officials to support him in the presidential election. Bin Hammam has been banned for life.

The initiative to expose these men was taken by American Chuck Blazer, also a member of FIFA’s executive committee.

For 21 years Mr Warner and Mr Blazer used their continental confederation spanning North and Central America and the micro states of the Caribbean as their private bank account, endlessly enriched with FIFA grants. Mr Blazer has long been both General Secretary and Treasurer of the confederation, defying all good governance practices. In July I published correspondence and bank records suggesting that Mr Blazer has been in receipt of large sums of FIFA money in his Cayman Islands private account. Sepp Blatter declines to investigate.

Blatter also refused to act when in 2006 Manhattan Judge Loretta Preska found for MasterCard against FIFA and stated: ‘Mr Blazer’s testimony was generally without credibility, based on his attitude and evasive answers on cross examination.’ She added: ‘Mr Blazer’s testimony is rejected as fabricated.’ FIFA settled the case, paying $90 million.

In mid-October it was revealed in Argentina that Julio Grondona, chair of FIFA’s Finance Committee, and his family and close aides control bank accounts in Switzerland containing around $120 million. Although the accounts have featured prominently in the Swiss media, Blatter has declined to refer Grondona to FIFA’s Ethics Committee. Police in Buenos Aires are on the case.

The $100 million bribe scandal:

Despite the current scandals that disfigure FIFA there is one long-running racket of epic proportions. In the 1970s marketing companies sought to unlock the value in sport. Joao Havelange was elected FIFA president in 1974 with the help of bribes paid by Horst Dassler of the Adidas company. Dassler set up a company named ISL to capture the TV and marketing rights for the Olympics, world athletics, UEFA and FIFA.

He was wildly successful. The most senior FIFA officials, primarily Havelange, received contract kickbacks. One ISL manager described them to me as ‘regular, like a salary.’ The value of World Cup TV rights soared in the middle 1990s and the IMG company sought to oust ISL.

I obtained the exchange of confidential letters between IMG and FIFA in 1995 and 1996 (I quote them extensively in my book FOUL! – Carton Rouge in France) that demonstrate the outrage of IMG as General Secretary Blatter used every device to favour ISL – who won.

The kickbacks soared but in early 2001, ISL was declared bankrupt. The liquidator discovered the list of bribes and extracted a modest secret settlement from unnamed FIFA officials. The money was paid into an account in February 2004, created by Blatter’s lawyer.

Raid on FIFA House:

Meanwhile Investigating Magistrate Thomas Hildbrand from the Canton of Zug began investigating. Blatter, in secret, tried to get Hildbrand removed. It didn’t work and on the morning of November 3, 2005 Hildbrand raided FIFA House and seized documents. FIFA refuse to discuss this embarrassment.

In March 2008 six executives from ISL went on trial in Zug, accused of trading while insolvent. There were two shocks during the trial. The first was the disclosure in the criminal indictment of the bribes paid from mid-1999, when the Prosecutor considered ISL to have been insolvent. Most of the 37 illicit payments were made to impenetrable Liechtenstein companies but two stood out: one was a total of $130,000 paid to Nicolas Leoz, a member of FIFA’s Executive Committee and still president of the Latin-American confederation. Blatter refuses to investigate.

On the second day Judge Siegwart asked the defendants, who got the money? They refused to say. Those of us in court were electrified when Judge Siegwart announced that the full total of bribes from 1989 until 2001 was around $100 million. That was widely published – but Blatter refuses to investigate.

Magistrate Hildbrand launched a second investigation into who took the bribes. This was completed in May 2010 and in a Swiss procedure, it was announced that an unknown number of FIFA officials would repay some of the money and make a donation to charity. This settlement would remain confidential

Naming names:

Blatter announced that he had been cleared of any wrongdoing and that he would make no further comment. FIFA refuses to disclose how this repayment has been recorded in their accounts. I continued my investigations for the BBC and obtained a list of 175 bribes paid since 1989 to sports officials, mostly at FIFA. The total was indeed $100 million.

We broadcast a BBC Panorama programme in November 2010, linking ISL payments of $9.5 million to a Liechtenstein company named Sanud to Brazilian FIFA executive committee member Ricardo Teixeira, the former son-in-law of Joao Havelange.

I also found a bribe of $1 million dollars direct to Havelange. In March 1997 ISL, by mistake, sent the $1 million to a FIFA account! The Finance Director took the payment notification to Blatter who ordered that the money be forwarded to Havelange – and tried, without success, to persuade the UBS bank to erase it from their records. I believe Havelange received a great deal more.

There were further payments of $600,000 to Nicolas Leoz and a payment of $30,000 to Issa Hayatou, a FIFA vice-president.

There were also payments to IAAF president Lamine Diack totalling $41,000, mostly in cash. Diack, Havelange and Hayatou are members of the IOC who launched an investigation. The BBC has put all these allegations to the men concerned and all have refused to comment. Blatter refuses to investigate.

Unravelling the secret settlement:

I continued my investigations and in May 2011 we broadcast another BBC Panorama which revealed some of the contents of the secret settlement of the Hildbrand investigation. Havelange and Teixeira had signed confessions that they received kickbacks and agreed to repay some money to FIFA. Blatter, for FIFA, had to admit that he knew about the bribes system. This report has remained confidential.

Sunday Times Insight investigation:

In the late Summer of 2010, as the vote at FIFA into who should stage the World Cups of 2018 and 2022 approached, the Insight team of the London Sunday Times set out to investigate if any of the 23 members of FIFA’s executive committee were open to selling their votes to bidding nations.

Using secret recording equipment Insight exposed FIFA executive committee members Amos Adamu from Nigeria and Reynald Temarri from Tahiti. They were suspended by FIFA.

The Insight team recorded secret interviews with football officials around the world. They heard astonishing allegations about endemic corruption at FIFA; in the secret ballot to host 2010, Morocco beat South Africa by two votes – this was suppressed; they talked about bribes paid in the past to host the World Cup – and clamed that bribes were being offered by the Qatar team bidding to host 2022.

Did Blatter investigate these very serious allegations? No, he instituted disciplinary processes and these men were suspended from world football. Their crime was talking. Omerta still rules.

Buying the World Cup:

German investigative reporters obtained documents showing that associates of the Germany bid paid bribes in 2000 to a number of FIFA executive committee members, including Worawi Makudi from Thailand, to defeat South Africa to host 2006. Blatter did not investigate. I featured this corruption in a BBC Panorama in 2007.

Following angry protests by South Africa, Blatter announced a new policy of rotating the World Cup between continents. South Africa won 2010 and Ricardo Teixeira was given his own World Cup in Brazil in 2014 to loot. That was the end of rotation.

The old men get too greedy:

The greed of the ageing members of FIFA’s executive committee precipitated this year’s stream of corruption allegations. The trigger was Blatter announcing that FIFA would simultaneously choose hosts for 2018 – and for distant 2022. No other sports organisation makes such decisions so far ahead. I have no doubt that this was so more bribes could be extracted, especially from petro-dollar rich states. (I am Scottish and did not support the England bid!)

You may be aware that there is great scepticism about the bizarre decision to award 2022 to Qatar. Evidence has become available that bribes were paid – specific amounts have been mentioned – and several members of the FIFA executive committee have been named. Unsurprisingly FIFA shows no interest in investigating. It is to be hoped the public authorities will pursue this betrayal of trust.

Once Blatter has been deposed, FIFA will have to revisit this decision. At that time we can hope that FIFA will cease making outrageous demands on governments for exemptions to tax and labour laws that breach EU law.

FIFA General Secretary Jerome Valcke:

In 2001, when employed by the French Vivendi company to conduct due diligence with a view to acquiring the assets of the bankrupt ISL company Mr Valcke appears to have stumbled over the massive bribes paid by the company. During negotiations with FIFA he received a letter from Blatter on April 30, 2001 in which the FIFA President wrote . . . “Threats were specifically directed against both FIFA and “certain gentlemen of FIFA.” And . . . “The position of FIFA in no way will ever be altered by any threats or attempts of blackmailing.” (I have this letter)

Vivendi withdrew but in June 2003 Blatter appointed Valcke as FIFA’s Director of Marketing. Valcke was fired in December after being accused of lying in the MasterCard trial in New York. In a press release (December 12, 2006) Blatter stated, ‘FIFA cannot possibly accept such conduct among its own employees.’

But it did. Six months later, in June 2007, Blatter appointed Valcke to the post of FIFA General Secretary. The sacking – and the reasons – are erased from Valcke’s official FIFA biography. Instead, it states that Valcke has had, ‘a brilliant career.’

Keeping it in the Family:

The FIFA Family delivers lucrative contracts to Blatter’s nephew Philippe Blatter, CEO of the Infront sports marketing company. When ISL collapsed, Infront occupied their suite of offices in Zug. Infront then acquired the valuable World Cup TV rights for Asia formerly held by ISL. Among their employees is at least one person involved in the Germany bribes in 2000 for 2006.

Philippe Blatter’s Infront company also has a stake in the MATCH company which has the Hospitality contracts for 2010 – 2022. Another shareholder in MATCH is the Dentsu company who were 49% shareholders in ISL throughout the years they paid the massive bribes.

MATCH is 85% owned by Jamie and Enrique Byrom. Their Byrom company were awarded contracts to manage all the ticket sales for the World Cup in Korea/Japan and again last year in South Africa. In Brazil they will be producing, selling and distributing the remaining 3.2 million tickets.

Cleaning FIFA’s stables:

FIFA’s Ethics and Disciplinary Committees are handpicked by Blatter. They are not allowed to launch investigations without permission from Blatter or Valcke. The Chair of the Ethics Committee is former Swiss footballer, now lawyer, Claudio Sulser. At a press conference late last year Mr Sulser refused to investigate the ISL bribery scandal asserting it is ‘historic.’

It is worth noting that in January this year Guenter Hirsch, a former president of Germany’s Federal Court of Justice, resigned from Sulser’s committee stating, ‘those responsible in FIFA have no real interest in playing an active role in the resolution, pursuance and prevention of violations of FIFA’s ethics code.’

On October 21, 2011, at a tightly controlled press conference (one question only, nothing permitted on ISL) Blatter uttered the usual platitudes about ‘Road Maps’ to reform and ‘Task Forces.’ Blatter will hand-pick these entities. The one on ‘Transparency and Compliance,’ is chaired by an official close to the corrupt Nicolas Leoz.

One of Blatter’s many delaying tactics is that decisions cannot be taken until the FIFA Congress in 2013. So FIFA will be its own investigator, judge and jury – one day.

Perhaps the most outrageous announcement concerned the Report of Magistrate Hildbrand. The Zug Prosecutor is prepared to disclose it to the media ‘because it is in the public interest’. Blatter is spending FIFA money on Zurich lawyers to fight for suppression. So too are Teixeira and Havelange. The BBC and Swiss media are pursing legal action through the courts. Our lawyers are adamant that in about 12 months time we will win at the Swiss Federal Court.

The report is about 40 pages in length. A copy resides in Blatter’s desk. He was not cleared – he had to admit that he knew money was diverted from FIFA in the form of kickbacks. Publication would immediately terminate his presidency.

Blatter now claims he wants to release the Report but insists, ‘This can only be done after a thorough legal analysis because of the complexity of the matter,’ adding ‘It will then be given to an independent body for further examination.’ One must ask, why doesn’t he just post it on the internet and let the world do the examining?

The verdict of the IOC:

The day after we meet in Paris the IOC is expected to publish its decisions (December 7/8) about the bribery rackets of Hayatou, Diack, Teixeira, Havelange – and possibly Blatter who handled his $1 million. President Jaques Rogge appears to realise that if the IOC’s reforms after the 1999 Salt Lake cash and sex for votes scandal are to be credible, he must be seen to act where Blatter will not.

What can be done?

Transparency International has a fine record that is blemished by its delusion that it is assisting Blatter reform FIFA. It has already been embarrassed by Blatter giving new business to his nephew and we must hope that wiser heads at TI will withdraw from this ‘consultation’ process before they become the subject of global ridicule and undermine their good work elsewhere.

Come on, you politicians!

Our politicians everywhere owe it to the fans to intervene and reclaim FIFA for the honest people of the world. The Swiss government has indicated it will act after the end of this year. Lawmakers could condemn FIFA for its rampant corruption and resistance to reform. They could also call on sponsors to live up to their claims of social responsibility and talk of turning off the money tap. That would send a shudder through FIFA. Emirates are showing the way.

But there is a quick, cheap and easy answer. FIFA should be told to immediately put everything on line, just as our Governments do. Every set of minutes, every email, every expenses claim, the salaries of Blatter and his Directors, the honoraria and expenses paid to executive committee members. Committee meetings should be streamed and an independent Freedom of Information Officer appointed to enforce disclosure. The secret dirty dealings would end, proper scrutiny achieved for every fan.

Freedom of Information exists in all EU states and many more worldwide. Blatter’s regime, having sacrificed any claim to respect and legitimacy, must become transparent.

Ich habe es vor drei Wochen in Zürich zum ersten Mal aus sicherer Quelle gehört und es seit einigen Tagen beschrieben, wenn auch etwas ungläubig: Ich konnte mir echt nicht vorstellen, dass das IOC-Exekutivkomitee der Empfehlung der Ethikkommission folgt und den IOC-Dienstältesten rausschmeißt, den 95-jährigen FIFA-Ehrenpräsidenten João Havelange, der seit 1963 IOC-Mitglied ist.

Nein, natürlich nicht. Sie haben Havelange eine Goldene Brücke gebaut. Rücktritt statt Rausschmiss.

Der Fall ist spektakulär und wird Weiterungen haben.

In der kommenden Woche trifft sich in Lausanne das IOC-Exekutivkomitee zur letzten Sitzung des Jahres. Mit großer Spannung wird die Pressekonferenz am Donnerstagabend erwartet, auf der IOC-Präsident Jacques Rogge das Urteil der Ethikkommission gegen drei Mitglieder bekanntgeben dürfte. Es geht um den ISL-Bestechungsskandal – und im Mittelpunkt der Anklage steht das dienstälteste IOC-Mitglied: der Brasilianer João Havelange.

João Havelange ist ein Jahrhundert-Sportfunktionär, und zwar im doppelten Sinne. Havelange, geboren 1913, nahm 1936 als Schwimmer an den Olympischen Sommerspielen in Berlin teil, 1952 noch einmal als Wasserballer. Havelange ist seit 1963 IOC-Mitglied und damit der Doyen des IOC. Er war von 1974 bis 1998 Präsident des Fußball-Weltverbandes FIFA – und ist seither FIFA-Ehrenpräsident. Havelange zählt zu jenen Figuren, die das weltumspannende Bestechungssystem der einstigen Sportmarketing-Agentur ISL geprägt haben.

Und er hat selbst viele Millionen kassiert – meist über Tarnfirmen, eine davon, Renford Investments, unterhält er gemeinsam mit seinem einstigen Schwiegersohn Ricardo Teixeira. Teixeira gehört dem FIFA-Exekutivkomitee an, ist seit Ewigkeiten Präsident des brasilianischen Verbandes und auch Chef des WM-Organisationskomitees 2014.

Das ISL-Bestechungssystem ist kein Fall für den History Channel, sondern hochaktuell. Auch wenn der ISL-Konzern schon 2001 mit einem Milliardenloch pleite ging und die Aufarbeitung der kriminellen Aktivitäten nun schon ein Jahrzehnt andauert. Mit mehr als 140 Millionen Schweizer Franken hat die vom Deutschen Horst Dassler gegründete ISL-Gruppe einst hochrangige Sportfunktionäre im IOC, in der FIFA und etlichen anderen Weltverbänden geschmiert, um an milliardenschwere TV- und Marketingverträge zu gelangen. Diese gerichtsfest dokumentierten 140 Millionen sind nur die Spitze des Eisberges.

Havelange, Teixeira und die FIFA haben im vergangenen Jahr 5,5 Millionen Franken an die Justizkasse des Kantons Zug gezahlt, um im im Deal mit der Staatsanwaltschaft die Namen der Schmiergeldempfänger geheim zu halten. Da aber Journalisten auf Herausgabe dieser Einstellungsverfügung drängten und die Justiz dem Drängen bald nachgeben wird, gerieten die Korruptionsverheimlicher unter Druck. FIFA-Präsident Joseph Blatter kündigte an, das Papier Mitte Dezember zur nächsten Exekutivsitzung in Tokio zu veröffentlichen. Parallel aber hatte die IOC-Ethikkomission längst Ermittlungen gegen Havelange aufgenommen – und gegen zwei andere IOC-Mitglieder, die kleinere Summen erhalten haben: Lamine Diack aus dem Senegal, Präsident des Leichtathletik-Weltverbandes IAAF, und Issa Hayatou aus Kamerun, Afrikas Fußballchef und FIFA-Vizepräsident.

Was Havelange, Hayatou und Diack eint ist die unverbrüchliche Nähe zum Franzosen Jean-Marie Weber, jenem Mann, der über Jahrzehnte das ISL-Schmiergeld verteilt hat, meist in Bar. Weber feiert alljährlich im Mai mit Havelange dessen Geburtstag in Zürich. Weber arbeitet für Hayatous afrikanischen Verband CAF und für Diacks IAAF. Er taucht bei allen großen Sportterminen auf und ging bis vor kurzem auch im IOC-Hauptquartier ein und aus. Vor sechs Jahren hatte Blatters Anwalt für Weber einen weiteren Korruptionsverdunklungsvertrag geschlossen, um die Namen der bestochenen Funktionäre geheim zu halten. Dafür flossen 2,5 Millionen an den ISL-Konkursverwalter – wahrscheinlich haben Havelange und Teixeira bezahlt.

Nach Informationen des Deutschlandfunks wird das IOC Hayatou und Diack nun verwarnen. Gegen Havelange, der viele Millionen mit Teixeira und einmal 1,5 Millionen allein erhalten hat, soll der Ausschluss verfügt werden. Ein solches Votum wäre geradezu ungeheuerlich in dieser Branche. Zumal die Olympischen Sommerspiele 2016 im Joao-Havelange-Stadion in Rio de Janeiro eröffnet werden sollen, zur Feier des 100. Geburtstages von Havelange – so hatte es der damalige Staatspräsident Lula versprochen, als Rio vor zwei Jahren die Spiele erhielt.

Wie schon in anderen Fällen – etwa beim Mexikaner Ruben Acosta oder beim Koreaner Kim Un Yong oder kürzlich in der FIFA beim Vizepräsidenten Jack Warner – wird Havelange wohl eine goldene Brücke gebaut. Es wird erwartet, dass er seinen Rücktritt aus dem IOC bekannt gibt. IOC-Präsident Jacques Rogge wird dazu am Donnerstag in Lausanne Stellung beziehen.

Auszug aus den Bestechungs-Unterlagen

Das entscheidende Dokument gegen Havelange ist eine Zahlung von 1,5 Millionen Franken, die am 3. März 1997 irrtümlich auf einem FIFA-Konto landete – und von dort auf sein Privatkonto weiter geleitet wurde. Ein dreiviertel Jahr zuvor hatte die FIFA die WM-Fernsehverträge 2006 und 2010 2002 und 2006 unter dubiosen Umständen für 2,8 Milliarden Franken an die ISL-Gruppe und den Münchner Mogul Leo Kirch verkauft. Bei dieser Vergabe hat der damalige Generalsekretär Blatter ebenfalls eine zwielichtige Rolle gespielt. Blatter soll dann auch den Transfer der Havelange-Million angeordnet haben – was er stets bestritt.

Insofern könnte das Verdikt – oder der Deal: Rücktritt statt Rausschmiss – im Fall Havelange auch Folgen für Blatter haben. Denn der FIFA-Präsident ist selbst IOC-Mitglied – nun müsste eigentlich ein Verfahren gegen ihn eröffnet werden.

Es bleibt spannend in diesem Krimi. Denn da Blatter sich von den alten Kameraden und Ganoven um Teixeira, Havelange, Grondona, Makudi und von anderen trennen will und sich allen Ernstes als Reformer der FIFA verkauft, sinnen die auf Rache. Die Folgen sind unabsehbar.

Oh Gott, was haben gerade englische Journalisten Andrew Jennings vor einem Jahr mit Spott und Hass überzogen, nach dieser neuerlichen BBC-Panaroma-Sendung zur FIFA und zum ISL-Bestechungssystem. “Ein Fall für den History Channel”, so lästerten nicht nur die englischen WM-Bewerber, auch Journalisten.

History Channel?

Ich sage es erneut: So ein Unsinn.

Das ISL-Korruptionssystem ist Gegenwart. Und Zukunft. Viele Figuren sind noch in Amt und Würden.

Will IOC condemn FIFA corruption?

Sepp Blatter’s tottering leadership of FIFA is likely to take another knock on Thursday evening when the International Olympic Committee announces its verdicts on the biggest corruption scandal to blight world sport.

For the past 11 months the IOC’s Ethics Commission has investigated allegations that senior FIFA officials – also IOC members – took kickbacks from a company awarded exclusive World Cup marketing contracts.

On Thursday afternoon in Lausanne IOC President Rogge and his 14-member Executive Board will go into camera to discuss the revelations in a BBC Panorama programme in November last year.

In the frame are former FIFA president Joao Havelange, current president Sepp Blatter and vice-president Issa Hayatou, boss of African football. Also accused is world athletics chief Lamine Diack who first denied taking $41,000, mostly in cash but has recently claimed the money was a gift when his house burned down.

After negotiating protection for their sources, BBC producers handed over a list of 175 bribes totalling an astonishing $100 million paid by the Swiss ISL marketing company. The identities of many recipients were hidden behind Liechtenstein front companies but occasionally officials took money direct. Issa Hayatou who heads African football and named for taking $30,000 in cash claims it was for his confederation’s 40th birthday party.

The IOC’s Ethics commission has eight members, four from outside the organisation. They initiate their own investigations and approached Panorama the day after transmission asking for the bribes evidence.

FIFA’s in-house ethics committee, appointed by Blatter and headed by former Swiss footballer Claudio Sulser, is only permitted to investigate issues chosen by Blatter or his general secretary Jerome Valcke. Last autumn Sulser dismissed the ISL bribes as ‘historic’ and snubbed suggestions they should be investigated.

Sulser looked away when two other members of FIFA’s ruling executive committee – not IOC members – were revealed taking ISL bribes. Paraguay’s Nicolas Leoz was accused in a Swiss court in 2008 and again in the Panorama file of taking $730,000.

Ricardo Teixeira from Brazil was accused by Panorama of pocketing $9.5 million. Again, Blatter refuses to act but Brazilian Federal police are investigating money-laundering and tax evasion and Teixeira is under pressure by the Brazilian government to quit as head of the 2014 World Cup organising committee.

Teixeira’s former father-in-law Joao Havelange, Blatter’s predecessor as FIFA president, is alleged to be the “JH” named in the list as taking 1.5 million Swiss francs on March 3, 1997 – worth about $1 million.

If Havelange is sanctioned then Blatter, also an IOC member, will be in jeopardy. An earlier Panorama programme in June 2006 revealed that this payment was sent by mistake to FIFA and that after Blatter forwarded it to a Havelange account he tried, unsuccessfully, to persuade FIFA’s bankers to erase the transaction. Blatter has refused to comment.

Sources at FIFA say that Blatter’s handling the Havelange bribe was probed by Swiss Investigating Magistrate Thomas Hildbrand in his lengthy inquiry into FIFA and the ISL bribes. Last year Blatter and two other FIFA officials signed a confidential settlement with Hildbrand in which 5.5 million was repaid to FIFA. A Panorama programme in May this year claimed the other officials were Teixeira and Havelange.

The BBC and Swiss media are asking the courts to order publication of the settlement document. The public prosecutor is supporting disclosure stating it is in the public interest. Blatter, Teixeira and Havelange are objecting but are expected to lose in the Swiss federal court in 12 month’s time.

Blatter has had his own copy of the settlement since May last year and could publish at any time. But he prevaricates claiming that it is legally complex and must be examined by an ‘independent expert.’

A further mystery surrounds bribes to FIFA officials paid through various ISL slush funds. One named Sicuretta, managed by Swiss lawyer Guido Renggli (correct), handed more than £3 million in cash to ISL director Jean-Marie Weber, known as ‘The Bagman’ and a longtime friend of President Blatter.

Mr Ringgli declined to tell investigator Thomas Hildbrand who got this cash – but did mention that Mr Weber took him to the World Cup in France in 1998 and introduced him to Blatter. Weber says it is ‘a matter of honour’ not to reveal who he bribed.

The IOC has declared Weber persona non grata but he is still welcome at FIFA and Issa Hayatou has appointed him a consultant to the African Football Confederation.

Any IOC findings implicating FIFA officials in corruption will cast new doubt over the decisions to give the 2018 World Cup to Russia and the 2022 tournament to Qatar.

Einige Zitate. Zunächst erneut Michael Reinsch, weil er mich mit seinen Beispielen an einige Sitzungen erinnert, die ich auch erlebt und protokolliert habe:

Ich werde nie vergessen – in öffentlicher Sitzung – den Auftritt des Generaldirektors Michael Vesper, der, von den Abgeordneten gebeten, die Zielvereinbarungen, die der DOSB mit seinen Fachverbänden abschließt, offen zu legen, sich geweigert hat. Und tatsächlich verlangte, dass diese Vereinbarungen, in denen also abgemacht wird, was so ein Verband sich vornimmt für die nächsten Olympischen Spiele und was er dafür für Unterstützung erhält, dass so etwas die Sportorganisationen wie ein Staatsgeheimnis behandelt wissen wollen. Und die Abgeordneten haben das so hingenommen. Der Sportausschuss hätte da natürlich eine Kraftprobe daraus machen können. Aber wenn man keine Kraft hat, lässt man es auch auf eine Probe nicht ankommen.”

Ich denke mal, Michael Reinsch hat diese Sitzung gemeint:

Ich empfehle wirklich, diese zweidreiviertel Jahre alten Notizen zu überfliegen, sich aber die Aussagen (soweit sie in verständlichem Deutsch formuliert wurden) von Klaus Riegert (CDU) etwas gründlicher anzusehen. Da wird dann schon eine große Leere deutlich. Kein Wunder, dass dieser Mann die Öffentlichkeit ausgeschlossen hat – und im Deutschlandfunk nun tönt irrlichtert:

Ich hab darauf hingewiesen, dass es bestimmte Veröffentlichungen gibt – nicht die Öffentlichkeit im Sportausschuss, sondern bestimmte Veröffentlichungen -, die man mal in der Sprache und im Inhalt nachlesen muss und in den Bewertungen.

Das können Sie sich selber – Sie werden ja eh das dann wieder kommentieren und hin und her auslegen, wie Sie wollen. Ich bleibe dabei, es gibt öffentliche Szenarien, die man einfach mal in der Sprache, darauf habe ich hingewiesen, von der Sprache her nachprüfen muss. Und da bin ich ganz deutlich der Meinung, die zielen nicht darauf hin, Parlamentarismus zu stärken, sondern ihn zu untergraben. Da können Sie in bestimmten Foren einmal selber nachlesen.”

Man muss das wirklich endlich mal von der Sprache her nachprüfen, ob so ein Blog, äh, bestimmte Foren, den Parlamentarismus untergraben will oder öffentliche Szenarien, äh, wollen und überhaupt.

Das können sie selber nachlesen, empfiehlt der Herr Abgeordnete Riegert.

Die PR-Kampagne des FIFA-Präsidenten Sepp Hosni Ben Ali Blatter ist ja nun ziemlich verreckt, wie man vergangene Woche unschwer an Schlagzeilen in aller Welt nachlesen konnte. Sepp kämpft also “aktiv gegen Rassismus”.

Ein weiterer Round Table mit ausgewählten Journalisten, der für vergangenen Freitag angesetzt war, wurde deshalb kurzfristig abgesagt. Sepp gibt aber weiter Interviews, in denen er ungehindert die Wahrheit beugen, seine Welt schönen kann und/oder seine Dialoge mit Gott wiedergeben kann, wie etwa in der Aargauer Zeitung, in der BBC, gestern in der Frankfurter Allgemeinen Sonntagszeitung …

• “Ich werde mich selbst durchleuchten lassen”

… und morgen gewiss anderswo.

Womit will Blatter sich eigentlich durchleuchten lassen?

Mit einem Nacktscanner?

[Hinweis an Sepp: Zu viele Röntgenstrahlen sind der Gesundheit abträglich.]

Es handelt sich bei derlei Veröffentlichungen meist um weitgehend keimfreie FIFA-PR: “Ich, Sepp, räume jetzt aber auf! Ich hätte schon viel früher aufgeräumt, aber ich muss leider, leider, leider mit denen arbeiten, die mir im demokratischen FIFA-Gebilde an die Seite gestellt werden :(“

Die FIFA-Propagandisten verkaufen das FAS-Gespräch sogar auf der eigenen Webseite:

• Blatter: Football has a very positive image
• Blatter: Der Fußball hat ein sehr positives Image

Blatter wolle sich ethisch durchleuchten lassen, behauptet also die FAS.

So ein Unsinn.

Blatter ist längst durchleuchtet worden. Und sollte auch weiter durchleuchtet werden. Nein, eher nicht von Interpol, die hat er ja gerade mit 20 Millionen bestochen denen hat er ja gerade 20 Millionen “gespendet”.

Sepp Blatter ist das Oberhaupt einer mafios strukturierten Familie.

Blatter zu durchleuchten, das war und ist und wird bleiben: die Aufgabe von Journalisten.

[Wogegen eine Darstellerin von Transparency International, einst eine angesehene NGO, deren Mitglied ich immer noch bin, nicht als Aufklärerin, sondern - gemäß Blatter - als Beraterin des FIFA-Präsidenten agiert. Oh Gott, wie schlimm ist es bestellt.]

Richtig ärgerlich wird es, wenn man sich anschaut, wie die FAS dieses PR-Stück verkauft, was Nachrichtenagenturen daraus machen und wie das dann im medialen Kreislauf verwertet wird (simple Google-News-Suche).

Da heißt es dann eben:

• … Blatter wolle sich selbst ethisch durchleuchten lassen …
• … Blatter gebe persönliche Fehler zu …
• … Blatter will Exekutive entmachten …

oder:

• “Blatters Dilemma: Zwischen FIFA-Reform und Skepsis”

So ein Nonsens. Mediales Versagen.

Blatter gibt Fehler zu?

Lächerlich.

Im Original liest sich das so:

In einer Kolumne im Internet haben Sie aber schon geschrieben: Es sind schreckliche Fehler gemacht worden. Von Ihnen?

Es ist so: Wer viel arbeitet, macht ab und zu Fehler. Eines aber würde ich nie mehr machen: dass die Exekutive zwei Weltmeisterschaften gleichzeitig vergibt. Da muss es ja zu Interessenskonflikten kommen, denn es konnte jeder mitstimmen, auch wenn sein eigenes Land Kandidat war. Das war ein Fehler.

Ein persönlicher Fehler?

Ja, auch.

Wow! Ja! Auch!

Blatter will sich “durchleuchten” lassen?

Im Original liest sich das so:

(…) Unter anderem werden diese Leute die neuen Exekutivmitglieder ethisch und moralisch durchleuchten. Die Fifa wird ein Leumundszeugnis verlangen.

Und die alten Mitglieder?

Das ist eine juristische Frage. Aber ich bin überzeugt, dass sich alle Mitglieder einer solchen Überprüfung stellen werden.

Und Sie selbst?

Ja sicher.

Wann?

Im ersten Quartal des nächsten Jahres.

Wow! Ja! Sicher! Im ersten Quartal des nächsten Jahres!

Noch einmal: Journalisten sind dazu da, Blatter und seine Kumpane zu durchleuchten, aber es gehört nicht zur Aufgabe von Journalisten, seine Wahrheitsbeugungen und die Ergüsse seiner Spin Doktoren nahezu ungebrochen zu verbreiten.

Btw, ich weiß, dass Blatters neue Berater (die fürstlich entlohnten Herren de Gregorio, Fisa, Alexander) noch nicht ganz auf der Höhe des Geschehens sind, dazu fehlen ihnen einfach zu viele Hintergründe. Aber vielleicht könnten sie Ihrem Chef – ich habe das gelegentlich schon von deren Vorgängern erbeten – mal sagen, dass er weniger Unsinn erzählen soll.

Zum Beispiel erklärt er:

Diejenigen, die mich jagen und sagen, Sepp Blatter steht auf der [ISL-]Liste, irren sich.

Sepp, mein Freund, das hat doch gar niemand behauptet. Es geht aber, zum Beispiel, darum, ob der einstige FIFA-Generalsekretär Joseph Blatter jene 1,5 Millionen, die für den damaligen Präsidenten Havelange bestimmt waren, aber versehentlich auf einem FIFA-Konto ankamen, auf Havelanges Konto transferiert hat.

Ganz davon abgesehen, dass Sepp Blatter stets eine zentrale Rolle im von seinem alten Kumpel Horst Dassler, der ihn auch in der FIFA installierte, begründeten ISL-Korruptionssystem gespielt hat. Ganz davon abgesehen, dass Sepp sich vom Emir von Katar und von Mohamed Bin Hammam 1998 und 2002 inthronisieren ließ. Ganz davon abgesehen …

… aber ich will nicht die gesamte Korruptionsgeschichte der FIFA ausbreiten.

Nun ja. Die Fakten sprechen ein wenig dagegen.

FIFA president Blatter has given himself the authority to sign cheques without the approval of his staff or colleagues. Documents at the Zurich Commercial Register reveal that Blatter has had sole signatory powers for nearly two decades.

João Havelange, his predecessor as FIFA president, currently under investigation by the IOC for bribe-taking, had this power but as he lived in Rio, he allowed his then general secretary Sepp Blatter also to have sole rights.

As corruption allegations swirl around President Blatter he could, if he wanted, write himself a cheque for the $1.6 billion in FIFA’s bank account, take his empty suitcases to FIFA’s bankers UBS on Zurich’s Bahnhofstrasse, speed on to the airport, take his last trip on a FIFA-funded jet (he never flies scheduled airlines) and abscond to safe haven in countries like Burma, Russia, Azerbaijan and Zimbabwe where he has been given warm welcomes in the last year.

When Blatter took the presidency in 1998 he kept this power of sole signatory for himself but has denied it to his three successive general secretaries – including incumbent Jérôme Valcke. Even Julio Grondona, the chairman of FIFA’s Finance Committee, does not have this power.

Funny money bank accounts

Mr Grondona is currently under investigation by police in Buenos Aires following the revelation two weeks ago that he and his family and close aides control bank accounts in Switzerland containing more than $70 million. Although the accounts have featured prominently in the Swiss media, Blatter has declined to refer Grondona to FIFA’s Ethics Committee. Police in Buenos Aires are on the case.

Blatter Single Signature

This disclosure calls into question the reassuring reports of FIFA’s Audit Committee, chaired for many years by IOC member Franco Carraro who resigned in 2006 as President of Italian football after allegations of involvement in the Juventus match-fixing scandal. Mr Carraro was subsequently cleared of any wrongdoing.

He once commented that FIFA’s Code of Ethics ‘guarantees transparency and strictly ethical standards among the various bodies and officials of FIFA, and football in general.’

Another luminary of FIFA’s seven-member Audit Committee is Justino Fernandes, former governor of Luanda. He was attacked by philanthropist George Soros, the UK, the USA and the European Parliament after ordering the jailing of a critical reporter in Angola.

$9.5 million in kickbacks

Also on the Audit Committee is José Carlos Salim from Brazil, a close confidant of FIFA’s Executive Committee member Ricardo Teixeira, under investigation by Federal Police for tax evasion and money laundering following disclosures by BBC Panorama that he allegedly took $9.5 million in kickbacks from the company awarded FIFA’s World Cup marketing contracts. Mr Salim is an executive of the Brazilian football federation, chaired by Teixeira – who is in charge of the 2014 World Cup.

The existence of Blatter’s sole power of signatory also casts doubt on the due diligence of FIFA’s executive committee. Vice-president Issa Hayatou from Cameroun is under investigation by the IOC for bribe-taking. Nicolas Leoz from Paraguay was also accused by Panorama of pocketing $730,000 in contract kickbacks – but Blatter has again refused to act in either case.

Uhu – here come the Feds

American member Chuck Blazer may not have been troubled as he flouts good governance rules by being both general secretary and treasurer of regional football in North America, Central America and the Caribbean. His offshore bank accounts and assets are currently being examined by the FBI – but Blatter declines to refer Blazer to the ethics committee.

Although there are no allegations of any kind against Michel Platini neither he nor Britain’s former FIFA vice-president Britain’s Geoff Thompson, or his recent successor Jim Boyce from Belfast, appear to have raised the issue of Blatter’s extraordinary power.

This reporter has been banned from FIFA press conferences since 2003 after he published a documented story disclosing that Blatter pays himself a secret six-figure annual bonus for ‘loyalty.’ Blatter announced the story was ‘fiction’ and promised to sue. He didn’t. Blatter refuses to reveal what he pays himself in salary, bonuses, expenses and other perks. And what he takes in cash.

The Truth about FIFA Corruption & Ricardo Teixeira - A verdade sobre FIFA Corrupção & Teixeira Ricardo

Good morning. Thank you for your invitation.

I have been an investigative reporter for 45 years. I research and acquire confidential documents.

Then I write books and articles and make investigation films for the BBC.

I have been investigating FIFA for 10 years.

I have considerable experience in investigating organised crime and I can assure you that FIFA ticks all the boxes in the academic definition of an Organised Crime Family.

Today I want to tell you about the latest corruption crisis at FIFA and how it will impact on the 2014 World Cup.

But first – Meet some of the members of FIFA’s 23-man Executive Committee.

# Jim Boyce is Britain’s vice-president. He is silent about corruption. He can expect to pocket around US$1 million in FIFA payments in the next 4 years.

# Prince Ali from Jordan. A lightweight. Put in place by Blatter to get rid of one of his critics.

# Julio Grondona from Argentina, chairman of FIFA’s Finance Committee, currently under investigation for black money accounts in Switzerland. In June 2003 he said on TV, ‘I don’t believe a Jew can ever be a referee at our senior level because it’s hard work and, you know, Jews don’t like hard work.’

# Worawi Makudi from Thailand has been named in several FIFA scandals and is currently under investigation for misuse of FIFA development money.

# Manilal Fernando from Sri Lanka is under investigation for his possible involvement in the notorious US$1 million vote-buying scandal set up Qatar’s Mohamed Bin Hammam in Trinidad in May.

# Nicolas Leoz from Paraguay, at left, president of Conmebol. Swiss court documents reveal he took US$ 730,000 in bribes from the former FIFA marketing company, ISL. Blatter refuses to investigate.

# Chuck Blazer from New York. For the last 21 years Blazer and Jack Warner looted the Confederation of Central, North American and Caribbean countries. Chuck Blazer’s Caribbean bank accounts are now being examined by the FBI.

In December 2006 – at the conclusion of a law suit in New York bought by MasterCard against FIFA – Judge Loretta Preska stated:

Mr Blazer’s testimony was generally without credibility, based on his attitude and evasive answers on cross examination …

She added:

Mr Blazer’s testimony is rejected as fabricated.

FIFA paid MasterCard US$90 million to settle the case.

# Rafael Salguero from Guatemala was nominated by the now discredited Jack Warner. I won’t repeat the allegations about Mr Salguero!

This is the biggest scandal ever at FIFA. It’s the payment of bribes to FIFA officials by the ISL sports marketing company in return for World Cup contracts. It is currently making news in Brazil – and globally.

Let’s introduce this saga through some of the activities of FIFA General Secretary Jerome Valcke.

Here he is with a friend.

In early 2001 Valcke worked for a French company hoping to buy the assets of the bankrupt ISL company. His team examined the ISL books. He discovered the massive, secret kickbacks to FIFA officials.

He tried to use this information to re-negotiate contracts with FIFA. On April 30 2001, Mr Valcke received this astonishing letter from Blatter:

The highlites are:

Threats were specifically directed against both FIFA and “certain gentlemen of FIFA.”

And …

The position of FIFA in no way will ever be altered by any threats or attempts of blackmailing.”

Two years later Blatter hired this ‘blackmailer’ to be his new head of marketing! You might wonder, why?

Like Chuck Blazer, Mr Valcke also gave evidence in the MasterCard case. Their lawyer Mr Martin Hyman accused Mr Valcke of lying.

Disraeli once said there were three kinds of “lies, darned lies and statistics. ” We have learned from the FIFA Marketing Group that there are more. We have learned about the six degrees of prevarication, white lies, commercial lies, bluffs, pure lies, straight untruths and perjury.

And:

Mr Valcke even lied when testifying about his lies. But in FIFA’s world, that’s perfectly okay.

That was in December 2006. It was an international scandal.

Sepp Blatter announced that Jerome Valcke was fired!

Six months later Blatter brought him back … promoted to be FIFA General Secretary! Again – what hold does the blackmailing Valcke have over Blatter?

The ISL contracts-kickbacks story began in 1974 when German businessman Horst Dassler paid bribes to get Joao Havelange elected president of FIFA.

Mr Dassler, from the family who owned Adidas, created the ISL company and wanted FIFA’s lucrative World Cup contracts. Did Havelange put his hand out for money? Or did Dassler offer the bribes? Who made the first move? Mr Havelange could tell us.

Horst Dassler died in 1987. Havelange remained FIFA president, Sepp Blatter was his General Secretary. In between them, here, is Jean-Marie Weber, formerly Dassler’s assistant, who became notorious as the ‘Bagman’ who delivered the ISL bribes. He admitted this in court in 2008.

A key player in the conspiracy to privatise the people’s sport was IOC president Juan Antonio Samaranch. One of the IOC’s dirty secrets is the 37-year fascist history of Samaranch, former sports minister for Franco. There he is with his arm up, fourth from right. Samaranch and Dassler worked together to deliver sport to the sponsors.

In 1996 the American IMG company tried to break ISL’s monopoly on FIFA contracts. IMG offered US$1 billion for the rights to the 2002 World Cup.

They soon discovered FIFA General Secretary Blatter and President Havelange were lying to them.

This is IMG executive Eric Drossart. He wrote to Blatter:

Sepp, it is very difficult to conclude anything other than there being two sets of rules in operation here, one for ISL and one for the rest … your responses to our efforts are merely a cosmetic exercise designed to protect FIFA from future accusations of unfair and improper competitive conduct.”

FIFA double-crossed IMG, ISL got the business and Blatter and Weber got closer.

From 2001 ISL, Weber, Blatter and the bribe-takers were investigated by this man – Investigating Magistrate Thomas Hildbrand. FIFA and Blatter did all they could to obstruct him.

In 2006 the BBC were investigating the ISL bribery scandal.

We sent emails to Blatter requesting an interview.

He ignored our emails.

So we went to see him.

We caught up with him on a public footpath near the old FIFA House on the day of a FIFA press conference.

I have been banned from FIFA since 2003 when I published a documented story revealing that Blatter pays himself a huge, secret, annual bonus.

AJ: Do you know which football officials took payments from the ISL Marketing Company?

BLATTER: I don’t answer these questions. (…)

AJ: Have you tried to find out who took these payments from the ISL Marketing Company?

BLATTER: You know better than I know, you know better than I know.

AJ: You’re the president of world football, I’m only a reporter.

BLATTER: No, listen, listen, you know better than I know. This is a file which is in the hands of the justice and the courts and it shall be there until …

AJ: Will you tell me who took the 1 million franc bribe? … I’m told you ordered this bribe should be moved to the man who’s name is on the payment, can you tell me who it went to, was it President Havelange?

As soon as we stopped filming he refused me entry to his press conference.

Two years later I was at the courthouse in Zug. Six ISL executives were accused of trading while insolvent. The judge confronted Jean-Marie Weber: Did ISL pay around US$100 million in bribes to sports officials?

Yes, said Mr Weber.

For years I’ve been gathering evidence about corruption at the highest levels within FIFA. But there was one crucial document I couldn’t get hold of. Then just over a month ago a trusted source delivered the goods.

It’s a secret document, which some people at FIFA hoped could be kept buried forever.

Line by line it details 175 secret payments, totalling tens of millions of dollars.

I know from well placed sources that the payments were bribes.

Among the list of names. Some senior FIFA officials.

This is real money, massive kickbacks on World Cup contracts.

Havelange owes a lot to Blatter. On March 3 1997 ISL made a terrible mistake. They sent a bribe for 1.5 million Swiss francs – around US$1 million – intended for President Havelange – direct to FIFA’s bank account!

I tell this story in the first chapter of my book and in BBC films. Here’s the evidence, from ISL files:

FIFA general secretary Sepp Blatter ordered the money transferred quickly to a Havelange private account. He denies it ever happened.

How much did FIFA president Joao Havelange take in bribes?

My guess is in excess of US$50 million. Did he pay tax in Brazil on this money?

I will now move on to 3 other cases of bribes paid to FIFA officials. The BBC sent each man at least 2 emails inviting them to grant interviews. They did not respond.

One of them is Issa Hayatou – well known to “The Bagman” Jean-Marie Weber. This is from my film of November 29 last year.

Mr Hayatou is a FIFA Vice President representing fifty-three African countries.

The list shows ISL paying him 100,000 French Francs.

Next to his name it says “barzahlung”. German for cash payment

He didn’t answer our letter either. This time I got a bit closer.

Mr Hayatou. Andrew Jennings we’ve met before. Could you spare me a moment?

I’d like to ask you about monies.

Please, please, please.

We’ve looked. The ISL books show that you received money from the ISL books.

That’s what the lists say. They say you received money, Issa.

Your name is in the books from ISL. Your name is in the books for getting money that is why I am asking you.

OK, yeah.

Then there’s Nicolas Leoz from Paraguay. In court in Zug in 2008 we were told that he had received US$130,000 from ISL in the year 2000.

Then I obtained the complete list – and discovered that Mr Leoz had pocketed a lot more

Thanks to this secret list of payments we’ve obtained, never revealed in open court, we can see that Mr Leoz got a great deal more.

The ISL list shows he received three further payments.

One of two hundred thousand dollars.

Another one of two hundred thousand.

And yet another one.

That’s a further 600,000 dollars worth of bribes for Mr Leoz

We wrote asking him to explain the payments. He didn’t respond so I tried to catch up with him at a luxury hotel in Zurich.

You discovered that Teixeira and his company were receiving money from a company in Liechtenstein named Sanud.

But we’ve got new questions, because that Liechtenstein company, Sanud, has been closely linked to him in the past.

An inquiry by the Brazilian senate in 2001 found that funds from Sanud had been secretly channeled to Mr Teixeira.

So did the 9.5 million dollars on our list end up in his pocket as well?

We wrote to Mr Teixeira and asked. He didn’t reply either.

So I went back to FIFA’s hotel in Zurich to ask him.

Did you take your bribes through the Sanud company?

What were those payments from the ISL company for?

Mr Teixeria.

Oh dear.

Swiss Magistrate Thomas Hildbrand discovered enough evidence to prove that 2 FIFA officials took ISL bribes – and that Blatter had covered it up. In May 2010 he announced that the case had been settled. Here’s his public statement:

Investigating Magistrate Thomas Hildbrand in August 2008 began an investigation into allegations that certain members of FIFA’s Executive Committee received kickbacks on marketing contracts. After five years of inquiries the accused agreed to repay 5.5million Francs and the case was closed.”

Who were the accused? They are Blatter, Teixeira and Havelange. They have paid a small fortune to have their names kept secret.

But they cannot. The BBC and several Swiss newspapers are fighting a legal battle to have Hildbrand’s report published.

Blatter, Havelange and Teixeira are resisting – and here are the Swiss lawyers for clients B1, B2 and B3.

I know this because the BBC receives copies of all correspondence.

• B1 is Blatter and Fifa, represented by lawyers Nobel & Hug
• B2 is Ricardo Teixeira, represented by law firm Schweiger
• B3 is Joao Havelange, represented by law firm Niedermann.

Last week the Public Prosecutor in Zug rejected the arguments of Blatter, Teixeira and Havelange.

The big question now is: Will Blatter, Teixeira and Havelange continue to fight for suppression?

Our lawyers say it is inevitable that the Swiss Supreme court will order disclosure in the public interest – although it may take another 12 months.

Then you will have a massive international scandal hanging over your world Cup. Two Brazilians and President Blatter.

Es ist eine weitere Geschichte aus dem real existierenden Schattenreich der Korruption: aus dem Exekutivkomitee des Fußball-Weltverbandes FIFA. Der schwergewichtige US-Amerikaner Chuck Blazer, Generalsekretär der nordamerikanischen Konföderation CONCACAF quasi auf Lebenszeit und jüngst als Whistleblower aktiv, um die korrupten Exko-Kollegen Mohamed Bin Hammam und Jack Warner zu enttarnen, kassiert seit Jahren viele Millionen nebenbei. Und wieder kommt das Wort der “Kommissionen” ins Spiel, das wir schon aus dem ISL-Korruptionssystem kennen – oder aus der FIVB: Blazer macht den Acosta.

Im Fall Blazer verhält sich das so:

Eine von Blazers Firmen, die auf den Cayman Islands domizilierte Sportvertising, unterhält den Vertrag mit CONCACAF. Blazers Gehalt, Höhe unbekannt, wird auf Sportvertising-Konten bei der Barclays Bank, Grand Cayman, und der First Caribbean International Bank auf den Bahamas überwiesen – nebst 10 Prozent Kommissionszahlungen auf alle Marketingverträge der CONCACAF.

Zehn Prozent nur? Mensch, ist Blazer bescheiden.

Allein in den vergangenen fünf Jahren summierte sich der Nebenverdienst des Chuck Blazer auf 9,6 Millionen Dollar. Hinzu kommen seine FIFA-Tantiemen und andere Einnahmen in unbekannter Höhe – eventuell auch von den WM-Bewerbern aus Russland (2018) und Katar (2022). Chuck Blazer hat für Russland gestimmt – und angeblich für die USA.

Um die Fantasie anzuregen sei gesagt, dass Chuck seit 20 Jahren gemeinsam mit Jack über die CONCACAF-Geschäfte gebietet. Wer mag, kann hochrechnen, wie viel er legal, halblegal und illegal in diesen Jahrzehnten kassiert haben mag. Diese 9,6 Millionen sind eine erste Variable.

Chuck Blazer hat den Sachverhalt der Kommissionen auf Anfrage bestätigt. Im zweiten Vertrag zwischen CONCACAF und Sportvertising aus den 1990er Jahren sind folgende Zahlungsdetails festgehalten:

Lucky Chuckie! Blazer takes secret 10% on sponsor deals

FIFA official Chuck Blazer from New York, the ‘Mr Clean’ who turned whistleblower and forced his colleague Jack Warner out of the game, secretly trousered nearly $2million in “commissions” from football marketing deals last year.

The previous year was even more lucrative for Mr Blazer. He took $2,622,714 in 2009 and over the last five years has paid himself $9.6 million in bonuses on top of his pay as general secretary of Concacaf, the confederation of footballing nations in the Caribbean, central and North America.

The accounts of the 35-nation Concacaf are marked ‘private and confidential’ and not made public. The commissions are listed – but not who gets them. Blazer, whose remuneration is also confidential, signs and presents the accounts to the confederation’s annual conference.

In late May Blazer reported Warner for his role in what appears to be a $1 million plot by Qatar’s Mohamed Bin Hammam to bribe Caribbean nations to support him in the battle with Sepp Blatter for FIFA’s presidency. Warner hurriedly quit FIFA and Bin Hammam will learn his fate later this month. Two other members of FIFA’s executive committee are also under investigation.

There is still shock that Blazer turned against Warner. He sat next to Concacaf president Warner for two decades, appearing to ignore the endless scandals, especially Warner’s industrial-scale World Cup ticket rackets.

Blazer helped install Warner in power at Concacaf in 1990 and in return was appointed general secretary. Blazer’s contract specified that he was hired from one of his private companies, Sportvertising, subsequently domiciled in the Cayman Islands. This company would receive Blazer’s never disclosed salary and crucially, 10% of ‘all sponsorships and TV rights fees from all sources received by Concacaf.’ According to documents obtained by the TiS, Blazer’s payments were channelled offshore to accounts in the name of Sportvertising at Barclays Bank, Grand Cayman, and the First Caribbean International Bank, Bahamas.

Blazer has confirmed these facts about the commissions and claims they are known to the delegates to CONCACAF. He also confirms that they are confidential.

‘A majestic symbol of elegance’

Blazer is both chief executive and treasurer, flouting most accepted concepts of good governance. Concacaf’s other officials are seen as weak and in effect the two men have controlled regional football. Blazer says his football hero is former FIFA president Joao Havelange, ‘a majestic symbol of elegance in our sport.’ Havelange is currently being investigated by the IOC after BBC Panorama alleged that he took a $1 million bribe from a marketing company.

Warner is also president of the Caribbean Football Union, part of Concacaf, and only weeks before the bitter split, happily instructed the usually cash-strapped CFU’s bank to issue a $250,000 bank draft to Blazer.

Concacaf vice-president Lisle Austin from Barbados has attempted to fire Blazer but been turned away from their headquarters in Trump Tower, New York by private security. Blazer, in his mid-sixties, lives in a Trump Tower apartment with his parrot Max and girlfriend Mary Lynn. He is so broad of girth that he cannot fit into the largest of FIFA’s executive saloon cars and has to be transported in a luxury van.

The American press, hopeful that the USA can win control of the Concacaf region, writes admiringly of Blazer, who sports a flowing white ‘Cap’n Birdseye’ beard, as a Father Christmas style character who is ‘gregarious and witty’ and dines in New York’s best restaurants.

During a FIFA marketing dispute in a Manhattan court five years ago the judge ruled that Mr Blazer’s testimony was ‘generally without credibility based on his attitude and demeanour and on his evasive answers on cross-examination.’ The judge added that some of his testimony was ‘fabricated.’

Zuletzt habe ich Sepp & Chuck & Jack friedlich vereint auf jenem ominösen CONCACAF-Kongress im Mai 2011 in Miami gesehen (befragt und fotografiert), auf dem Sepp eine Million an die Konföderation spendete, was er als FIFA-Boss aus der Portokasse nimmt und sogar darf. Bin Hammam fehlte damals angeblich weil er kein US-Visum bekommen hatte (diesem Gerücht saß auch ich damals auf). Tatsächlich hatte er mit Jack längst einen Bestechungstermin knapp zwei Wochen später in Port of Spain ausgemacht, worüber Chuck seinen den CONCACAF-Anwalt ein Dossier anfertigen und dem FIFA-Lügengeneral Jerome Valcke vorlegen ließ.

Die Frage ist, wer aus diesem Trio das Jahresende noch in seinen millionenschweren Funktionen im Selbstbedienungsreich FIFA erlebt.

Veränderung kann nur von außen kommen.

Und derlei klare, einprägsame Stücke wie die BBC Panorama-Sendung (endlich auch in diesen Breitengraden online) von Andrew Jennings tragen dazu bei.

Da kann der Sepp noch so viel Geld von den 1,3 Milliarden Dollar FIFA-Rücklagen verschleudern für Wahlgeschenke, Interpol-Spenden und charakterlose so genannte Berater (ehemalige vermeintliche Journalisten wie Brian Alexander oder Walter de Gregorio) und professionelle PR-Weißwäscher. Diese Hilflosen können das Image der FIFA nicht mehr reinwaschen.

Es ist vorbei, Sepp. Nur noch nicht am 1. Juni.

40.000 Dollar? Oh, my god! Ist dem Katari das Geld ausgegangen?

Gewiss nicht. Es ist vielmehr so: Bei 40.000 Dollar, angeblich (aber ehrlich gesagt: damit kann man nicht mal den ungierigsten FIFA-Mann aus der Hängematte locken), dürfte die “Bestrafung” durch die “unabhängige” “Ethikkommission” nicht so arg ausfallen. Und darauf kommt’s an.

(Den Gänsefüsschen-Quatsch lasse ich dann mal sein. Es ist aber auch schwierig, normalerweise müsste man im FIFA-Reich des Sepp B. fast jedes Wort in Gänsefüsschen setzen. Ethik? Unabhängigkeit? Bääh.)

… nur von der ISL-Gruppe. Das ist nur, was wir bisher wissen. Es ist lediglich die Spitze des Eisbergs. Ich sage es erneut: 95-98 Prozent aller Korruptionsfälle (und Zahlungen) bleiben unentdeckt – jeder kann die Dunkelziffer kalkulieren. Und die ISL war zwar Weltmarktführer im Sportbusiness, aber eben auch nur eine große Firma auf dem Markt, auf dem sich viele andere Giganten und ungezählte kleine Fische tummelten.

Hier mein Text von heute Nachmittag:

Drei Tage vor der Entscheidung über die Gastgeber der Fußball-Weltmeisterschaften 2018 und 2022 liegen weitere Dokumente vor, die Fußballfunktionäre schwer belasten. Mindestens drei aktuelle Mitglieder aus dem Exekutivkomitees des Weltverbandes FIFA haben über Jahre Millionensummen an Schmiergeldern vom ehemaligen Sportrechtehändler ISL/ISMM kassiert: Brasiliens Verbandschef Ricardo Teixeira, Nicolas Leoz aus Paraguay, Chef der südamerikanischen Fußball-Konföderation CONMEBOL, und Issa Hayatou aus Kamerun, Präsident des afrikanischen Konföderation CAF. Von Teixeira und von Leoz waren andere Vergehen bereits bekannt. Neu ist der Name Hayatou. Alle drei sollen am Donnerstag in Zürich über die beiden Weltmeisterschaften 2018 und 2022 entscheiden. „Schmiergeldempfänger stimmen mit“, titelte am Montag der Züricher „Tagesanzeiger“.

Der langjährige FIFA-Präsident Joao Havelange, ehemals Schwiegervater Teixeiras, taucht ebenfalls auf der Liste auf, die zwischen 1989 und 1999 insgesamt 175 Zahlungen in einer Gesamthöhe von 122.587.308,93 Schweizer Franken erfasst. An der Echtheit des Dokuments, dass BBC-Reporter Andrew Jennings für die Sendung Panorama (wird am Montagabend ausgestrahlt) enthüllte, besteht kein Zweifel. Denn schon im ISL-Strafprozess im Frühjahr 2008 in Zug hatte Marc Siegwart, einer der Richter, süffisant von 120 Millionen Schmiergeld gesprochen – es sind sogar einige Millionen mehr.

Gerichtsfest dokumentiert waren bislang weitere 18 Millionen Franken, die von der ISL-Gruppe zwischen 1999 und 2001 an höchste Sportfunktionäre gezahlt wurden. Insgesamt wurden mehr als 140 Millionen Franken gezahlt – und das ist nur die Spitze des Eisbergs. Dafür haben diese Top-Offiziellen aus zahlreichen Sportweltverbänden, nicht nur aus der FIFA, der ISL/ISMM Milliardenaufträge verschafft: Sponsorenverträge, Marketingrechte, TV-Rechte. Die meisten Zahlungen liefen über Tarnfirmen und Stiftungen in zahlreichen Ländern. Das ISL-Korruptionssystem wurde 2008 in einem Strafprozess gegen langjährige ISL-Manager in Zug vor Gericht seziert. Auch zahlreiche Barzahlungen gehörten zum Geschäft, die Schmiergeldboten hatten nie Probleme, prall gefüllte Koffer über die Grenze zu bringen, um etwa Geld aus Liechtenstein in Zürich zu übergeben. Einer der ISL-Manager sagte vor Gericht aus: „All diese Zahlungen waren notwendig, um überhaupt Verträge zu bekommen und dass die (gemeint sind Sportfunktionäre/d.A.) sich dran halten.“ Ein anderer sagte: „Das war, als wenn man Lohn bezahlen muss. Sonst wird nicht mehr gearbeitet.“

Im Juni 2010 war ein Deal zwischen der Staatsanwaltschaft Zug und der FIFA bekannt geworden. Die FIFA zahlte 5,5 Millionen Franken an die Staatskasse – die Ermittlungen wurden eingestellt. Die Namen der bestechlichen Funktionäre sollten für alle Zeiten geheim bleiben. Nun sind einige Personen mehr bekannt, und etliche Firmen und Stiftungen. Der größte Korruptionsskandal der Sportgeschichte schlägt Kreise und ist damit endgültig im Internationalen Olympischen Komitee (IOC) angekommen. Denn neben Havelange, Doyen des IOC, gehört auch Hayatou dem IOC an. Außerdem hat gemäß des Dokuments, das Spiegel Online vorliegt, der Senegalese Lamine Diack Geld kassiert. Diack, in seiner Heimat als künftiger Staatspräsident gehandelt, ist seit 1999 Präsident des Leichtathletik-Weltverbandes IAAF und in dieser Eigenschaft IOC-Mitglied.

Top-Verdiener war der Brasilianer Ricardo Teixeira, der von der ISL über Tarnfirmen bis 1999 rund 9,5 Millionen Dollar erhielt. Weitere 2,5 Millionen, das war seit 2008 bekannt, kassierte er zwischen 1999 und 2001. Teixeiras Vergehen sind Legende und unter anderem in Untersuchungsberichten des brasilianischen Parlaments nachzulesen. Doch Teixeira genießt doppelte Protektion: daheim von der Politik, und in der FIFA von Präsident Joseph Blatter. Erst vor zwei Wochen hatte das brasilianische Magazin „Lance“ enthüllt, dass Teixeira als Präsident des brasilianischen Verbandes CBF und Chef des WM-Organisationskomitees 2014 Verträge mit sich selbst abgeschlossen hat. Die WM wird von einer Firma organisiert, die zu 99,9 Prozent dem CBF und zu 0,1 Prozent Teixeira gehört – über die Aufteilung eines etwaigen WM-Gewinns entscheidet allein Teixeira, unabhängig von den Gesellschaftsanteilen.

Das IOC und seine so genannte Ethik-Kommission haben sich nie mit dieser Thematik auseinander gesetzt und wie die FIFA stets darauf verwiesen, dass der Erhalt von Bestechungszahlungen zwischen 1989 und 2001 in der Schweiz nicht strafbar gewesen sei. Präzise betrachtet ist es das auch heute noch nicht: Zwar würde ein Korruptionsgeflecht, wie es die ISL-Gruppe aufgebaut hatte, heute vom Gesetz über den unlauteren Wettbewerb erfasst und wäre strafbar. Doch Sportfunktionäre und ihre milliardenschweren Konzerne wie FIFA und IOC, die zumeist in der Schweiz residieren, genießen weiter den rechtlichen Status von Vereinen, werden von Anti-Korruptionsregeln nicht erfasst. Der Erhalt von Bestechungszahlungen etwa im Zusammenhang mit der Vergabe der beiden Fußball-Weltmeisterschaften an diesem Donnerstag gilt quasi als vereinsinterne Angelegenheit der FIFA. Vor zwei Wochen hatte die FIFA-Ethikkommission zwei Exekutivmitglieder und vier weitere Funktionäre suspendiert, die nach Recherchen der Londoner Sunday Times als bestechlich enttarnt wurden.

Für den IOC-Patron Joao Havelange ist in den Unterlagen am 3. März 1997 eine Zahlung von 1,5 Millionen Franken verzeichnet. Dies geschah ein dreiviertel Jahr, nachdem die ISL-Gruppe gemeinsam mit dem Münchner Rechtehändler Leo Kirch unter skandalösen Umständen für 2,8 Milliarden Franken die TV-Vermarktung der Weltmeisterschaften 2002 und 2006 erworben hatte. Im Jahr 1997 sicherte sich die ISL unter ebenso dubiosen Umständen auch die Vermarktung der WM-Sponsorenrechte in Höhe von einer knappen Milliarde Franken.

Für Nicolas Leoz, schon seit 1986 Südamerikas Fußballchef und eng mit Teixeira und Havelange verbandelt, sind 864.000 Franken Schmiergeld notiert – zuzüglich jene 211.625 Franken, die schon länger bekannt waren. Die IOC-Mitglieder Hayatou und Diack kassierten vergleichsweise Peanuts. Hayatou erhielt 1995 einmal 24.700 Franken in bar. Diack erhielt drei Bar-Tranchen, insgesamt 52.680 Franken. Interessant ist, dass der Schmiergeldbote des ISL-Konzerns, Jean-Marie Weber, bis heute für Hayatou und Diack arbeitet, also für den von Hayatou geleiteten afrikanischen Verband CAF und für die IAAF des Lamine Diack.

Ich habe es schon mal auf Facebook gefragt: Ich bin sehr gespannt, wie 20er ab Mai kommenden Jahres als neues Mitglied des FIFA-Exekutivkomitees aufräumen wird mit der Korruption. Btw: Sehr lustig, dass ein gewisser Günter Netzer gleich die WM-Auslosung der Frauen erledigen wird. Netzer war einst an dubiosen Deals vor der Vergabe der Männer-WM 2006 an Deutschland beteiligt.

22.26 Uhr: Zur BBC: Es war ein typischer Andrew Jennings mit einigen Highlights der vergangenen Jahre, etwa Jack Warner, der sich lieber seine Spucke spart, als auf ein Stück Abfall wie AJ zu spucken, obwohl der es verdient hätte … so sind die, die FIFA-Ehrenmänner.

Nun wird es wieder Idioten geben im so genannten Journalismus, unter Spindoktoren und Funktionären, die behaupten werden, AJ hätte nichts Neues geliefert. Ich sage: Lüge. Unsinn. Spin. Rufmord.

Andrew Jennings hat mit diesem Dokument ein wichtiges Puzzleteil der Sportgeschichte geliefert. Wer das nicht begreift oder es nicht begreifen will, dem ist nicht zu helfen. Ich sage einmal mehr, liebe Freunde: Es geht im Journalismus nicht um “he said, she said” und also nicht darum, Halbsätze zu interpretieren und daraus so genannte Exklusivnachrichten zu basteln. Es geht um solche Papiere. Bravo, AJ.

New revelations: FIFA Excecutives named as ISL bribe-takers

Three days before the election of the hosts of the 2018 and 2022 football World Cups, new documents have appeared that present heavy charges against football officials.

At least three current members of the executive committee of football’s world governing body FIFA have over the years collected millions of dollars in bribes from the former sports marketing agency ISL / ISMM: Ricardo Teixeira, Head of Brazil’s Football Federation (CBF) and of the 2014 World Cup Organising Committee, Nicolas Léoz of Paraguay, Head of the South American Football Confederation (CONMEBOL), and Issa Hayatou from Cameroon, President of the African Football Confederation (CAF).

Regarding Teixiera and Léoz, other irregularities were already known, but the name of Hayatou is new. All three will meet Thursday in Zurich and take part in the voting on the 2018 and 2022 World Cups.

“Bribe receivers cast their votes” said the Zurich Tages-Anzeiger in their headline today.

The long-time FIFA President Joao Havelange, once father-in-law of Ricardo Teixeira, also appears on the list which covers the years between 1989 and 1999 and a total of 175 payments worth 122,587,308.93 Swiss francs.

There is no doubt about the authenticity of the document that the author and investigative reporter Andrew Jennings has uncovered for the BBC programme Panorama (broadcast on Monday evening at 20.30 CET), for in the ISL court procedure in the spring of 2008 in Zug, Marc Siegwart, one of the judges, spoke smugly about bribes of 120 million Swiss francs in those years.

On top of that, the prosecutors in Zug had already documented a further 18 million Swiss francs, which were paid by the ISL group from 1999-2001 to top sports officials. All in all 140 million Swiss francs were paid out – and this is just the tip of the iceberg. For this money, these top officials from various sports organisations, not only FIFA, ensured orders worth billions for the ISL / ISMM: Sponsorship contracts, marketing rights, TV rights. Most payments were funnelled through sham companies and foundations in many countries. The ISL system of corruption was spelled out in a criminal proceeding against six long-time ISL executives in the court of Zug in 2008.

Numerous cash payments were also part of the business; the bribe couriers never had problems bringing bulging suitcases across the border, for instance to pass money from Liechtenstein to Zurich.

One of the ISL-managers testified in court: “All these payments were necessary to even get contracts and to make them [the sports officials] stick to it.” Another said: “It was like paying salaries. Otherwise they would have stopped working immediately.”

In June 2010, a deal between prosecutors in Zug and FIFA was settled. FIFA paid 5.5 million Swiss francs to the Swiss Treasury – and the investigation was discontinued. The names of the corrupt officials were supposed to remain secret forever. Now some of these names have become publicly known, as have the names of several companies and foundations.

The biggest corruption scandal in the history of sport keeps spreading and has now reached the International Olympic Committee (IOC). Besides Havelange, doyen of the IOC, Hayatou is also an IOC member. Moreover, according to the document, the Senegalese Lamine Diack also collected money from the ISL. Diack, treated as a future president in his home country, has been President of the World Athletics Federation (IAAF) since 1999 and is through this capacity an IOC member.

Top earner is the Brazilian Ricardo Teixeira, who, through sham companies, has received around 9.5 million dollars from the ISL since 1999. Between 1999 and 2001, he collected another 2.5 million dollars, which has been known since 2008.

Teixeira’s records are legend and included in investigation reports by the Brazilian Parliament. But Teixeira enjoys double protection: at home by politics, and in FIFA by President Joseph Blatter.

Only two weeks ago, the Brazilian magazine “Lance” revealed that Teixeira as President of CBF and head of the 2014 World Cup Organising Committee has signed contracts with himself. The World Cup is organized by a company that belongs 99.9 percent to the CBF and 0.1 percent to Teixeira – the sharing of any World Cup profits is decided by Teixeira alone, regardless of the distribution of shares.

The IOC and its so-called Ethics Committee have never paid much attention to this issue or to how FIFA always pointed out that receiving bribes in Switzerland between 1989 and 2001 was not illegal. In fact, it still isn’t: However, a corruption network as the one seen within the ISL Group, would now be covered by the law on unfair competition and as such be punishable. But sports officials and their billion-dollar corporations like FIFA and IOC, which most often reside in Switzerland, further enjoy the legal status of associations, and are thus not covered by anti-corruption rules.

The receipt of payments, such as bribery in connection with the awarding of the two FIFA World Cups this Thursday, seems to be internal affairs for FIFA. Two weeks ago, the FIFA Ethics Committee suspended two executive members and four other officials, who were revealed as corruptible after investigations made by the Sunday Times.

As for the IOC Patron Joao Havelange, the document shows a payment of 1.5 million Swiss francs on 3 March 1997. This happened nine months after the ISL group, together with Munich media entrepreneur Leo Kirch, under scandalous circumstances had acquired the TV marketing rights for the 2002 and 2006 World Cups for 2.8 billion Swiss francs. In 1997, under equally suspicious circumstances, the ISL also secured the marketing of World Cup sponsorship rights worth just under a billion Swiss francs.

Nicolas Léoz, President of CONMENBOL since 1986 and tied in closely with Teixeira and Havelange, is said to have received 864.000 Swiss francs in bribes – plus 211.625 Swiss francs which has been known for a while. Compared to this, the bribes collected by IOC members Hayatou and Diack were mere peanuts.

In 1995, Hayatou received 24.700 Swiss francs in cash. Diack received three cash payments of 52.680 Swiss francs in total. Interestingly, the bribe distributor of the ISL Group, Jean-Marie Weber, to this day works for Hayatou and Diack, that is, for the African Football Federation (CAF), headed by Hayatou and for the world governing body for Athletics (IAAF), headed by Lamine Diack.

In diesem mafiosen System der Sportfamilie ist keinerlei Besserung in Sicht.

Lustig, weil ich seit ein paar Tagen in Moskau auf, sagen wir, Korruptionsrecherche bin und mich – zum Beispiel – gestern lange mit einem russischen Unternehmer unterhalten habe, der etwa in Sotschi große Geschäfte macht und sich erdreistet hat, sein Leben zu gefährden, weil er gegen die Korruptionszahlungen aufbegehrt, die nicht nur kriminelle Autoritäten fordern, sondern auch staatliche. Bei der FIFA ist das ähnlich, anders kann ich die lächerliche Pressemeldung nicht werten, und wenn ich die Äußerungen lese, die FIFA-Oberethiker Claudio Sulser offenbar in Zürich getätigt hat.

Perikles Monioudis jedenfalls schreibt in der NZZ:

Sulser verstieg sich in einer Belehrung der Medien, die zwar «für die Demokratie in einem Land» wichtig seien. Im Fussball wollten «die Menschen aber Freude erfahren», keine Zwietracht vorgesetzt bekommen.

Ähnliches Dämliches habe ich doch gerade von Englands WM-Bewerbungs-CEO Andy Anson gelesen. Der hat Angst vor Andrew Jennings und den Jungs von der BBC, die gerade eine Panorama-Sendung zur FIFA vorbereiten. Seit Wochen versuchen Fußballfunktionäre und sogar Politiker schon, die Ausstrahlung vor dem 2. Dezember, wenn das FIFA-Exekutivkomitee in Zürich die WM-Länder 2018 und 2022 bestimmt, zu verhindern. Anson sagt:

I am incredibly disappointed with the timing of what the BBC seems to be proposing with Panorama,” he said. “If they truly believe there is a journalistic reason to run this programme, then they could have done it any time in the last two years. To do it the week before the vote is about one thing and that’s sensationalism. I don’t think that’s helpful and I don’t think it’s patriotic.”

Mir kommt das alles sehr bekannt vor. Journalisten hätten “patriotisch” zu sein, sagen die Patrioten, die nichts von Journalismus verstehen und denen es auch völlig egal ist, etwas davon zu verstehen, so lange diejenigen, die sich Journalisten nennen, sich an die Regeln derjenigen halten, die im Sportbusiness Milliarden umsetzen.

Mir wird ganz schlecht.

[Notiz am mich:  Ist doch immer wieder nett, negativ überrascht zu werden. Erhalte Dir nur das bisschen Optimismus. Wäre es nicht viel schlimmer und langweiliger, nie überrascht zu werden und immer zu glauben, alles schon gewusst zu haben?]

Ethikkommission suspendiert sechs Offizielle

Die FIFA-Ethikkommission, bestehend aus Claudio Sulser (Vorsitz, Schweiz), Petrus Damaseb (Namibia), Juan Pedro Damiani (Uruguay), Dominique Rocheteau (Frankreich), Dali Tahir (Indonesien) und Robert Torres (Guam), suspendierte sechs Fussballoffizielle für jegliche Tätigkeit im Fussball (Administration, Sport etc.) für ein bis vier Jahre, nachdem sie des Verstoßes gegen mehrere Artikel des FIFA-Ethikreglements für schuldig befunden worden waren. Bei ihrer Sitzung vom 15. bis 17. November 2010 fällte die Ethikkommission folgende Entscheide:

• Reynald Temarii (FIFA-Vizepräsident) darf während eines Jahres weder national noch international in irgendeiner Form im Fussball tätig sein (Administration, Sport etc.). Darüber hinaus wird er mit einer Geldstrafe von CHF 5.000 belegt.

• Amos Adamu (Mitglied des FIFA-Exekutivkomitees) darf während dreier Jahre weder national noch international in irgendeiner Form im Fussball tätig sein (Administration, Sport etc.). Darüber hinaus wird er mit einer Geldstrafe von CHF 10.000 belegt.

• Slim Aloulou (Vorsitzender der FIFA-Kammer zur Beilegung von Streitigkeiten und Mitglied der Kommission für den Status von Spielern) darf während zweier Jahre weder national noch international in irgendeiner Form im Fussball tätig sein (Administration, Sport etc.). Darüber hinaus wird er mit einer Geldstrafe von CHF 10.000 belegt.

• Ahongalu Fusimalohi (Generalsekretär des Fussballverbands von Tonga) darf während dreier Jahre weder national noch international in irgendeiner Form im Fussball tätig sein (Administration, Sport etc.). Darüber hinaus wird er mit einer Geldstrafe von CHF 10.000 belegt.

• Amadou Diakite (Mitglied der FIFA-Schiedsrichterkommission) darf während dreier Jahre weder national noch international in irgendeiner Form im Fussball tätig sein (Administration, Sport etc.). Darüber hinaus wird er mit einer Geldstrafe von CHF 10.000 belegt.

• Ismael Bhamjee (CAF-Ehrenmitglied) darf während vier Jahren weder national noch international in irgendeiner Form im Fussball tätig sein (Administration, Sport etc.). Darüber hinaus wird er mit einer Geldstrafe von CHF 10.000 belegt.

Die FIFA hatte am 18. Oktober 2010 gegen zwei Mitglieder des Exekutivkomitees ein Verfahren eröffnet und die Ethikkommission zu diesem Zweck mit einer unabhängigen, eingehenden Untersuchung beauftragt. Am 20. Oktober verfügte die Ethikkommission daraufhin eine provisorische Suspendierung gegen sechs Offizielle (siehe Medienmitteilung vom 20 Oktober).

Die Ethikkommission untersuchte darüber hinaus auch die Hinweise auf angebliche Absprachen zwischen Mitgliedsverbänden und ihren Bewerbungskomitees im Rahmen des Bewerbungsverfahrens für die FIFA Fussball-Weltmeisterschaft 2018/2022™, fand jedoch keine ausreichenden Beweise für eine Verletzung der Bewerbungsregistrierung und des Ethikreglements.

Ich weiß gar nicht, wie oft Typen wie Bhamjee noch suspendiert werden sollen. Manche von denen gehören, sorry, nirgendwo anders hin als in den Knast. Mich würde natürlich interessieren, ob die FIFA auch diesmal die Geldstrafe für die Ganoven bezahlt, wie etwa die 5,5 Millionen zum Korruptionsverdunklungsvertrag in der ISL-Sache.

Absurder geht nicht.

Weshalb ich gern noch einmal daran erinnere, dass wir hier im Blog mal einen passenden FIFA-Ethikchef gesucht und also abgestimmt haben. Andrew Jennings setzte sich damals knapp durch. Und ich schrieb an die FIFA-Gottheit:

ich habe mit Interesse vernommen, dass Lord Coe sich entschieden hat, den Vorsitz der FIFA-Ethikkommission ruhen zu lassen, weil er – neben seinen vielen anderen Verpflichtungen in der IAAF und als Chef des Londoner Olympiaorganisationskomitees – gern auch noch Englands Bewerbung für die Fußball-Weltmeisterschaften 2018 und 2022 unterstützen will.

Ich habe mir erlaubt, die Leser meines Blogs nach über einen geeigneten Nachfolger (präziser wohl: Stellvertreter für die Zeit, in der Lord Coe sich bei der FIFA um eine WM bewirbt, bevor er dann wieder vollethisch tätig sein will) für Sebastian Coe abstimmen zu lassen.

Der Favorit des Volkes, Sie verzeihen mir diese schnittige Bemerkung, ich weiß, dass Sie meinen mitunter derben Humor verstehen, kommt nun leider nicht aus der bestehenden Ethik-Kommission. Es ist, sorry, ausgerechnet Andrew Jennings, der sich knapp vor Wladimir Putin durchgesetzt hat. Auf den Plätzen folgen Jack Austin Warner, Gerhard Mayer-Vorfelder, Robert Hoyzer und Sie.

Meine Stimme hat Andrew Jennings allerdings nicht bekommen. Ich halte ihn zwar geeignet für dieses Ehrenamt, wie Sie wissen – da wird wohl immer Dissens zwischen uns bestehen -, habe aber dennoch für Sie gestimmt und kein Problem damit, das Wahlgeheimnis zu lüften.

Ich wollte Ihnen diesen Vorschlag gern noch vor der Sitzung der Ethikkommission, die ja um 10 Uhr beginnt, übermitteln.

Ich grüße Sie herzlich und würde mich sehr freuen, wenn wir uns in naher Zukunft mal wieder über ethische Fragen unterhalten könnten. Gern auch über Fragen, die Sie derzeit mehr bewegen wie etwa die 6+5-Regel. Die Leser meines sportpolitischen Blogs würden sich auch sehr freuen, hier mit Ihnen zu diskutieren. Nachtrag: Hübsche frische Geschichte übrigens: British PM invites Warner to lunch in Zurich

Ich will mal nicht zu viel interpretieren, aber darüber wird gerade getuschelt auf den Fluren der Macht, im St. Regis Singapur, wo die FIFA während der Jugendspiele Quartier bezogen hat, und auch im Ritz-Carlton, wo das IOC abgestiegen ist. Probleme für Sepp werden immer amüsiert und schadenfroh zur Kenntnis genommen. Sepp und Chung allerdings sind längst wieder heim geflogen. Ein bisschen Spannung kann nicht schaden.

Was mir an der FIFA-Geschichte des Wochenendes natürlich auch gefällt:

FIFA wars flare again: Will Asia unseat Blatter?

FIFA’s Zurich headquarters is in turmoil following a spectacular confrontation between Sepp Blatter and Korean vice-president Chung Mong-joon who sources say stormed out of a meeting threatening to bring the president’s 13-year reign to an end.

In Seoul in February Asian football president Mohamed Bin Hammam, with Chung at his side, had rocked FIFA’s superficial serenity when he announced that the region would run a candidate against Blatter at the presidential election due in May next year.

Bin Hammam, from Qatar, is backing his country’s bid to stage the World Cup in 2022 and Blatter hastened to pledge his whole- hearted support. It smelled of a deal to give Blatter one more term but that decision is in early December leaving the Asians free to organise a challenge in the following five months.

Sources at FIFA say that Chung walked out of the meeting shouting that nothing would stop him challenging the President for FIFA’s leadership next year.

The chill between the three men was captured in what was scheduled to be a convivial photo-call in Singapore last Wednesday on the eve of the Youth Olympics with Chung and Bin Hammam looking stony-faced and Blatter grinning sickly.

The bust-up is thought to have been triggered by Blatter’s forced admission in late June that a handful of FIFA’s leaders pocketed huge kickbacks from the now defunct ISL marketing company in return for awarding billion-dollar World Cup contracts.

Although former ISL executive Jean-Marie Weber admitted in a Swiss courtroom two years ago that around $100 million had been trousered by FIFA bosses, Blatter cut a deal with prosecutors that a corruption probe would end in return for a payment of around £3.3 million and the formal statement of guilt. In return the names of the bribe-takers would be kept confidential.

Blatter also agreed that FIFA would foot the costs of the investigation. The compromise was reached after certain FIFA leaders refused to be interrogated in Switzerland, making if difficult for prosecutors to indict them.

In a bid to keep support for his plan to run for a further term Blatter announced at the FIFA congress in Johannesburg in June that he was giving a $250,000 one-off handout to every national association – the voters in the upcoming presidential election – zwith few strings attached.

The animosity between the two men runs deep. In late 1995 Chung had fought – and failed – to block Blatter’s determination to award lucrative World Cup marketing and television rights to the ISL company, holding a secret meeting with executives from the rival IMG company who insisted they would bid more than ISL – but would not pay bribes to get the business.

Chung made no attempt to hide his disgust with Blatter in his speech opening the FIFA congress in Seoul, on the eve of the 2002 World Cup. Side-stepping the expected platitudes he told shocked delegates, ‘‘FIFA is now in a serious organisational crisis. FIFA’s pride, our pride is damaged. FIFA is divided.’

Chung was backing a bid to unseat Blatter and continued. ‘I believe this congress will decide the long-term fate of FIFA and world football. The real problems of FIFA will not disappear with the election. The issue is, will FIFA be able to restore our prestige and respect?’ Efforts to topple Blatter failed.

Since then the scandals of Blatter’s reign have intensified with allegations of bribes, ticket rackets and vote-rigging reaching a new low this year with the revelation that the President’s nephew Philippe Blatter had been awarded a World Cup corporate hospitality contract.

Chung, a billionaire 15 years younger than the 74-year-old Blatter, may have been voicing his frustration before weighing up whether he can launch a successful bid. But if elected next year he would be expected to fumigate FIFA after three decades of corruption and clear out senior executives who have helped Blatter cover up the deep-rooted malaise.

Several long-serving Blatter aides are said to fear that if he is evicted they may also be forced out before qualifying for their pensions. Sources inside FIFA HQ say that Blatter is currently diverting FIFA resources to a campaign to have him awarded a Nobel Peace prize before he departs.

Blatter’s dilemma is whether he should try to marshal enough support for a fight with the canny member of the family that owns the Hyundai company that includes Kia cars or retire on health reasons before any challenge is made public.

Inzwischen hat Sepp den FIFA-Slogan “For the Good of the Game” zwar geändert in ein bescheidenes: “For the Game. For the World.” Was tut er nicht alles für die Rettung der Welt:

“Wir müssen die Werte des Fußballs verteidigen gegen die Teufel, die es gibt. Wenn wir gegen die Dämonen kämpfen, müssen wir unsere eigenen Gesetze durchsetzen und nicht darauf warten, bis uns fremde Gerichte sagen, wo es lang geht.”

Mein alter Freund Andrew Jennings hat im Gespräch mit dem verdammt guten Filmemacher Albert Knechtel einmal mehr die Zehn Gebote der FIFA hinterfragt. Den Beitrag hat Arte gestern Abend gesendet, wobei mich wundert, dass keine neue, aktuelle FIFA-Dokumentation produziert wurde, sondern nur Andrews BBC-Film aus dem Jahr 2006 wiederholt wurde. Wenn nicht Arte, wer sonst? Da sind wir wieder beim alten Lied: Recherchejournalismus kostet. Man muss es sich auch etwas kosten lassen wollen.

Egal, soll diesmal nicht mein Thema sein. Hier also das 18-Minuten-Stück mit Andrew Jennings. Es geht um Themen, die den Stammgästen hier sehr vertraut sind. Um Jack’n Sepp, Stimmenkauf, den Friedensnobelpreis, den ISL-Bestechungsskandal, putzige Ethikkkommissionen und die Welt-Anti-Korruptions-Agentur (WACA).

Eine kleine Einstimmung auf die WM, die kommende Woche beginnt. Ich werde mich im Blog auch bald darauf einstimmen. Am Freitag geht der Flieger nach Johannesburg. Was ich in Südafrika und in diesem Theater plane? In Kürze mehr dazu.

Sepp soll natürlich zu Wort kommen – hier darf jeder seine Meinung sagen. Was immer Andrew an Argumenten aufführen mag, Sepp glaubt nicht, dass der Weltsport energischere Antikorruptionsmaßnahmen brauche, oder missverstehe ich ihn da?

Ich bin durch diese Auszeichnung tief bewegt. Es ist ein schönes Symbol, welches gut zu unserer Mission bei der FIFA passt. Unser Ziel ist es, für die Jugend eine bessere Welt zu gestalten, und ich glaube, dass Ihre Philosophie des Friedens in dieselbe Richtung zielt.

FIFA-Präsident Joseph Blatter

Es wird langsam ernst. Wenige Tage noch bis zu den Blatter-Festspielen, die im Volksmund auch FIFA World Cup 2010 ™ genannt werden. Das WM-Turnier soll Joseph Blatter ja nicht nur die Wiederwahl, sondern auch den Friedensnobelpreis bescheren. In Zürich hat er zunächst die “Colombe de la Paix de Genève” eines Schweizer Uhrenherstellers erhalten.

Die FIFA teilte dazu in gewohnt bescheidener Prosa mit:

Doch um was handelt es sich bei der “Colombe de Genève” – der Taube aus Genf? Es ist eine limitierte Auflage von Uhren, auf denen zwei Tauben abgebildet sind – das Symbol für den Frieden auf der ganzen Welt. Bei diesem Modell sind auf den sich drehenden Zifferblättern aus Saphir die Bilder von zwei Tauben eingraviert. Eines dreht sich in der Geschwindigkeit der Minuten und das zweite in der Geschwindigkeit der Stunden. Jede Stunde treffen sich die zwei Abbildungen, um für die Dauer einer Minute eine einzige Taube zu formen. Die Botschaft ist einfach: Es ist lohnenswert, 59 Minuten lang zu kämpfen, um eine Minute Frieden zu erzielen. (…)

Quinting verleiht diese besondere Uhr an wichtige Persönlichkeiten, die einen Beitrag zur Förderung des Friedens geleistet haben. So tragen beispielsweise der ehemalige amerikanische Präsident Bill Clinton, der algerische Präsident Abdelaziz Bouteflika, der ghanaische ehemalige UNO-Generalsekretär Kofi Annan, der Premierminister Bahreins, Sheikh Khalifa bin Salman al Khalifa, der russische Premierminister Vladimir Putin sowie zahlreiche ehemalige Schweizer Staatsoberhäupter (Pascal Couchepin, Joseph Deiss, Moritz Leuenberger, Samuel Schmid) ebenfalls eine solche Uhr, um ihr Engagement für diese Sache zu demonstrieren.

Mir kommen die Tränen. Doch was will Mann machen. Die Ordensliste Sepp des Großen, die ich hier gelegentlich vervollständigt habe, wird länger und länger. Und in den Ranglisten der mächtigsten Sportfürsten der Welt wird er ja auch wieder ganz vorn geführt. Alles bestens organisiert, glaube nur niemand an Zufall.

Der so genannte Branchendienst Around the Rings jedenfalls kürte Blatter im WM-Jahr zum wichtigsten Mann im olympischen Weltsport. Und die FIFA machte daraus eine Pressemitteilung, in der nicht unerwähnt blieb, dass Blatter auf der Forbes-Liste der most powerful people weltweit auf Rang 53 eingekommen ist – zwar noch hinter Osama Bin Laden, doch vor Jacques Rogge und Hugo Chavez. Believe it or not: Unserem Freund Sepp ist das alles sehr wichtig.

Als Kontrastprogramm zu den Heldengeschichten des Joseph Blatter flink noch einige Lesebefehle von und mit meinem Freund und Kollegen Andrew Jennings:

Hier hat AJ zahlreiche beeindruckende Beispiele aus südafrikanischen Medien zusammengestellt, wo unter anderem nachgewiesen und kritisiert wird, dass die FIFA von Pressefreiheit und kritischem Journalismus nicht sehr viel hält. Nicht zu vergessen: Jennings ist seit 2003 von FIFA-Veranstaltungen verbannt! (Dagegen ist meine Bekanntschaft mit der FIFA-Ethikkommission ein Witz, denn schließlich habe ich auch diesmal wieder eine WM-Akkreditierung erhalten.)

Mich hat in den vergangenen Tagen eine Kleinigkeit amüsiert: Ausgehend von einem BBC-Gespräch mit FIFA-Generalsekretär Valcke machte kürzlich eine Meldung weltweit Schlagzeilen, wonach die FIFA den WM-Organisatoren mit weiteren 100 Millionen Dollar unter die Arme gegriffen hat. Im Prinzip hatte mir das Joseph Blatter schon zwei Wochen zuvor in einem Interview bestätigt (ab etwa 4:40). Denn er sagte:

Ich weiß nur, dass diese FIFA WM in Südafrika wird die FIFA etwas teurer kommen als vorgesehen. Und wir haben dazu 100.000 Dollar freigestellt.

100.000 oder 100 Millionen, was macht das schon? Sepp hatte einfach nur drei Nullen vergessen.

Die Frage ist, ob dieser Schlüssel zum Glück im Sommer nächsten Jahres neu programmiert werden muss. Ob die Finger eines anderen FIFA-Supremo eingescannt werden müssen. Oder ob sich Sepp nicht schon früher verabschiedet.

Einen außerordentlich fiktiven, grandiosen, frei erfundenen, satirischen Beitrag zur Situation eines großen Sportverbandes hat Andrew Jennings geschrieben.

He’s been waiting many months for her and, appreciating her good fortune, she is reverential, notebook on her knee and pen in hand but only the audio recorder balanced on the arm of her matching chair can capture the nuances of his long-rehearsed delivery.

All must be in its place for the set-piece, decorating his life’s narrative. Behind his head, a replica golden World Cup Trophy. On the coffee table is a branded banner, maybe 18 inches high, with his final attempt to be taken more seriously than he knows he deserves, the contrived slogan ‘For the Game, For the World.’

He is dressed as the mortician would like to receive him, pale blue shirt, slightly darker tie, dark suit, skull polished, remaining hairs smoothed back to his neck. Outside the polished aluminium window frame it is still late winter on the bleak hill above Zurich. (…)

Over-shadowing the endgame of Patriarch is the flapping jalabiyya of the man who once bankrolled him but now, between mouthfuls of honey, dates and coffee, practices swinging the curved executioner’s sword.

‘With Mohamed, we had a wonderful time together as friends up to the last congress in May,’ says Patriarch. ‘All of a sudden our friendship was broken. Ask him, why? I don’t know.’

OH YES HE DOES. Patriarch went behind the back of the man from the Gulf, and 14 months from now there must be retribution in football’s Chop Square. Such an inept manoeuvre shows the Big P is losing his touch. To mock a man backed by an Emir’s billions is unwise.

The alliances that will form the death squad are still being negotiated. There’s a second shadow, a kimchi billionaire of heavy industry and politics from the Far East and nearer home, dangerously near, across a few Alpine ranges to the south and closeted with his advisors in his modern palace overlooking Lac Geneva, the third shadow of a charismatic, curly-haired, beautiful former athlete.

Unlike Patriarch, this man’s tie, shirt collar and jacket always look dishevelled, as if he’s come straight from a kickabout in the car park. In his homeland, France, he cannot walk the streets without being mobbed. Patriarch never knew such popularity, such love. (…)

When his long-time Polish girlfriend Ilona walked out in late 2008 he knew his game would henceforth be going down, not up. Increasingly disorientated, he has fumbled his way through recent public appearances.

He giggled away concerns of John Terry’s philandering as ‘Anglo Saxon’ exceptionalism. ‘If this had happened in, let’s say, Latin countries, then I think he would have been applauded.’ There was a kind of group holding of breath. Then embarrassment rippled across the world.

A man who has worked with him for much of two decades and watched him when he didn’t, says Patriarch is now a confused specimen. ‘In his own mind he casts himself as a victim, now doubting he can anymore walk on water.’

When Patriarchs summon God to support their cause, you can hear the mortician cough and reach for his measuring stick. ‘If I’m still wanted by the congress and God will give me health I will go, but if the congress says no, then I will say ‘thank you,’ meaning he’s undecided when exactly to reach for his coat and turn in the car keys.

Uh huh. Why did she wait so long to give us this second, fin de siècle announcement. It is because she defers to the Great Dictator but we are the lucky ones because she lets him dictate his obituary as he would wish it were constructed for his favourite newspaper, the Neue Zürcher Zeitung.

BACK TO Patriarch’s custom-built mirror. He dazzles himself with talk of his 35 year ‘mission’ to make the world a better place but still his meanness writhes in a dark corner as he tells her that ‘unlike former presidents’ (that’s one in the shrivelled nuts for the previous Patriarch, now aged 93 and, in Rio, beyond the reach of the Swiss cops) he has been ‘committed to a wide range of humanitarian projects.’

Fighting child labour: Tick that box. UNICEF, tick again. Fair Play, Respect, Discipline, Social Advancement, Mutual Understanding, Eradicate Polio, Improve Public Health.

Keep reading, here’s Patriarch’s ‘Love Affair With Africa.’ Indeed he so much loves Africa that, lacking a son, he has bequeathed it to Nephew. Patriarch talks frequently of the Family of Football – but when there’s money to be extracted, it’s a very small family. Nephew has been given an enormous chunk of the television rights to the Big Games in South Africa this year and if that isn’t enough, he’s been gifted a large bite size of the ticketing for the corporations. (…)

Ich war immer skeptisch und habe die nimmermüde, einmalig begeisternde Euphorie meines Freundes Andrew Jennings selten verstanden, diesmal aber komme ich ins Grübeln. Denn es ist ja so: Die neuen Herausforderer Bin Hammam und Chung haben nicht nur Geld und eine Hausmacht, sie haben im Laufe der Jahre Wissen angesammelt, das Sepp akut gefährdet.

Nicht zu vergessen: Während des Wahlkampfes um die FIFA-Präsidentschaft, während der gigantischen Schlacht um die Weltmeisterschaften 2018/2022 bleibt der Posten des Chefs der FIFA-”Ethikkommission” verwaist – denn Lord Sebastian Coe hat sich ja vor mehr als einem Jahr beurlauben lassen.

Sollte man deshalb besser sagen: Die FIFA hat weder eine Ethik, noch eine Ethikkommission, noch Mitglieder einer Ethikkommission? (Der Link auf der deutschen FIFA-Webseite führt ins Leere, auf der englischen Variante steht seit langer Zeit: The new composition of this committee will be confirmed in due course.)

Geschäftsethik beweist die FIFA auch nicht immer. Der VISA-Mastercard-Gerichtsgang, der den Verband rund 100 Millionen Franken kostete, hat das einst grandios bestätigt. In den Gerichtsakten fand sich damals eine FIFA-interne Email, in der sich die Kameraden um den damaligen Vielfachlügner, danach von Blatter gefeuerten und kurz darauf zum Generalsekretär ernannten Jérôme Valcke gefragt:

“Was müssen wir tun, dass es wenigstens ein bisschen so aussieht, als habe die FIFA-Geschäftsethik?”

Sehr gute Frage. Nächste Frage bitte. Oder mal Jack Warner fragen.

Allianz gegen den Alleinherrscher

Asiens Konföderationschef Mohamed Bin Hammam will Fifa-Präsident werden und die Ära von Joseph Blatter beenden

Im Fußball-Weltverband Fifa steht ein Machtwechsel bevor. Die beiden mächtigsten asiatischen Fußballfunktionäre haben sich gegen den Fifa-Präsidenten Joseph Blatter, 73, verbündet und eine Gegenkandidatur für die Präsidentenwahl im kommenden Jahr angekündigt. Asiens Konföderationschef Mohamed Bin Hammam (Katar) und der südkoreanische Milliardär Chung Mong-Joon, ein Sohn des Hyundai-Gründers, traten in Seoul gemeinsam vor die Presse. Das allein grenzt schon an ein Wunder, denn beide waren bislang verfeindet und haben sich noch im vergangenen Jahr hässliche Verbal-Scharmützel geliefert. “Wir würden gern einen Asiaten als Fifa-Präsidenten sehen”, sagt Bin Hammam nun, “unseren Kandidaten wird ganz Asien unterstützen.”

Im Privatjet des Emirs

Vor wenigen Wochen hatte Bin Hammam bereits die arabische Fußballwelt befriedet, als er sich mit Scheich Salman Al-Khalifa aus dem winzigen Nachbarland Bahrain versöhnte. Scheich Salman hatte ihn 2009 bei der Wahl zum Präsidenten der asiatischen Konföderation AFC herausgefordert und war von Chung unterstützt worden. Bin Hammam drohte damals Salman und Chung: “Wer sich mir in den Weg stellt, dem schlage ich Kopf, Hände und Beine ab!” Wenn Bin Hammam, Fifa-Vizepräsident Chung und Scheich Salman kooperieren, wird Asien geschlossen hinter dem Herausforderer stehen. Das Trio gebietet über unerhörte finanzielle Mittel. Diese Allianz dürfte das Ende der Ära Blatter einleiten. Blatter kam 1975 als Entwicklungshilfedirektor zur Fifa, wurde 1981 Generalsekretär und ist seit 1998 Präsident. Bei seiner ersten Wahl, überschattet von Korruptionsvorwürfen, versprach er, nur zwei Amtszeiten lang zu agieren. 2011 aber tritt er zum vierten Mal an, was Bin Hammam vor einiger Zeit kritisierte; er forderte damals eine Begrenzung auf drei Amtszeiten.

Es gibt kaum Zweifel daran, dass der 60-jährige Bin Hammam Blatters Herausforderer wird. Pikanterweise wird er von Peter Hargitay beraten, dem ehemaligen persönlichen Berater Blatters. Seit 1998 hat Bin Hammam, ausgestattet mit einer Blankovollmacht des Emirs von Katar, mit dem er eng befreundet ist, Blatter stets unterstützt und viele Stimmen in Asien und vor allem Afrika gesichert. Wochenlang tourte man im Privatjet des Emirs durch die Dritte Welt, verteilte Bares und leistete sogenannte Entwicklungshilfe. Blatter hat einmal gesagt, es sei nur normal, dass Bin Hammam dafür Gegenleistungen erwarte und bekomme. Bislang gingen diese Stimmen stets an Blatter. Künftig gehen sie an Bin Hammam persönlich.

In der 106-jährigen Geschichte der Fifa gab es bislang acht Präsidenten – den Brasilianer João Havelange und sieben Europäer. Dieses Momentum für einen neuen Kontinent ist nicht zu unterschätzen. Asien und Afrika stellen zusammen etwa die Hälfte der 208 Stimmen im Fifa-Kongress. Blatter lässt sich zitieren: “Es gibt nun offenbar Kandidaten für 2011. Meine Position aber hat sich nicht geändert: Ich habe meine Mission noch nicht beendet, und wenn der Kongress so entscheidet, dann stehe ich zur Verfügung. Die Wahlen sind aber erst 2011.”

Blatter taumelt derzeit von einer Krise zur nächsten und steht mit der Weltmeisterschaft in Südafrika vor einer kolossalen Herausforderung. Kürzlich musste er auf Druck einiger Exekutivmitglieder – Drahtzieher war ebenfalls Bin Hammam – in Jérôme Champagne seinen wichtigsten Mitarbeiter entlassen. Die Hilfe des französischen Diplomaten, der lange Jahre exklusiv mit den Fifa-Nationalverbänden verhandelt und sich selbst eine Hausmacht erarbeitet hatte, würde der Präsident Blatter jetzt brauchen.

Der Ruf des Geldes

Parallel zum nun eröffneten Wahlkampf und zu den WM-Vorbereitungen laufen die Bewerbungen um die beiden Weltmeisterschaften 2018 und 2022. Auch hier tut sich Erstaunliches: Für 2018 könnte Russland dem Favoriten England den Rang ablaufen. Für 2022 gelten Australien und die USA als Favoriten. Es bewerben sich auch Katar und Südkorea – die langjährigen Streithähne Bin Hammam und Chung sind also direkt beteiligt und werden einen Deal anstreben.

Wenn Asien sich einig ist und die meisten Stimmen aus Afrika sicher hat, fehlt nur noch das Stimmenpaket aus der Konföderation von Nordamerika und der Karibik (Concacaf), dann wäre Blatter geschlagen. Fifa-Vizepräsident und Concacaf-Boss Jack Warner, Skandalnudel aus Trinidad, gebietet mittlerweile über 40 Stimmen. Warner kennt keine Freundschaften, er folgt allein dem Ruf des Geldes. Da hat Blatter nichts zu bieten – Mohamed Bin Hammam und Chung Mong-Joon locken indes mit märchenhaften Reichtümern für alle, die helfen, Joseph Blatter zu stürzen.

“FOUL!” endlich auf Deutsch – das Buch, das keiner zu veröffentlichen wagte!

Andrew Jennings deckte in seinem legendären Buch “FOUL! The Secret World of FIFA: Bribes Vote Rigging and Ticket Scandals” (Harper Sport, 2006) massive Korruption in der FIFA auf. Das Buch wurde schon in 14 verschiedene Sprachen übersetzt, jedoch nicht auf Deutsch – bis heute! Dazu erstellte Jennings zusammen mit Thomas Kuklinski-Rhee eine exklusive, aktualisierte Überarbeitung des Buchs aus dem Jahr 2006. Sie erschlossen neue Wege und Möglichkeiten der Veröffentlichung, denn Andrew Jennings “FOUL!” gibt es auf Deutsch nur als E-Book unter www.rhee-books.com.

In Deutsch heißt das Buch immer noch “FOUL!” :), Untertitel: “Hinter der Fassade der Fifa: Bestechungen, Wahlbetrug, Ticket-Skandale”. Es gibt ein Wiedersehen mit Jack the Ripper und all den ehrenwerten Fifa-Familienmitgliedern.

No German publisher would touch the book in 2006 so we’ve updated it and are going straight to the fans, on-line. On-line publishing is an experiment – to see if we can beat the commercial censorship of the established publishers. The controversial FIFA story continues – and the issues in FOUL! will be surfacing continually during the run-up to South Africa 2010 and the campaigns to chose World Cup host nations for 2018 and 2022.

For the record, FOUL! is already translated from English, into French, Dutch, Italian, Spanish, Russian, Czech, Korean, Romania, Turkish, Danish, Norwegian and Albanian. Another translation is in progress.

Andrew Jennings, der hier im Blog schon zum Kandidaten für den vakanten Posten des Fifa-Ethikchefs gewählt wurde, entscheidet sich für die offensive Verteidigung und veröffentlicht den kompletten Vorgang (“Who poisoned AFC voting?”) auf seiner Webseite Transparency in Sport. Darunter sind auch hoch interessante Dokumente, die er bislang noch nicht veröffentlicht hatte. Noch existiert die Website, mal sehen wie lange, denn die Auseinandersetzung zwischen AJ und Peter Hargitay geht wohl vor Gericht – was nicht unbedingt überraschend ist, wenn sich Fußballoffizielle mit Journalisten streiten, doch in dieser Schärfe ist der Vorgang schon besonders.

Wenn ich das anwaltschaftliche Schreiben richtig verstehe, rechnet Peter Hargitay den “Schaden” hoch, der ihm durch die Berichterstattung von Andrew Jennings entstanden sein soll. Zentraler Punkt dabei dürfte jener Auftrag sein, den sich Hargitay einst gemeinsam mit dem ehemaligen Fifa-Kommunikationsdirektor Markus Siegler erhofft hatte: Die Begleitung der englischen Bewerbung um die Fußball-WM 2018.

Lieber Herr Blatter,

ich habe mit Interesse vernommen, dass Lord Coe sich entschieden hat, den Vorsitz der FIFA-Ethikkommission ruhen zu lassen, weil er – neben seinen vielen anderen Verpflichtungen in der IAAF und als Chef des Londoner Olympiaorganisationskomitees – gern auch noch Englands Bewerbung für die Fußball-Weltmeisterschaften 2018 und 2022 unterstützen will.

Ich habe mir erlaubt, die Leser meines Blogs nach über einen geeigneten Nachfolger (präziser wohl: Stellvertreter für die Zeit, in der Lord Coe sich bei der FIFA um eine WM bewirbt, bevor er dann wieder vollethisch tätig sein will) für Sebastian Coe abstimmen zu lassen.

Der Favorit des Volkes, Sie verzeihen mir diese schnittige Bemerkung, ich weiß, dass Sie meinen mitunter derben Humor verstehen, kommt nun leider nicht aus der bestehenden Ethik-Kommission. Es ist, sorry, ausgerechnet Andrew Jennings, der sich knapp vor Wladimir Putin durchgesetzt hat. Auf den Plätzen folgen Jack Austin Warner, Gerhard Mayer-Vorfelder, Robert Hoyzer und Sie.

Meine Stimme hat Andrew Jennings allerdings nicht bekommen. Ich halte ihn zwar geeignet für dieses Ehrenamt, wie Sie wissen – da wird wohl immer Dissens zwischen uns bestehen -, habe aber dennoch für Sie gestimmt und kein Problem damit, das Wahlgeheimnis zu lüften.

Ich wollte Ihnen diesen Vorschlag gern noch vor der Sitzung der Ethikkommission, die ja um 10 Uhr beginnt, übermitteln.

Ich grüße Sie herzlich und würde mich sehr freuen, wenn wir uns in naher Zukunft mal wieder über ethische Fragen unterhalten könnten. Gern auch über Fragen, die Sie derzeit mehr bewegen wie etwa die 6+5-Regel. Die Leser meines sportpolitischen Blogs würden sich auch sehr freuen, hier mit Ihnen zu diskutieren. Vielleicht haben Sie ja Lust dazu.

Jack Warner must have his World Cup. FIFA’s serial kleptomaniac, now 65, knows that 2018 is his last chance to acquire the world’s most lucrative sports event and, with his greedy family, loot it. Where does he want it? Mexico.

If anything goes awry, the USA is the fallback. Both countries are captive members of Concacaf, the regional FIFA franchise controlled from Trinidad by Warner.

It’s unthinkable that the Warners would let a World Cup and the once in a lifetime chance to skim TV rights, marketing and hotel packages slip through their fingers. And of course they are well-practiced as the biggest ticket racketeers ever.

When they staged FIFA’s Under-17 championship in Trinidad in 2001, I was there to see them snaffle fast food and beverage contracts in the stadiums, security, hotels, the IT business and, with the personal approval of FIFA president Blatter, their travel agency got all 15 teams’ flight tickets. The construction contracts came earlier. 

In 2007 Warner told the BBC that his franchise must host 2018 saying, ‘There are moves to give it to England. I must fight that. I really don’t believe that we should lay down and play dead to anyone who wants to take the World Cup from Concacaf.’ Only two countries in Warner’s franchise could stage the championship: Mexico and America.

For the last few years Blatter has jerked football around, promising, then withdrawing, rotation around the continents. This obfuscation smells of a pact perfected in FIFA’s shadows.

What is that deal? Warner boasted in 2003, ‘I have told Mr Blatter that whenever he is running for election do not come to campaign in Concacaf. He doesn’t have to. Don’t waste his time. Concacaf has 35 votes. He gets 35.’ Blatter gets the FIFA Presidency for Life; Warner gets all the money he can bank, all the tickets he can tout. Ever noticed that when caught racketeering, Blatter inevitably protects him? 

And at last, his own World Cup in a country rarely troubled by business transparency. The downside with America is all that freedom of information – and picky business regulators.

Why so sure about Mexico? Drop by Warner’s vast, private commercial leisure, health club and convention complex, with artificial pitch in Trinidad – the Centre of Excellence – all paid for by FIFA.

One salon is named after Herr Blatter. It should be. He provided the cash. The other big one is the Guillermo Canedo Hall. Mexican TV mogul Canedo was a member of FIFA’s ruling group from 1962 until his death in 1997. His understandings with president Joao Havelange brought the World Cup to Mexico in 1970 and again in 1986 and truckloads of dollars for Canedo’s Televisa company.

Canedo’s son, another Guillermo, became a vice-president of Warner’s Concacaf in 2003, the same year he was appointed boss of Televisa International. He also sits on FIFA’s Marketing and Television advisory board.

Can Warner pull it off? Mexico and the USA have adequate facilities – and delivered in the past. Rival bids, hobbled by the global financial meltdown, will struggle to find funding for stadiums, new roads and hotels by December next year.

So Russia’s bid – as oligarchs seek buyers for their yachts – may be as credible as the soon to evaporate bids from impoverished Indonesia, sweltering Qatar and confused Japan and Korea.

Blatter’s banning two-country bids looks part of the conspiracy. Holland/Belgium are more compact than England, the trains are better and so is the beer. Spain/Portugal is only slightly larger. France in 1998 was bigger. What’s the problem? They are the problem. They are surplus to requirements.

An early bath looms for Holland/Belgium with Portugal abandoned on the bench by Spain – which may stagger on to become, with England, Europe’s two bids.

UEFA is likely to favour Spain. Their boss Angel Villar Llona is tight with Blatter and active on FIFA’s refereeing committee. England’s Geoff Thompson, who elbowed the moral John McBeth aside, is the only FIFA vice-president that never comes up on my Google searches. Invisible.

Australia? The irritating thought won’t go away that billionaire Frank Lowy’s bid is to divert attention from tax probes into his business empire – and why his son Peter pleaded the fifth when questioned on Capitol Hill last year about the family’s secret accounts in Lichtenstein.

FIFA’s leaders are fond of Frank and luxuriating on his yacht, lengthy enough to squeeze between two penalty areas – but the berth stops there.

The fantastical notion that England is ‘front-runner’ has been invented by London reporters. The only way to know is to poll the 23 voting members at FIFA – and they do omerta. Likely scenario: Spain and England bruise each other, America withdraws and Televisa pulls clear to win it. For the English, it may be the Mexican wave – goodbye.

I tipped Warner to win seven months ago in these pages. A familiar voice was assuring me, ‘I hope you enjoy Mexico or the States, England isn’t even being discussed in private.’ That was the weekend Capello dragged a tired team to Trinidad and Warner made a killing touting tickets.

As last weekend neared I worried; had my source failed me? Then, as deadline loomed, both countries declared. Phew. The Voice was back on last week. ‘Didn’t I tell you? And they’ve given Wembley the UEFA Champions League Final, it’s a sop.’

Once you know The Fix is in, as it was with the last two World Cup campaigns, there’s not a lot more for reporters to write. But that doesn’t fill pages in London papers so we are inveigled into another fantasy: the whimsy that among the 23 voters are some waverers who might be seduced by a lavishly-illustrated history of Hillsborough, lunch with Mrs Windsor at Windsor and bedtime coca at Claridges. More up-market scoff at Downing Street, Parliament and other eateries. But the buggers live like that all the time, chauffeured around the Michelin Guide.

The Voice tells me that Warner already has 12 votes locked up – Victory! – and maybe 13. Here’s how the numbers are running.

Warner starts with three votes. His and his two handpicked Concacaf sidekicks on FIFA’s executive committee, perfectly round Chuck Blazer from Trump Tower, New York and his other home, Paradise Island, Nassau, and Guatemala’s Rafael Salguero. Hands up everyone who ever heard of this Master of the Football Universe. He says he is a lawyer for banks. I didn’t think anybody these days admitted working for banks.

Shift south and there’s three easy pulls in Latin America. Don Julio Grondona, the noted anti-Semite from Argentina, chairs FIFA’s finance committee and Warner is his deputy. What do they do with FIFA’s money? Swiss Investigating Magistrate Thomas Hildbrand is trying to find out.

Another kindred spirit is Ricardo Teixeira, son-in-law of former FIFA president Joao Havelange, himself no stranger to corruption allegations. Tricky Ricky bosses Brazil’s national association. The most recent investigation said it is, ‘a den of crime, anarchy, incompetence and dishonesty.’

The terrible trio is made whole by Paraguay’s Nicolas Leoz. He’s presided over the Latin American franchise since 1986. Last time England was bidding Sir Bobby Charlton was dispatched to Asuncion to court him, just days after Leoz had secretly trousered a $100,000 kickback from ISL, the company given World Cup marketing rights. A month later Leoz was hosted in London by the FA, lunched at the House of Commons, dined at Lancaster House and then collected a further $30,000 from ISL. How are we doing? Look’s like we’re up to six for Televisa.

At this point I need to tell you that last December Herr Blatter, speaking of the campaign for 2018, assured us, ‘Of course fair play will be the order of the day’ and you must wonder if he was bonging with Michael Phelps.

Warner’s been in Nigeria recently giving support to a FIFA voter in distress, Dr Amos Adamu. Readers will recall Amos was denounced for corruption and fired from their Sports Ministry. Warner will be back in Lagos later this week with light-fingered Leoz, guests of the African regional franchise congress.

Which way will Africa’s leader Issa Hayatou swing? And new boy from Ivory Coast, Jacques Anouma? The fourth voter, Slim Chiboub from Tunisia, was involved in some curious backroom activities when Germany was desperately trying to pull ahead of South Africa to grab 2006. Which they did.

After listening to my well-informed friends in West Africa I’m compelled to write that all four African votes will back Jack. That’s 10 – two more than Europe can muster  - and Mexico is ordering Corona by the truckload.

Thailand’s Worwai Makudi was helped to see Germany’s case for 2006. Jack should be his man. That’s 11 on the board. You wouldn’t think that Asian franchise boss Mohamed Bin Hammam, a copiously rich fellow from Qatar, would ever need any help. Suddenly his leadership faces two well-funded challenges and he needs help. Hello Jack. That’s 12 of 23 – Bingo!

Maybe Jack will score more. Russia’s delegate has his own way of looking at these things and we know little about the new guy from Oceania, Tahiti’s Raynald Temarii, whose first language is French and says he once followed Liverpool.

England might add two votes from the Japanese and Korean delegates to Europe’s eight. Much might change before the vote in December 2010 but for now, it seems that Jack’s past the post.

Es gibt Neues von einem meiner Lieblingsfunktionäre. Natürlich handelt es sich um einen Fußballfunktionär, einen ganz wichtigen sogar. Der Fifa-Vizepräsident und allmächtige CONCACAF-Despot Jack Austin Warner, in der Branche wegen seiner brutalen Abzockerqualitäten auch Jack the Ripper genannt, mag die Socca Warrior immer noch nicht entlohnen, wie es sich gehört. Dieses Foto, Jack zeigt gern mit nacktem Finger auf Menschen, die er nicht mag (er brüllt auch gern ganz schrecklich ungehörige Worte und legt schon mal Hand an), entstand im Mai 2004 beim Fifa-Kongress im Carrousel du Louvre in Paris.

Lasana, das sei kurz gesagt für alle, die hier noch nicht so oft vorbei geschaut haben, wurde Anfang 2006 nach einigen Enthüllungsgeschichten über die Machenschaften von Jack the Ripper vom selbigen Fußballganoven mit dem Entzug der Akkreditierung für die WM 2006 bestraft. Was Solidarität ausmachen kann: Nach Protesten von Journalisten – und weil der damalige Fifa-Medienverantwortliche Andreas Herren im Gegensatz zu anderen eben doch ein gutes Herz hat – wurde Lasana aber als WM-Reporter zugelassen. Zum Ärger des Blatter-Stimmenbeschaffers Jack, der es in wenigen Jahren auf märchenhafte Weise vom karg entlohnten Geschichtslehrer zum Multimillionär und einem der einflussreichsten Männer der Karibik gebracht hat. Okay, aber ich schweife ab, alles passt nicht in einen Blogeintrag. Hier also der jüngste Streich von AJ mit meiner letzten Vorbemerkung: Mir fällt nichts ein, was sich nicht mit Originaldokumenten belegen ließe.

Jack Warner still won’t pay Soca Warriors their 2006 World Cup money

The 2006 World Cup generated billions of dollars – but not a cent has been paid to the heroic Soca Warriors from Trinidad & Tobago who say they’ve been ripped off by FIFA vice-president Jack Warner.

Twenty-eight months after the final whistle the team from the smallest country ever to qualify are still being denied their share of revenues from sponsors and other sources, despite defeating Warner at an arbitration hearing.

As soon as it looked likely Trinidad would qualify for Germany the Warner family put their football money-making machine into gear.

At the travel agents owned by Warner and his wife Maureen, son Daryan began acquiring, illicitly with daddy’s help, more than 5,000 finals tickets later sold for an estimated $3 million profit.

Other son Daryll Warner was put in charge of a private company, ‘Local Organising Company Germany 2006 Ltd’ which would vacuum up millions of dollars in fees from sponsors wanting to be associated with the Warriors.

Warner Snr, who terms himself ‘Special Advisor’ to the Trinidad football federation, would negotiate directly with the players about their share of the proceeds.

In early January 2006 Warner installed himself at the super-luxury five-star Mandarin Hotel in Mayfair (“One of the capital’s most distinguished hotels”) and the players were summoned to his presence. They wanted to know, what had sponsors paid? What other income from tickets, TV and the government? I’ll have a spreadsheet drawn up, promised Warner.

The months pass, the team trains but the promised spreadsheet doesn’t appear. ‘Soon’ promises Warner. ‘We’re working on it,’ say his aides. Days before the Warriors’ first game, against Sweden, goalkeeper Shaka Hislop asks Warner yet again. ‘Sorry,’ says Jack, ‘no time now until after the tournament is over.’

Nonetheless the team play brilliantly to hold Sweden to a goalless draw. Then the festering anger boils up. Every time they touch the ball they’re making money for Warner – and getting nothing themselves. They demand Warner come to their hotel but he arrives so late most – but not all – have gone to bed.

One player told me, ‘Warner still hadn’t told us how much sponsors were paying and what our share was going to be. Many of our squad play in minor leagues around the world, don’t earn much, had worked hard to get to the final 32 teams. Their reasonable expectation was enough to set up pension funds, retire with some dignity.’

Warner must have realised that if he didn’t calm them fast, he might not have a team for the game against England in three days time. OK, he said. I’ll give you 50% – and I’m so proud of your achievements.

The Warriors could hold up their heads after losing 2-0 to the millionaire England players and lost no respect going down another two goals to Paraguay – and then packed their bags.

More months passed. Small creatures lived out their life cycles and the leaves fell. Then in October Warner’s accountant produced the long-awaited spreadsheet.

It was surprisingly short. ‘Consistent with normal accounting principles we have made estimates in such instances where specific documentation was unavailable.’ There were more holes. Sponsors appeared to have paid less than their earlier press releases claimed. Some sponsors – and their money – had fallen off the page.

And another surprise! One third of their money was being withheld to fund the next campaign, to qualify for 2010.  Warner insisted that sponsors had insisted – until the claim became so lacking in credibility that he abandoned it, gracelessly.

But here was the bottom line: Warner had sold their bodies for millions – and their share was £494 a man!

Dwight Yorke told reporters, ‘The contracts we enter into are not worth the paper they are written on.’ The majority of the squad hired London sports lawyer Mike Townley. Warner promptly blacklisted them saying, ‘I lose no sleep, I have nothing to be worried about, absolutely nothing.’ For players needing regular international games to keep work permits, it was a disaster.

Jack’s crony Trinidad Federation general secretary Richard Groden accused the team of  ‘delinquency’ and ‘less than honourable motives.’ Warner added that they were ‘greedy’.

Six more months passed and in mid-2007 Warner popped up to commend his officials (code for himself) for their ‘principled stand in resisting being blackmailed by certain players.’ He added, ‘Their demands are not justified and until they drop all court action, they remain outside the pale of organised football.’

Lawyer Townley turned to FIFA. Was this a case for FIFA’s Ethics Committee, chair Seb Coe? No, Townley was told, it’s an internal matter, we refer you to Jack Warner to sort it out.

Townley made a Freedom of Information request to the Trinidad Government. That brought another surprise. Warner had neglected to reveal the additional £18 million contributed by taxpayers to the campaign’s cost – freeing up more money for the players.

It wasn’t looking so good for Warner at home so he agreed to switch the dispute from a Trinidad courtroom to arbitration in faraway London.

That hearing was at the end of April this year and its confidential Decision was passed to both parties on May 19. The Warriors won all they asked for, disclosure of all contracts and revenues raked in by the Warners and 50% of the total. The Warriors were looking to get – at last – the big money they are owed.

Within hours the report was leaked to the Trinidad Guardian whose sports editor has written two paid-for biographies of Warner that find no fault in him – ever.

Warner claimed to be shocked. The other side must have leaked! Such an outrageous breach of confidence must nullify the arbitration decision. So he still won’t pay and he still won’t disclose. To muddy the waters more Warner has offered some money to the Warriors who didn’t hire a lawyer and is going to court in Trinidad in January to get the arbitration award cancelled.

There’s not been a peep from sponsors Adidas, KFC, Ebay, Carib beer, British Gas and a host of regional companies who gained lustre from the efforts of the Warriors. 

It will be a chilly Christmas for some of the Heroes of 2006.

How a humble school teacher became a multimillionaire

Jack Austin Warner, FIFA Vice President and Trinidad and Tobago Football Federation (T&TFF) special advisor, was getting fed up by January 2006. He had only just taken Trinidad and Tobago to the senior World Cup finals – his and only his words – for the first time in the country’s history. Forget six foot seven defender Dennis Lawrence, who scored the winning goal in Bahrain to send the self-titled Soca Warriors to the World Cup; forget team captain Dwight Yorke and impressive newcomer Aurtis Whitley or even wily Dutch coach Leo Beenhakker. It was Warner’s administrative genius that made it all possible – a premise that centred on his influence as President of the North American and Caribbean Confederation CONCACAF in getting an extra half place for the CONCACAF region, via a Play Off with the fifth placed Asian team.

How could Trinidad and Tobago show its gratitude for Warner’s work behind the scenes? Perhaps, the ruling People’s National Movement (PNM) party would bestow on him a national award or statue and his peers might sing his praises with clever calypsos. Those would be nice. But Warner generally prefers cash; lots of it. 

Everyone gets the shaft

The dust had barely settled on Trinidad and Tobago’s historic qualification for the Germany World Cup last November before Warner requested a blank cheque from the local government – to help the team prepare, of course. The government balked and was promptly criticised for lacking patriotism and being ignorant of the necessary ingredients to create a successful team. Patriotism and football success, you see, come at a high cost and Warner has appointed himself collector.

At 63 years of age, Warner has known only two careers. He worked as a school teacher, which carries a salary between the range of TT$ 4.000 (523 Euros) and TT$ 12.000 (1.569 Euros) in Trinidad and Tobago, and a football administrator. Yet, six years ago, his personal worth was estimated at upwards of £10 million (14.4 million Euros) by one British magazine. He can easily be worth double that today from the living he earns through the “beautiful game”, the world’s most popular sport.

Warner is, by his own admission, a liar and a thief. He admitted in his biography to overselling Trinidad’s National Stadium by over 10.000 tickets for a crucial qualifier in 1989 when the football team came within one point of the 1990 World Cup. It created an explosive situation on November 19, 1989, with the stadium packed well beyond its capacity and transformed into a potential death trap while thousands of irate fans remonstrated outside the ground. The then government, the National Alliance for Reconstruction (NAR), ordered an inquiry into the fiasco although it was never completed. By then, Warner was promoted to the position of FIFA Vice President and had the political clout to slow his pursuers as well as the ability to source funds through which he could soften his image.

The “Warner production” was on the road starring the T&TFF special advisor – he created the position himself – as “Robin Hoodlum”. A well-intentioned sport administrator operating in a world filled with wealthy, arrogant European bigwigs who he would hold upside down by their ankles and deprive of their largesse for the sake of the poorer Caribbean nations. Sort of like “Shaft”, a fictional ‘Afro-American’ hero, who battled the powers-that-be on behalf of his downtrodden “brothers”.

In 2000, as Germany and England fought for hosting rights for the 2006 World Cup, Warner strutted around the Caribbean offering European gifts and photo opportunities with Bobby Charlton and Franz Beckenbauer.

“What do you want? Is that all? Don’t worry… Germany will pay for it.”

Only, with Warner, everyone gets the shaft.

Certain cheques and balances?

In 2001, the tiny twin island republic with a population of just over 1.3 million, prepared to stage the FIFA Under-17 World Championship. Trinidad and Tobago would get the first opportunity to glimpse the starlets of the future like Argentina’s Carlos Tevez and Spain’s Fernando Torres.

Just stare spellbound at the technique on show on the fields and smile into the television cameras. Whatever you do, God forbid, do not look behind you. If you did, you might have spotted Warner pocketing multi-million dollar deals from IT and catering to travel and security contracts.

He must reminisce with fondness on construction deal for the World Cup stadia, though. His performance would have sent shivers up the spines of most sales agents.

First, Warner convinced the PNM that such an important tournament (chuckle, chuckle) must have the very best facilities and so the government approved the construction of four new stadia and the renovation of the national stadium at a cost of TT$ 140 million (18.3 million Euros). These four stadia were built minutes away from existing grounds that needed merely another stand or two and a coat of paint to pass FIFA standards. But the government, who clearly did not see the state of the Mexican grounds that hosted the 1986 World Cup, agreed to Warner’s proposal.

Then Warner benefited from a stroke of good fortune. The PNM was replaced by the United National Congress (UNC) as the country’s ruling party. Warner is a chief financier of the UNC party.

“Can I have another look at that budget, Mr Prime Minister?”

A few scribbles later and the cost of four new stadia and the renovation of a fifth shot from TT$ 140 million (18.3 million Euros) to TT$ 365 million (47.7 million Euros). The price hike, according to the UNC, was due to the inclusion of necessary fittings such as lights, seats and – cue drum roll – playing fields. What Warner exactly had planned to build with the initial TT$ 140 million budget remains a mystery.

There was still a constitutional problem. The Trinidad and Tobago law requires that the use of State money comes with certain cheques and balances. Warner sidestepped this requirement by taking a bank loan with the RGM group of companies which the government agreed to repay. The deception was complete when, on October 27, 1999, a company named Concacaf – not to be confused with the confederation, CONCACAF – was formed in Trinidad under Warner’s directorship while another company called the “FIFA Stadia Project” was set up to execute the stadium contracts. Warner and his son, Daryan, were both among the list of signatories on the latter company.

“Mr Warner, is FIFA in charge or your FIFA? Did you say that cheque was made out to CONCACAF or Concacaf?”

Needless to say, it was a very confusing time for anyone who tried to find out what Warner and FIFA was doing with State funds.

Today, the government – the PNM is again in power – repays that loan to the tune of TT$ 4 million (523.000 Euros) a month while UNC boss and ex-prime minister Basdeo Panday faces fraud charges for an unrelated matter in the local high court. Warner, for the record, is now the UNC’s deputy political leader and openly supports Panday against criticism from even within the party’s rank and file. 

Another money machine: Simpaul’s Travel Agency

Fast forward to November 2005; Warner’s attempt to get unlimited access to State funds received a negative response. Unabashed, he turned his attention to the pockets of Trinidad and Tobago’s football fans. On December 13, 2005, Warner announced in a T&TFF press conference that Simpaul’s Travel Agency purchased the exclusive right to the nation’s World Cup ticket allocation. A Simpaul representative then revealed that a batch of three first round tickets valued at TT$ 2.254 (295 Euros) would cost fans TT$ 30.000 (3.928 Euros) as part of a package deal that included twelve nights accommodation in a double-occupancy room – both guests pay full fare – but not airfare.

Simpaul’s subsequent advertisements left no room for ambiguity: “Ticket or leave it!”

Warner stood to gain as much as TT$ 17.000 (2.223 Euros) profit for each package sold.

On December 25, 2005, the Trinidad Express Newspaper proved conclusively, in the first of a three-part series written by myself, that Warner and his wife, Maureen, and sons Daryan and Darryl, were the owners of Simpaul’s Travel.

Warner might be adept at shaking Europeans from their ankles; but now here was proof that he was manhandling Trinidad and Tobago fans by the groin region. Angry letters crammed the opinion pages of balanced daily newspapers while irate fans besieged radio talk programs.

On January 3, 2006, Warner responded in a press conference. He referred to me as a “creature”, an “inveterate liar” and a “political hatchet man”. He admitted to owning Simpaul’s Travel but denied a conflict of interest. And the ticket prices stood.

Prime Minister Patrick Manning, on January 6, suggested the possibility of government intervention on behalf of his citizens prompting a telling response from the administrator frustrated by his limited ability to cash in on the nation’s euphoria. “If I knew this is what qualification (for Trinidad and Tobago) meant,” said Warner. “I would have had second thoughts.”

The T&TFF branded me “persona non grata” and I was denied the opportunity to apply for media accreditation for the 2006 World Cup. There was also a strong hint by the T&TFF that I forget about covering national football at any level in the future as well.

By now, though, the international media got wind of the scandal and FIFA was on the back foot.

On January 13, 2006, FIFA appointed Ernst and Young as “independent auditors” to look into discrepancies regarding global World Cup ticket sales. Days later, Warner was scheduled for a meeting with the FIFA Ethics and Fair Play Committee on February 16.

Warner made a bit of history for himself on February 16. He became the first FIFA executive committee member to be convicted of bringing the game into disrepute after the Ethics and Fair Play Committee ruled that he had violated its code of ethics and was guilty of a conflict of interests. FIFA’s Executive Committee would decide on the penalty for Warner’s crime in March which could be serious enough, by FIFA statutes, to merit expulsion.

The FIFA Press Office also accredited me for the 2006 World Cup. Not a good month for Warner.

But then Trinidad and Tobago’s FIFA Vice President is not called “Teflon Warner” for nothing. One could almost sense the tide turning when German Local Organising Committee (LOC) chairman and football icon Franz Beckenbauer made light of the episode on a trip to Trinidad. “It’s not our business,” Beckenbauer told the T&T press. “Our business is to give the participating countries the tickets they deserve. What they are doing with the tickets, it’s not our business.”

Was this the extent of Europe’s sympathy for disenfranchised Trinidad and Tobago fans? Or was Warner regarded as a special case and near untouchable within FIFA’s corridors?

FIFA’s blind eyes

Warner’s influence is best evaluated in terms of his political power. CONCACAF has 35 nations. He boasts of the ability to direct 35 of them how to vote at FIFA elections. In a recent TV programme called “The untouchable”, which was broadcasted in more then 20 countries, Warner has explained his total support for the FIFA President: “I have told Mr Blatter that whenever he is running for an election, he doesn’t have to come to campaign in CONCACAF. He doesn’t have to waste his time. CONCACAF has 35 votes – he gets 35 votes! I have told him to spend more time in the areas in which he has some doubts. And I will help him in those areas. We are benefiteries of FIFA’s vision and therefore we believe that it is only fair that we show – from time to time – our loyalty. Simple as that.”

Simple as that. Warner might claim to be ignorant about terms like ‘conflict of interest’ but he is quite capable at mathematics.

After his rise from nondescript referee to Trinidad and Tobago FA general secretary in 1973, Warner quickly grasped the potential of the Caribbean as a block. Mexico was easily CONCACAF’s top football nation and similarly bossed the region at an administrative level. But the pervading feeling outside Mexico and Central America was that the region’s Caribbean and English speaking nations were being neglected.Warner persuaded these nations that he would make a difference once given a presidential role. As CONCACAF president since 1990 he again used the region’s support and, in particular, Caribbean islands who sometimes had populations as small as 15.000 persons, for political leverage within FIFA.

He ingratiated himself with FIFA’s long-time President Joao Havelange and, when his successor Joseph Blatter faced a ‘no confidence’ motion, he again came to the rescue several times. The payback, it seemed, was a consistent blind eye to his wheeling’s within the CONCACAF region.

Warner seemed confident enough in March 2006 that his connections would not let him down and went as far as to chide the global body for its handling of the situation.

“I asked FIFA for advice, and they give the advice I asked them for to the world,” said Warner, who insisted that he initiated a meeting with the Ethics Committee. “I have to deal with that in March. I have been associated with all kinds of memories before, and it wouldn’t be the last time, it won’t be the first time. It hasn’t fazed me in the least. And believe me, I am okay. I’ll land on my feet. Right now, I’ll tell you this, though, I’m not trembling in my shoes.”

The storm clouds that threatened to envelop Warner at one stage were quickly disappearing. True to form, Warner emerged unscathed from his date with the FIFA Executive Committee in March which declared that is was “satisfied” that Warner would live up to ticket regulations. The special advisor even went through the trouble of removing his name and those of his family from Simpaul’s list of directors although there is little evidence that the legal change was more than merely cosmetic.

A buoyant Warner immediately celebrated by printing full page advertisements in the local papers toasting his own virtuosity and mocking the cynics “masquerading as sport writers” who had briefly troubled him. 

Much more moneybags

So did any good come from the sordid episode?

Well, in the midst of FIFA’s declared investigation, Trinidad and Tobago fans woke up to news of how they might apply for World Cup tickets at virtually cost price. Not a world of Simpaul’s Travel although they continued to offer all-inclusive packages.

Perhaps, Warner might emerge chaster for the flirtation with danger and the shock of his sudden dip in popularity.

At the very least, Trinidad and Tobago fans could once more look forward to the World Cup without such ugly distractions. The national team reunites in Trinidad for the first time since its qualification and supporters are anxious to salute their heroes in a May 10 friendly against Peru. It will cost them an unprecedented amount of money to do so, though. Tickets are on sale for TT$ 300 or 39 Euros (uncovered stands) and TT$ 500 or 65 Euros (covered stands) which represents more than a one hundred percent increase from the qualifying stage when tickets cost TT$ 100 (13 Euros) and TT$ 200 (26 Euros).

To put Warner’s proposed ticket prices into perspective, English fans will pay £25 or 36 Euros to watch England play Jamaica in May while German friendly’s against other nations who, unlike Peru, will actually play in the 2006 World Cup range between TT$ 115 (15 Euros) and TT$ 458 (60 Euros). In Germany, mind you, the average wage is TT$ 15.910 or 2.083 Euros per month as opposed to TT$ 3.500 or 458 Euros per month in Trinidad and Tobago.

The local government again asked Warner to be reasonable and pointed out that it had budgeted for the costs of staging the friendly in its TT$ 45 million budget for the team while the T&TFF also stood to receive at least TT$ 39 million in appearance fees from FIFA at the World Cup.

But Warner’s hand is again stretching for the groin. FIFA’s moneybags are being emptied too: Warner claimed that the TT$ 39 million (5 million Euros) FIFA payout for the World Cup qualification is subject to a 26 percent German tax. But I have asked FIFA and the German LOC – they denied any such tax on revenue paid to associations.

The more things change. The Jack Warner show continues.
